About this file
This document is a Vendor Questions & Answers file for a Veterans Affairs (VA) solicitation for courier services. The solicitation is a total set-aside exclusively for Service-Disabled Veteran Owned Small Businesses (SDVOSBs), requiring SBA certification for eligibility. The current incumbent is Kangaroo Pick-up and Delivery Service, Inc. The procurement is a commercial acquisition under FAR 12.6, with the VA intentionally not disclosing the budget to encourage competitive bidding.
Key requirements include compliance with subcontracting limitations, with vendors required to sign VAAR 852.219-75 VA Notice of Limitations on Subcontracting. A Business Associate Agreement will be mandatory due to potential HIPAA considerations, as the courier will handle boxes and containers potentially containing patient information. Vendors must review Special Standards of Responsibility (SP1, SP2, SP3) regarding licenses and subcontractor utilization. The VA emphasizes that this is a new requirement with specific details outlined in the RFQ, Statement of Work, and Price/Cost Schedule.
