About this file

This document is a Vendor Questions and Answers file for a Service-Disabled Veteran Owned Small Business (SDVOSB) total set-aside solicitation for Local In-town Courier Services for the VA Western Colorado Health Care System. The solicitation (36C25925Q0750) is specifically restricted to SBA-certified SDVOSBs, with Citadel Security Group identified as the incumbent contractor. Key requirements include personnel training certifications in OSHA Bloodborne Pathogens and DOT HazMat training, and specialized liability insurance.

The solicitation is a firm fixed-price contract with a base year and four option years, issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19. The VA has intentionally not disclosed the budget/funding amount, instead encouraging vendors to submit their most competitive offer. Vendors must comply with subcontracting limitations, and failure to provide required documentation or meet special standards of responsibility could disqualify them from contract award consideration.

Vendor Questions & Answers

1) Is this solicitation only for Service-Disabled Veteran Owned Small Businesses (SDVOSBs) total set-aside? Or can anybody bid on it?

Answer: Yes, the solicitation is only for Service-Disabled Veteran Owned Small Businesses (SDVOSBs) to submit their offers. Unfortunately, if a vendor that is not SBA certified as a SDVOSB submits their offer, the non SBA certified SDVOSB offer would not be evaluated.

2) Who is the incumbent?

Answer: The incumbent is Citadel Security Group.

3) What was the previous/current contract# for this requirement?

Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with details listed in the RFQ, SOW, and Price/Cost Schedule.

4) What is the budget/value for this requirement?

Answer: The VA does not disclose the funding/budgeted amount for the requirement since this is a commercial acquisition under FAR 12.6. Therefore, we highly recommend for vendors to provide their best offer that they believe is competitive.

5) Why and how are you going to enforce the Limitations of Sub-Contracting? Answer: Under VAAR 819.7004 the CO required to enforce the limitations of sub-contracting for any set-aside contracts. Therefore, any offerors who do not agree and sign the VAAR 852.219-75 VA Notice of Limitations on Subcontracting – Certificate of Compliance For Services, the offerors will not be eligible for evaluation.

Also, for both pre-award & post-award actions, the CO will use any other pertinent VAAR, VHA Policies, and FAR to ensure that Limitations of Sub-Contracting are enforced.

6) What was the cost of the final full option year of the previous contract?

Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with details listed in the RFQ, SOW, and Price/Cost Schedule.

7) Please confirm whether licenses can be utilized via subcontractor(s) for this requirement?

Answer: Please review SP1, SP2, and SP3 of the Special Standards of Responsibility from the RFQ document.
