About this file

This document is an Updated Vendor Questions and Answers file for a Department of Veterans Affairs (VA) solicitation for Local In-town Courier Services in Grand Junction, Colorado. The solicitation is a total set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs), meaning only SBA-certified SDVOSB firms can submit offers. The requirement involves providing local in-town laboratory courier pickup/delivery services for the VA Western Colorado Health Care System on a base contract with four option years.

Key details include special standards of responsibility requiring personnel to have OSHA Bloodborne Pathogens and DOT HazMat training, with the VA not disclosing the specific budget. The incumbent was Citadel Security Group, and the solicitation is structured as a firm fixed-price contract under FAR 12.6 commercial item procedures. The Q&A clarifies that courier coverage is the contractor's responsibility to staff appropriately, and subcontractors may be used if they meet specified training and licensing requirements. Offerors must comply with VA's Limitations on Subcontracting regulations by signing the required certificate of compliance.

Updated Vendor Questions & Answers The updated question and answers portion is highlighted in yellow below:

1) Is this solicitation only for Service-Disabled Veteran Owned Small Businesses (SDVOSBs) total set-aside? Or can anybody bid on it?

Answer: Yes, the solicitation is only for Service-Disabled Veteran Owned Small Businesses (SDVOSBs) to submit their offers. Unfortunately, if a vendor that is not SBA certified as a SDVOSB submits their offer, the non SBA certified SDVOSB offer would not be evaluated.

2) Who is the incumbent?

Answer: The incumbent is Citadel Security Group.

3) What was the previous/current contract# for this requirement?

Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with details listed in the RFQ, SOW, and Price/Cost Schedule.

4) What is the budget/value for this requirement?

Answer: The VA does not disclose the funding/budgeted amount for the requirement since this is a commercial acquisition under FAR 12.6. Therefore, we highly recommend for vendors to provide their best offer that they believe is competitive.

5) Why and how are you going to enforce the Limitations of Sub-Contracting? Answer: Under VAAR 819.7004 the CO required to enforce the limitations of sub-contracting for any set-aside contracts. Therefore, any offerors who do not agree and sign the VAAR 852.219-75 VA Notice of Limitations on Subcontracting – Certificate of Compliance For Services, the offerors will not be eligible for evaluation.

Also, for both pre-award & post-award actions, the CO will use any other pertinent VAAR, VHA Policies, and FAR to ensure that Limitations of Sub-Contracting are enforced.

6) What was the cost of the final full option year of the previous contract?

Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with details listed in the RFQ, SOW, and Price/Cost Schedule.

7) Please confirm whether licenses can be utilized via subcontractor(s) for this requirement?

Answer: Please review SP1, SP2, and SP3 of the Special Standards of Responsibility from the RFQ document.

8) Could you please clarify whether this requirement could be fulfilled by a single qualified driver handling all runs, or if multiple drivers are expected to ensure coverage for the 24/7/365 response time?

Answer: Please review paragraph 3 of the Statement of Work (SOW). The local in-town laboratory courier pickup/delivery services are as needed, and not on a routine basis. In addition, the VA will not state the headcount of courier drivers required because it is the contractor's responsibility to properly staff their business to meet the SOW requirements.
