About this file

The document contains Vendor Questions and Responses regarding a solicitation by the Illinois Department of Transportation (IDOT) for Bituminous Mixtures for Districts 1-9 for Fiscal Year 2025, identified as 24-494DOT-FINAD-B-43652. The solicitation seeks vendors to provide bituminous materials throughout the state for district and day labor operations, and is a multiple award contract. The contract term was initially anticipated to be 5 years, but has been reduced to 2 years after further review, with the option for vendors to adjust pricing for the second year using a Producer Price Index (PPI). The bid due date has been extended to August 7th at 2:00 PM CST.

The document addresses vendor questions related to pricing, the inclusion of Polymer Mix pricing as a separate line item, and the contract term reduction. IDOT has clarified that the PPI index will remain in the contract language, and vendors will have the option to adjust pricing for the second year of the 2-year contract term using the PPI if they wish.

It appears by the bid item notes that the price bid for each item will be valid for 5 years. One price for all five years. Is this correct?

The solicitation includes a PPI index increase each year. The total contract term was anticipated to be 5-years. After further review, it appears that the PPI index will not keep up with the Bituminous market. Therefore, the Department has chosen to reduce the term of this contract to 2 years. The PPI index will remain in the contract language. Vendors will have the option to adjust pricing for year 2 of the contract using the PPI if they wish.

It’s possible that I missed it but, can you tell me how the cost of Polymer mixes was addressed. In the past it was shown as an “add to” bid price

Polymer Mix price has been added to the bid. Please see line items # 66 through 74.

Please note: The bid due date has been extended to August 7th at 2:00 PM CST.
