About this file

This document contains vendor questions and agency responses regarding an Invitation for Bid (IFB) issued by the Illinois Department of Corrections (IDOC) for CDL Truck Driving Simulators, Bid # B37706. The IFB requires a full-service warranty for a five-year period, including software updates, online support, on-site repairs, and parts. The agency will not allow a pre-bid technical demonstration. The field of view requirement can be met through both hardware and software. Vendors can submit invoices upon final delivery and setup, as the agency does not issue advance payments. Vendors can submit exceptions during the official bid opening, which will be reviewed by the procurement team and legal department. The bid includes fields for delivery days, promised date, shipping terms, and contact information, though some are not required. The contract award is expected within 14 days of the bid opening period.

Regarding pricing, the agency will not review vendor bid documents prior to the official bid opening. Vendors can submit their own payment terms, as the agency does not provide advanced payments. The contract will be awarded based on the lowest responsive and responsible bid.

VENDOR QUESTIONS AND AGENCY RESPONSES

IDOC - CDL TRUCK DRIVING SIMULATORS

24-426DOC-CENTO-B-37706

VENDOR QUESTION: Within the RFB documentation, 1.2.1.20 and 1.2.1.21 are vague. Is a full-service warranty required? Or does the RFB only require software updates, support, and basic trouble shooting?

AGENCY RESPONSE: The intent in that section of the IFB is to receive a pricing for full-service warranty coverage for a five-year period, that would include software updates, online support, on-grounds repairs, and parts.

VENDOR QUESTION: Would the client be open to a technical demonstration prior to the completion of the bid?

AGENCY RESPONSE: No.

VENDOR QUESTION: 1.2.1.2 notes a specific field of view requirement. Does the client expect this condition to be met solely via hardware? Or can software be used to meet the requirement.

AGENCY RESPONSE: It can be met through both.

VENDOR QUESTION: A.18 and III.4.1.6.2 are very vague and may have strong impacts on payment terms.

Can we submit our own payment terms for this contract? If not, what are the payment terms of the client?

AGENCY RESPONSE: Vendors can submit invoices from payment upon final delivery and setup of equipment as outlined in Section 1.3 of the IFB. The agency does not issue advanced payments.

VENDOR QUESTION: Are the following exceptions, listed in the format required by the bid documentation, possible? Or will the client reject them? I understand that there will be an official time to submit these exceptions but knowing before hand if our exceptions are even possible will help us greatly.

o Please see the attached document.

AGENCY RESPONSE: No bid vendor bid documents can be reviewed before the official bid opening date and time. The document you sent has not been viewed. At the time of bid opening all exceptions will be reviewed by the procurement team and Illinois Department of Corrections legal department.

VENDOR QUESTION: While filling out the online submission, there is a field labeled as “Delivery Days.”

What is this field for? Do you need to know our lead time? Or is this refereeing to something else?

Another field, labeled as “Promised Date,” may be problematic. We have a standard lead time, but since there is no official award date, I can not calculate an exact date that would be our “promised date.”

While this field is not required, will we be penalized in any way for not filling the field out?

A third field, “Shipping Terms,” is prefilled and notes “See Inco Term Key on PO.” Where is this PO? The bid document does not talk about INCO terms at all, to knowledge.

Additionally, the field “Info Contact” does not given any description of what information is needed. Do you need a main contact at our organization?

o

Finally, in the “General” tab there is a field labeled as “Discount Percent.” Is this field meant for us to specify an overall discount? Is that discount different from the individual “Discount %” for each line item in the “Item” tab?

AGENCY RESPONSE: If there is not an asterisk (*) near the box you do not have to enter any information.

See the uploaded Page 31 “Create Quote” of the BidBuy Vendor Seller Functional Manual provides steps to complete general tab. If you have any technical problems with the BidBuy system

Bid awards are typically occur within 14 days of the bid opening period.

Info Contact would be the person(s) assigned by the Vendor to answer questions regarding the quote submitted.
