About this file

This is a Vendor Acknowledgement and Questionnaire form for RFI-BOP-15BPCC25N00000009, seeking information from vendors about Enterprise Content Management System solutions for the Federal Bureau of Prisons (FBOP). The document contains a questionnaire requesting vendor information including company details, socio-economic status, NAICS codes, and GSA schedule information.

The RFI requires vendors to demonstrate capabilities for providing a FedRAMP GCC-high compliant case management solution that meets NIST 800-53 rev 5 security requirements. Key technical requirements include: adaptability to changing business needs, integration with third-party AI and machine learning tools, data normalization standards, user preference settings, export capabilities, EDMS integration, collaboration features, and audit logging. Responses are due by February 14, 2025 at 5:00 PM EST, with questions due by February 5, 2025 at 3:00 PM EST to asimmonds@bop.gov. Virtual demonstrations may be requested via Teams, Cisco WebEx, or Adobe Connect. The Bureau specifies that responses must be submitted in PDF format with a 14MB file size limit and that proprietary information should be clearly marked.

Vendor Acknowledgement and Questionnaire

Please be advised that providing responses to the RFI will not automatically include the vendor in acquisition planning. Information provided by responsive vendors will be used to further refine the Bureau’s specifications for any eventual solicitation for such tools and services. The specific elements outlined above should be answered by vendors in as much detail as possible, including describing the tools, methods, and processes used to perform a modernization/conversion effort. In addition, describing actual hardware, any necessary software, any peripherals required, standards devices, peripherals meet, and any configuration required to support the solution, as well as the legal basis to do so.

Vendors should also describe a solution which addresses the functional, technical and security requirements identified in the RFI. The vendor should also be advised that their ability to comply with specific DOJ IT security requirements will also be a key consideration in any future acquisition. A response that simply states that the vendor’s solution is compatible with the specified requirement where a narrative response is required will be considered non-responsive for that question.

The Bureau may continue conducting market research by scheduling an onsite, follow-up demonstration at the Bureau’s headquarters located in Washington D.C. of proposed solutions by select vendors to provide more detailed information and display functionality and/or methodology. If web/virtual conferencing is used for a remote demonstration, the following solutions would be supported: Teams, Cisco WebEx or Adobe Connect and the vendor should account for at least ten (10) possible connections.

All vendors with applicable technology (either a completely or partially-compliant solution) are invited to submit detailed specifications. Please include specification sheets and product literature in the responsive materials. Interested parties shall not be reimbursed for any costs related to the development and submission of information in response to this RFI.

In regards to questions or inquiries, they should be emailed to include, “15BPCC25N00000009 – FBOP IT MODERIZATATION: Enterprise Content Management System” in subject line to asimmonds@bop.gov no later than Wednesday, February 5, 2025, at 3:00 pm (EST). Questions and answers will be posted as an amendment on Federal Business Opportunities (FBO) tentatively on February 10, 2025 to this RFI only.

Email submissions in Portable Document Format (PDF) (file limit 14MB) should be submitted on Friday February 14, 2025, by 5:00 pm (EST) to include the “15BPCC25N00000009 – FBOP IT MODERIZATATION: Enterprise Content Management System” in subject line to asimmonds@bop.gov.
