Questions and Answers for W912PB24R3012
1. Section 1.2 of subject solicitation informs the potential offeror that DPW Grafenwoehr maintains over 200 de-centralized HWAPs and Hazardous Material Storage Areas (HMSA). However, according to the ELIN Pricing Schedule, ELIN A003, the contractor has to remove hazardous waste ten times a year from just ten (10) HWAP's. Will these ten
(10) HWAP's be the same at every service or will they vary from service to service?
Where are the subject (10) HWAP's located?
A: The 10 HWAPs will vary from service to service; the contractor will receive a list with 10 HWAPs 10 times a year, based on necessity of hazardous waste disposal. The subject
(10) HWAPs are located in Tower Barracks and the Field Camps (see attached map). A more detailed map with individual motor pools/building numbers will be provided with the list.
2. According to the ELIN Pricing Schedule, ELIN A004, the contractor has to remove hazardous waste from eight (8) HWAP's located at Grafenwoehr Ranges and Maintenance Areas twice a year. Will these eight (8) HWAP's be the same at every service or will they vary from service to service? Where are these eight (8) HWAP's located?
A: The 8 HWAPs will vary from service to service; the contractor will receive a list with 8 HWAPs twice a year, based on necessity of hazardous waste disposal. The 8 HWAPs are located at ranges and maintenance areas throughout GTA (see attached map). A more detailed map with building numbers will be provided with the list.
3. According to the ELIN Pricing Schedule, ELIN A005, the contractor has to clean 6 pump sumps located inside the Hazardous Material Storage Areas at Grafenwoehr Tower Barracks, Field Camps, and Ranges, twice a year. Will these 6 pump sumps be the same at every service or will they vary from service to service? Where are these 6 pump sumps located?
A: The 6 pump sumps will vary from service to service; the contractor will receive a list with filled sumps that have to be cleaned. The 6 pump sumps are located at Tower Barracks, Field Camps and Ranges; since the HMSAs are located right next to the HWAPs, see attached map for locations. A more detailed map with building numbers will be provided with the list.
4. According to section 5.2.3 of the subject solicitation, the contractor shall clean metal grids and secondary containments of HWAP's from various substances, mainly residues of oil and lubricants, with a steam cleaner. What will happen with the contaminated liquids resulting from steam cleaning?
A: The contaminated liquids resulting from steam cleaning have to be collected in appropriate containers (e.g. IBCs); they are NOT supposed to be drained down into the waste oil underground storage tanks. Depending on the content, the contractor has to transport the liquids to either the centralized oil/water separator (liquid: mostly water, minor amount of oil/fuel) or to the centralized waste collection point at the former Sanitary Landfill (liquid: mostly oil/sludges) and empty the containers there. The further disposal of oil/sludges is covered by another contract and not part of this service contract.
