About this file

This is a Q&A document for Jacksonville Correctional Center's Bid #25-426DOC-JACKS-B-45885, addressing vendor questions from a previous solicitation regarding cable TV services. The contract requires the provision of cable TV services for up to 1,100 TV units (currently estimated at 800 units), with an initial contract term of five years with no renewal options. The vendor is responsible for equipment installation, programming, and maintenance, with service calls required to be answered 24 hours a day and technician visits within 48 hours for repairs that cannot be resolved remotely.

The current infrastructure includes buried cable from 1984, with existing equipment including Terrace TC600 HF QAM to Analog converters, a Bridger, and an SV 3BG Splitter. Mediacom is identified as the current service provider. The vendor will be responsible for all headend equipment, hardline cable, and CATV equipment up to the taps, while JCC will maintain small coax and connections after the tap to the Individual in Custody cells. Equipment outside the perimeter fencing remains vendor property, while equipment and cabling within the facility perimeter becomes JCC property. The facility operates radio equipment in the 400-520 MHz range, which must not be interfered with by the vendor's equipment.

Jacksonville Correctional Center Bid #25-426DOC-JACKS-B-45885 Amendment #1 Response to Vendor’s Questions to Invitation For Bid (IFB)

Below are the responses to the questions that JCC has received regarding the above IFB, received during publication of previous solicitation:

1. Does the monthly rate include all equipment, installation, programming and all future maintenance during the term of the contract on the system installed by provider?

Answer: Yes

2. Does the current provider have the equipment located outside the perimeter of the facility? (per terms in solicitation) Answer: Our electrician is not aware of any equipment outside the perimeter. A site visit may help with that issue.

3. Are there currently any issues with picture quality of existing system? (lots of distribution language in the solicitation we would need to take exception to) Answer: None that we know of at this point.

Questions pertaining to Contract Statement of Work

1. 1.1 and 1.2.2. 800 Units and Invoices based on actual # of TVs. What is the current number of physical TVs? Does Units mean TVs? Does this count fluctuate often and within what percentage (down or up)? The bid says 800 Units (which could mean TVs but needs clarification). If actual number of TVs is say ½ of 800 (400 TVs) and we prepare our bid based on delivery to 800 TVs, this can put a cable tv provider upside down pretty quick.

Answer: Units means TV’s. The count could fluctuate, the most it would ever be is 1100.

2. 1.2.3. Awarded Vendor to deliver programming up to the taps. Does this contract require Vendor run coax from HE to living/housing units or cell houses?

Answer: No

3. 1.2.16. The Vendor will be responsible for correcting any interference to Facility’s radio equipment …..which is caused by equipment installed by Vendor… What frequency does this radio system operate on? Are these open frequencies throughout the facility? OR on actual distribution plant? Is this an FM / Am / Sirius XM radio system? Is this a facility internal communication system? Are there currently interference issues with the referenced radio system? If so, what kind of issues?

Answer: None 400-520 MHz Facility Radios

4.1.2.21. All equipment outside perimeter fencing (BSS property) remains Vendor’sproperty. Likewise, all equipment and cabling located within the physical perimeterof the facility will become property of JCC. What equipment and cabling is locatedwithin the physical perimeter of the facility? Is any equipment that an awardedVendor would need to install be located within the physical perimeter of the facility? And if so, why does JCC want ownership?
Answer: Equipment –(2) Terrace TC600 HF QAM to Analog
(1) Bridger

(1) SV 3BG Splitter

5.1.2.22. The Vendor will be responsible for all headend and equipment, all hardlinecable and call CATV equipment up to the taps including the taps in the individualliving/housing units. This shall include any buried hardline cable installed, andany separately supported hardline. Does this mean any buried hardline cable, etc.installed by Vendor? Or does it mean ANY currently/existing buried hardline cableinstalled, etc.? Why is this request being placed on awarded Vendor? Whoinstalled the buried hardline and separately supported hardline? Does JCC knowwhere the buried cable is located (is it documented)? The JCC will maintain allsmall coax and connections after the tap to the Individual in Custody cells. Thesuccessful Vendor will supply JCC with the coax, cable, snap seal connectors, “F”connectors, etc. to do routine maintenance. How much coax, cable, snap sealconnectors and F connectors, etc. are you asking for and how often? Thisrequirement seems to contradict 1.2.21. Please clarify what the actual intentand/or need is regarding ownership of Vendor equipment that might be installedinside the physical perimeter.
Answer: We currently have buried cable from approximately 1984. The vendor isresponsible for any lines and supplies that need replaced. I do not know howmuch that would be.
6.1.2.25. vs. 1.2.5. Please clarify if Vendor has 24-48 hours after an initial call to fixminor issues with the help of Facility staff. And after that time frame, requiredequipment and a technician will be on site within 24-48 hours to service andcomplete the repair.
Answer: Service calls should be answered 24 hours a day and if not able to fix overthe phone then you have 48 hours to have a tech out to fix it.
7.3 TERM AND TERMINATION – This contract has an initial term of five (5) years.
3.1 In no event will the maximum total term of the contract…..exceed ten (10)years. Does this IFB only have a 5-year flat term – to further clarify, no possibilityof a 5-year extension will be granted?
Answer: There is no renewal option per the IFB so the term would be 5 years.
