About this file

This document is the Vendor Questions and Answers for the Illinois Housing Development Authority (IHDA) Loan Servicing System RFP 22-551HDA-INFOT-B-32880. IHDA is seeking proposals for a loan servicing system to service residential single-family mortgage loans. The RFP provides details on the required functionality of the system, including the ability to receive data from external servicers, handle tax credits, and support various loan types. IHDA currently utilizes Encompass for loan origination and has approximately 45,000 active loans and 10,000 inactive loans that will need to be converted to the new system. The RFP requires responses to all mandatory and desirable requirements in Section D.6.

Regarding pricing, IHDA does not have a Businesses Enterprise Program (BEP) or Veteran's Business Enterprise Program (VEP) goal for this solicitation, so a Utilization Plan is not required. IHDA currently uses Dovenmuehle (DMI) and US Bank as sub-servicers, and the new system must be able to reconcile data with these external servicers. The RFP also provides details on IHDA's current loan types, tax credit support requirements, and forecasting needs.
