About this file

This document is a Vendor Affidavit from Hillsborough County Public Schools (HCPS) related to human trafficking prevention, specifically addressing Section 787.06(13) of Florida Statutes. The affidavit requires nongovernmental entities executing, renewing, or extending contracts with governmental entities to certify that they do not engage in coercive labor practices. The affidavit is part of a broader Device as a Service (DaaS) contract opportunity where HCPS seeks to establish a 4-year refresh cycle for computing devices for students and employees, with comprehensive life cycle management including configuration, deployment, asset management, support, and disposal.

The affidavit mandates that contractors affirm they will not use physical force, restrain individuals, establish exploitative debt arrangements, confiscate identification documents, cause financial harm, entice through fraud, or provide controlled substances for exploitation. Contractors must sign under penalty of perjury, confirming their compliance with these strict anti-trafficking provisions. This requirement serves as a critical compliance mechanism to ensure ethical labor practices among vendors participating in the HCPS technology procurement process, with the affidavit serving as a legal declaration of the contractor's commitment to fair and non-coercive business practices.

As the person authorized to sign on behalf of the Contractor, I certify that the company identified above does not:

• use or threaten to use physical force against any person; or

• restrain, isolate, or confine or threaten to restrain, isolate, or confine any person without lawful authority and against her or his will; or

• destroy, conceal, remove, confiscate, withhold, or possess any actual or purported passport, visa, or other immigration document, or any other actual or purported government identification document, of any person; or

• cause or threaten to cause financial harm to any person; or

• entice or lure any person by fraud or deceit; or

• provide a controlled substance as outlined in Schedule I or Schedule II of § 893.03, Florida Statutes, to any person for exploitation of that person.

Under penalties of perjury, I declare that I have read the foregoing document and that the facts stated in it are true.
