About this file
This document is an Addendum to a Competitive Solicitation (No. 25006-RFP-DST) issued by Hillsborough County Public Schools for a Device as a Service (DaaS) procurement. The solicitation seeks approximately 56,500 total devices annually, including 50,000 student laptops and 6,500 mixed-use devices for knowledge workers. The first device order is estimated to be placed in April upon School Board approval, with the first year's delivery potentially extending into the first week of October. Subsequent years' orders must be completed by the start of the school year in August. The district is seeking specific device configurations, including requirements for screen sizes, touch capabilities, processor types, and Copilot+ PC specifications.
The addendum provides clarifications on various technical requirements, including acceptable screen sizes, port configurations, and processor capabilities. Notable specifications include a preference for touch convertible laptops, Windows 11 EDU, and specific requirements for device imaging and enrollment in the district's management platform. The district is flexible on some requirements, indicating that devices not meeting all specifications may be considered if no viable alternatives exist. Protective cases are not required but will be considered. The procurement is structured as a device lease with monthly device cost calculations, and the contract will be governed by Florida state laws. The district emphasizes the need for devices that can support their educational technology environment, with particular attention to AI processing capabilities and overall device performance.

Question Answer Student laptop (50,000 per year) – Will you accept 14-inch touchscreen in lieu of 13-inch class touch?
No.
Could you please confirm the start date for the school term? Additionally, will all devices be required to be delivered before the commencement of classes?

There are distinct hardware requirements for Copilot+ PCs, including a 40TOPs NPU, was the intention for the ask of "Copilot+ support" on "B. General Laptop" and "D. General Desktop" to have a device that meets these hardware requirements, or simply a device that is capable of running the Standard Copilot?
If the processor does not meet the co-pilot+ requirements, the total TOPS must be identified in the provided documents.
Would the district consider amending the student laptop, general laptop, and high-end laptop port requirements to include a minimum of two USB-C ports?
For the general and the high-end laptops yes, for the student laptops, a conversion dongle must be provided to support USB-A devices.
Would the district accept a device running an equivalent/better ARM processor that meets the Copilot+PC spec requirements on the general laptop?
Not through this round of ordering. It may be considered after extensive testing within our environment to ensure application and performance requirements are met.

1. General laptop (estimated 5,500per year) – Intel Meteor Lake Core Ultra 5 by default is not a Copilot+ PC that delivers 40+ TOPS. However, it does have an NPU for on board AI processing for Copilot (NOT +). Can we please clarify requirement to understand if an NPU of at least 40 TOPS is being requested as in their request for the high end laptop. The verbiage is different in the requests and we want to ensure that we are providing the correct product.
If the processor does not meet the co-pilot+ requirements, the total TOPS must be identified in the provided documents.
General desktop (900 estimated per year) – There is currently not a desktop processor in the market that supports Copilot+ or 40TOPS on the NPU. Please clarify if HCPS is wanting copilot or Copilot +
If the processor does not meet the co-pilot+ requirements, the total TOPS must be identified in the provided documents.
