About this file

This document is a Request for Information (RFI) issued by the Massachusetts Department of Correction (DOC) seeking information on cash-free card options (excluding credit/debit) for vending machines in its 16 correctional facilities across the state. The DOC currently uses a Heartland Card System that loads money onto a Heartland card for use in the visiting room vending machines, but this system is outdated, and the DOC is looking to upgrade. The RFI requests vendors to provide information on current cash-free card systems available on the market, and the responding vendor should provide a profile and documentation of their experience in providing such services. The RFI will remain open for approximately 7 days, and responses are due by 2:00 PM EST on April 26, 2023.

The DOC is under no obligation to incorporate any materials, comments, or recommendations made in the RFI submission into any future Request for Response (RFR) document, and the DOC will not answer any questions about the anticipated future RFR solicitation. The DOC makes no guarantee that any commodities or services will be purchased with any information resulting from this RFI, and respondents will be solely responsible for any costs or expenses incurred in responding to the RFI.

2023-DOC-Vending Machine Cash Free Card System

Request for Information

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A CONTRACT SOLICITATION. The Massachusetts Department of Correction (DOC) seeks information regarding cash free card options (excluding Credit/Debit) for vending machines. The Department of Correction operates 16 facilities across the State of Massachusetts. As correctional facilities, credit/debit cards are not allowed within the facilities. To meet the needs of vending in our visitor rooms, we currently use a Heartland Card System that loads money onto a Heartland card for the individual. The Heartland card is then brought into the visiting room and used to purchase items from the vending machines. Current Vending machines must be fitted with Heartland card readers. The Department understands that our current system is antiquated, as cards and reader repair parts are increasingly difficult to obtain, and is seeking information in the event we are looking to upgrade.
