Defense Health Agency Vision Care Coordination

1.0 Description

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is being issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Defense Health Agency (DHA) is not at this time seeking quotes or proposals and will not accept unsolicited proposals.

Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

If a solicitation is released, it may be synopsized on the System for Award Management (SAM) website or solicited through other government points of entry such as GSA eBuy for FSS Schedules, through the 8(a) program, OASIS, Omnibus IV, etc. It is the responsibility of the potential offerors to monitor all sites for additional information pertaining to this requirement. The results of this market research may contribute to determining the method of procurement.

2.0 Background

2.1 The Military Health System (MHS) provides comprehensive vision care for Department of Defense (DoD) beneficiaries. This care can involve multiple eye (ophthalmic, optometric, and rehabilitation) specialists who are not present at every Military Treamtent Facility (MTF). For DoD beneficiaries who may require vision care coordination, this requires direction for the cooperation of vision care specialists and the movement of the patient over the course of receiving appropriate vision care services.

2.2 The DHA is seeking to provide a nationwide network for the coordination of vision health care in the DoD MHS. It will consist of four (4) regional Vision Care Coordinators (VCC) located at Ocular Trauma Centers (OTC) or MTF and one (1) national vision care coordinator working at the Vision Center of Excellence (VCE). Through this network, the VCC will achieve the following:

• Create a MHS vision care coordination program by placing a regional vision care coordinator at four (4) MTFs: San Antonio Military Medical Center, San Diego Naval Medical Center, Madigan Army Medical Center, and Walter Reed National Military Medical Center. These regional coordinators will be united by a national vision care coordinator located in the VCE.

• The regional vision care coordinators will function within their OTC to aid in the eye care for patients at that MTF and at additional MTFs in their surrounding geographic region.

• Facilitate the movement of patients between the DoD and the Veterans Affairs (VA) to maximize the spectrum of vision care available to DoD beneficiaries. This includes increased opportunities for VA to care for eligible veterans in VA vision rehabilitation settings and for DoD eye care providers to care surgically and medically for VA patients.

2.3 Delivery Period/Period of Performance: The anticipated period of performance will begin in September 2025 and will not exceed 5 years.

3.0 Requested Information

The DHA is seeking the following:

3.1 Companies/Vendors who have provided like services involving the management and coordination of patient transfer through a healthcare system in the past three (3) years with the requirements listed in section 5 of the draft PWS attached.

3.2. Requirements: See Draft PWS attached.

4.0 Responses

4.1 Interested parties are requested to respond to this RFI with a Capability Statement in include two sections: Section 1 – Administrative Information per RFI Section 4.3 and Section 2 – Requested Information per RFI Section 3.0. Capability Statements should be tailored to the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

4.2 Capability Statements should be submitted in Microsoft Word for Office compatible format and are due no later than 4:00PM EST, Wednesday, January 29, 2025. Responses shall be limited to ten (10) pages and submitted via e-mail to aileen.s.floyd.civ@health.mil, contract specialist and leslie.s.nelson7.civ@health.mil, contracting officer. Please use the following title in your email subject line HT001125RFI0259 Vision Care Coordination Services. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.

4.3. Section 1 of the Capability Statement shall provide administrative information, and shall include the following as a minimum:

4.3.1. Name, mailing address, phone number, and e-mail of designated point of contact.

4.3.2. Recommended contracting strategy.

4.3.3. In order for the Government to assess the market capability of your company or organization as to the administration of one or more aspects of the Vision Care Coordination Services Draft PWS, please provide the following company information:

5.0 Summary

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Administrative and Professional Support Services for the Vision Care Coordination Services. The information provided in the RFI is subject to change and is not binding on the Government. The DHA has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
