SUBJECT: Simplified Acquisition Proposal Request (SAPR), FA445222R0008, United States Air Force (USAF) VC-25A Pilot and Flight Engineer Training, Contractor Facility in Miami, FL

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

It is the intent of 763 ESS to award a Sole Source, firm-fixed price (FFP) contract to Atlas Air, Inc. for USAF VC-25A Pilot and Flight Engineer Training. The VC-25A is a highly modified derivative of the Boeing 747-200 airliner to support presidential airlift. Headquarters Air Mobility Command (HQ AMC) acquires pilot and flight engineer simulator training from civilian flight training centers. This acquisition is being solicited in accordance with (IAW) FAR 13, as supplemented.

2. A site visit/preproposal conference will not be held.

3. Identify any conflict of interest or appearance issues which may be a potential Organizational Conflict of Interest (OCI) in accordance with FAR 9.5, as supplemented, and any solicitation clause(s). OCI mitigation plans or a statement that no OCI exists should accompany your proposal. Contractors are responsible for immediately notifying the Contracting Officer should any potential conflict of interest arise at any time prior to and/or after contract award.

4. Applicable clauses/provisions will be listed within the SF1449 solicitation.

5. Your proposal must include a cover letter stating a proposal acceptance period of at least 120 days. Proposals offering less than 120 days will be deemed unacceptable. The cover letter shall be submitted on company letter head that includes the company name, address, and a specific point of contact (POC).

6. Questions and Answers / Assumptions and Exceptions: Atlas Air is cautioned that all communications are to be channeled through the CO. Any questions whether technical or contractual in nature shall be submitted in writing. Questions and Answers may be submitted in writing to the CO at angela.port@us.af.mil by 12:00 PM Central Standard Time (CST), Wednesday, 23 March 2022. Atlas Air shall address any assumptions and proposed exceptions to the CO in their proposal. No further questions will be addressed on this requirement after this time and date.

7. This SAPR is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing a proposal. The Government reserves the right not to award a contract in response to this SAPR. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.

8. Proposal is due by 12:00 PM CST on Wednesday, 06 April 2022. Submit proposal via email to the CO, Angela Port, angela.port@us.af.mil. All electronic submissions shall reference the complete SAPR number in the subject line. Late proposals may not be accepted.
