About this file

This is a Statement of Objectives for a Blanket Purchase Agreement (BPA) with the Virginia National Guard for customized promotional personal items. The BPA establishes a streamlined procurement process for wearable items (t-shirts, polos, jackets, hats, specialty apparel) and non-wearable items (pens, notebooks, tote bags, water bottles, customized office supplies), along with customization services including logo embroidery, screen printing, heat transfer, and sublimation printing. The contractor must provide fulfillment services encompassing sizing, material selection, order fulfillment, packaging, and distribution.

The BPA will be effective for 60 months (5 years) from the award date or until a cumulative cost ceiling of $1,000,000 is reached, whichever occurs first. Key contractor responsibilities include maintaining a quarterly-updated digital catalog of available items and customization options, providing digital proofs or mock-ups for approval prior to production, furnishing sample products upon request, offering competitive pricing with volume discounts, and submitting monthly reports to the Contracting Officer detailing all Government Purchase Card charges by authorized Ordering Officers. Authorized users include the VANG Purchasing and Contracting Office, the Base Contracting Office, and officially appointed Ordering Officers. Orders valued over the micro-purchase threshold may be competed among all BPA holders based on lowest price for technically acceptable offers or rotated among holders based on need and product availability. Performance will be evaluated on order accuracy, product quality, adherence to delivery schedules, and overall customer satisfaction. Payment may be made via Government Purchase Card for orders placed by Ordering Officers or through Wide Area Workflow (WAWF) invoicing for other orders.
