SUBJECT: Brand Name Justification for M24-035 Vacuum and Ion Gauge

1. Leybold IONIVAC ITR90 and Leybold Calibration system CS3 Standard Vacuum sources is recommended by AFMETCAL Engineering to be able to support our customer's requirement of vacuum system calibrations on its heat treatment ovens. This will give us compliance with AMS2769

2. AFMETCAL Engineering determined that the LEYBOLD CS3 and IONIVAC ITR90 would meet the industrial standard AMS2769 3.2.3.2 that call for the calibration of the vacuum system of the heat treatment ovens. AFMETCAL is currently in the process of drafting a TO procedure for the calibration using this specific equipment and add it to the digital AFCAV data base. LEYBOLD will also provide training.

3. Therefore, it is requested that LEYBOLD CS3 and IONIVAC ITR90 Brand Name equipment is procured to meet all the requirements of the program office .

Market research was performed reviewing AF Advantage EBUY RFQ1691517 was posted from 21-25 April 2024 to 172 vendors and 3 responses were received, however only 1 vendor quoted the full list of requirements. System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333914) Measuring, Dispensing, and Other Pumping Equipment Manufacturing, FSC Code 4320 looking for companies that could provide IONIVAC ITR90 and Calibration system CS3 Standard Vacuum sources. A review of small businesses to include 8(a), HUBZone, Service-Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide the mentioned requirements. The manufactor provided one GSA partner but will sale to third party vendors. In review there are multiple sources that can provide this commodity for this acquisition.
