DHS Vaccination Support Services Overview Maggie Flynn, OCHCO Background Vaccines have greatly reduced infectious diseases that can harm people. The greatest impediment to getting more people vaccinated is access which includes the absence of convenient vaccination facilities and lack of time to get vaccinated.
Scope Provide DHS with vaccines at DHS operating facilities Furnish necessary equipment, supplies, personnel, and materials
DHS Vaccination Support Services Task Areas Maggie Flynn, OCHCO Provide COVID-19 Vaccines (FDA licensed and FDA EUA approved), Influenza vaccines and Measles/Mumps/Rubella series, Varicella series, Tetanus, Tdap, Hepatitis A series, Hepatitis B series, Yellow Fever vaccines, among others, as needed. As applicable the contractor shall provide proof of registration in the CDC COVID-19 Vaccinator Program.
Provide all licensed/credentialed personnel, equipment, supplies, materials, supervision and other items and services necessary to administer vaccinations.
Vaccinate groups of varying size onsite at DHS facilities and operating locations nationwide to include remote locations that may require additional travel time to conduct the vaccination clinic. The Contractor shall have capability to conduct a vaccination event of 1000 individuals at a single event or as little as 10 individuals.
DHS Vaccination Support Services Task Areas Maggie Flynn, OCHCO The Contractor shall provide onsite vaccine clinics in a minimum of 45 U.S. states, U.S. territories, commonwealths and/or the District of Columbia.
As needed, register or meter/schedule individuals in large onsite vaccine clinics (e.g. register individuals, reminders via text/email, etc.)
As needed, conduct drive-thru onsite vaccine clinics and/or mobile facilities. This may include providing tents, radios, safety vests, signage, cones, tables, chairs, clipboards, pens, etc.

Draft SOW & Eval Factors Response to Industry Comments/Questions - Panel
Tracy Miller, Contracting Officer, OPO Maggie Flynn, Occupational Health Nurse Consultant, OCHCO
Question 1. It appears the contractor is expected to provide the vaccine. This may be a challenge, as the US COVID-19 vaccine supply is already controlled by the federal government and allotted to SLTT (state, local, tribal, territorial) departments of health for distribution to authorized vaccinators. Does the federal government have any ability to obtain COVID-19 vaccines directly and provide for the contractor to administer?
Question 2. "Bill the employee’s Federal Health Benefits or other insurance plans to cover the cost of the vaccine(s)." Who is the Federal Health Benefits carrier? It would be easier if all billing went directly to DHS from our standpoint.
(Draft Statement of Work, Section 1.5 Tasks, page 5)
Question 3. Depending on facility location and access, some cold chain vaccines (e.g., COVID an Varicella) may not be available. We recommend these be administered at local vendor sites where cold chain can be managed. Does the government anticipate having any freezer capabilities at any of their locations? Each vaccine may have different temperature requirement.
Question 4. What is the anticipated timeframe ( # of days/weeks) of clinics. Will DHS pay resource fee to set up clinics? Such fees would be based on the size of the clinic and the manpower required.
Question 5. Will contractor be able to perform site assessments of proposed clinic location ahead of time to evaluate (eg; power, water, shelter, refrigeration, restrooms etc.)? Will DHS pay for the onsite assessment, pre or post event conferences and travel?
Question 6. If DHS orders 100 inoculations and there are only 20 vaccines administered, we would assume DHS would pay for the 100, not the 20. Please clarify if DHS will pay for the ordered vaccines which were wasted.
Question 7. What kind of credentialing and security clearance would be required for these events? Are background checks required?
Question 8: Please confirm English-only materials are needed for the exclusion screening and consent forms. Will the government provide translation services for non-English speaking patients?
Question 9: How does the DHS anticipate registration of foreign nationals, provide appointment reminders (emails/ text, etc.)?
Question 10: How will the "Vaccines for Children program" be utilized in this Program? .
Break (5 Minutes)
Q&A Session – Chat Pod

Q&A Session – Chat Pod
Will the slides be made available to call participants?
Please discuss the Sub-Contracting Opportunities and Cybersecurity Requirements.
What is definition of "mobile setting"?
So if a patient receives Covid vaccine and needs their second or third shot how will that be coordinated?
How long with there be to set up a clinic based on a TO? Especially if there is a requirement to do a site visit.
Q&A Session – Chat Pod (CONT)
With HRSA funding currently suspended or cancelled, how will be billing be handled for uninsured individuals?
Since a vendor will be sent to any state to vaccinate, Will DSHS help with documenting the vaccine records in a vaccine registry or is the vendor responsible for each vaccine registry for each state Will a titer be drawn to confirm Hep A or Hep B antibodies due to the timeframe associated with the series?
Can the vendor provide different CLIN pricing for each state / territory they are bidding? Operational and labor costs can vary widely state to state and OCONUS.
