LOUISVILLE, KY REQUEST FOR INFORMATION (RFI) 1
SF1449
Due date is currently 6/19/18. Can this date be extended to 6/29/18 to allow for more time to prepare the most cost-effective proposals for the VA?
Answer – The response date has been extended to 06/26/2018.
B.1 Contract Administration Data Can the VA identify the Contracting Officer’s Representative for this solicitation?
Answer – (Page 63 of the solicitation) Mr. Douglas Foster, General Engineer – Telephone Number – (502) 287-4000, ext 55411 or Email: Douglas.Foster@va.gov.
B.2 Schedule of Supplies
Delivery date is currently listed as 120 days after award. Given this equipment is all made-to-order, this delivery date is unrealistic. Can that date be extended to 180 days?
Answer – No. Past projects have shown that 120-days is sufficient time for delivery of equipment. Delivery date remains 120-days after award.
Is it acceptable for the delivery to be later than 120 days but the total project timeline from award to completion of installation remain under the required 240 days? The 240 day overall timeline does not present an issue.
Answer – Due to the possibility of expiring funding, the delivery date must be accomplished within the 120-day requirement or sooner as stated in the solicitation.
Is a trade-in value required for all listed items for trade-in or can a $0.00 trade-in value be applied?
Answer – No. A trade-in value of $0 is not acceptable. Even scrapping the equipment is a value for the vendor. Therefore, the Government expects some value higher than $0 for all trade-ins.
B.3 Delivery Schedule
B.4 Statement of Work
A. Project Special Requirements
3. Will a list of trench and/or pit areas that are considered to be damaged be provided to contractors prior to bidding? If not, how will trenches and/or pits that are considered damaged be identified and quoted accordingly?
Answer – No. A list of trench and or pit areas to be repaired will be provided. It is the contractor’s responsibility to make a site visit and inspect all trenches and pit areas within their area of installation that need to be repaired. Repairs should be included within their bid.
9. External Equipment/Motor Protection Filters tend to choke intake points for equipment, making their operation less efficient. This loss in efficiency most likely outweighs the specified pre-filtration benefits. Can this requirement be reviewed and potentially removed?
Answer – No, this requirement remains. Protection filters are not required on Motors. Filters are only required on control boxes, dryers with fans for cooling electronics etc. Past VA projects have shown these filters to be extremely helpful for maintenance.
B. General Installation Requirements
Item 1 states that gas piping shall be new from “laundry entry room to new equipment”. Item 11 states that gas connection points shall be “from the existing gas header to new equipment”. Can the VA clarify the requirement for gas connection location to the new equipment?
Answer – Gas piping shall be from existing gas headers. If the existing gas headers are insufficient for equipment offered, the contractor must replace the headers from building entry point to equipment. If gas supply is insufficient for the equipment offered, the contractor is responsible to supply any additional gas supply.
Technical Specifications:
Item #2 – Continuous Wash Extract Tunnel System
1A – Continuous Wash Extract System
(a) Can the VA clarify what is meant by “total waste water heat recovery system”? All tunnel washers utilize water re-use technology of various designs. Is this acceptable to meet this specification or is an external device to recover additional water and heat energy required? Additionally, the site has an existing water system located in the basement. If this system is capable of water re-use over and above the tunnel washer is that acceptable to meet the requirement?
Answer – The tunnel washing system shall be connected to the existing “waste water heat recovery system” located in the basement.
(h) Given the nature of tunnel washers with multiple atmospheric openings, exhausting the tunnel to the outside atmosphere is not realistically feasible. What level of exhausting is acceptable to the VA?
Answer – It is the contractors’ responsibility to exhaust/vent the tunnel washer to the outside atmosphere of the building. Within the design and narrative of the contractor’s proposal, the contractor shall explain/show how they will exhaust/vent the tunnel washer to the outside atmosphere of the building.
1B – Ordering Data
(h) This information is provided in the equipment O&M manual. Is it acceptable to the VA to be in this location only?
Answer – Yes.
(p) Monitoring of the load chute is only necessary for tunnel systems that are prone to clogging. If a manufacturer offers a tunnel that is not prone to clogging will the VA accept a submittal without a monitoring camera and photo-eye?
Answer – No. Monitoring the loading chute with a camera is required.
(v) The use of a hatch does not waive a single requirement from CONFINED SPACE standards. Hatches are installed on some tunnel’s due to designs that are prone to clogging. If a manufacturer offers a tunnel that is not prone to clogging, hatches are not required. This specification should be removed as the safest technology is one where personnel are never required to enter the tunnel in any situation. Failure to remove this specification will also result in a situation in which manufacturers will not be able to submit a proposal as adding hatches is not an option.
Answer – Specification remains as written. Hatches are required for the tunnel washing system.
1C – Single-Stage Tunnel Washer Extractor Press
(b) If a tunnel is rated in clean, dry weight as opposed to soiled weight there is no reason for a 15% overload condition to be required. In such a case, the press/extractor would not need to have capacity for said overload condition. Is this acceptable to the VA?
Answer – No. The specification remains as is. The contractor must meet the technical specification requirement.
(m) Would a waterless membrane with no monitoring required be acceptable as an alternative?
Answer – No. The contractor must meet the requirement of the technical specifications. However, the contractor can offer an alternative option but must meet the technical requirements first.
1E – Wash System Controls
There is no functional difference between a touch-screen and non-touch-screen display in the laundry facility. Will a non-touch screen display be acceptable to the VA?
Answer – No. Proposal must meet the technical requirement of the solicitation.
(b) Would a system which does not integrate the non-production machines be acceptable to the VA?
Answer – No. Proposal must meet the technical requirement of the solicitation.
(c) Can the VA clarify what is meant by utility availability monitoring?
Answer – A energy monitoring system that will monitor all utilities within the laundry.
(e) The facility has a complete water system which monitors the water supply. Adding this functionality to the wash system controls would be redundant and provide no additional information to the facility. Chemical formulas are the responsibility of the chemical vendor at the facility and should only be monitored by the chemical vendor’s software. Can this requirement be removed?
Answer – Specification remains as is.
1F – Continuous Batch Washer Gas Heated Drying and Conditioning Tumblers and Non-Production Dryer with External Lint Collection System
(k) Modern dryers use a modulating burner control rather than the older technology of high/low fire burners. As such, this requirement is outdated and should be removed or reworded. Modulating burners adjust the output temperature on a gradient rather than static high and low fire rates, decreasing the likelihood of linen damage during the end of the dry cycle when goods are inherently drier. Because of this, a “low fire only mode” is no longer required.
Answer – This is a statement. No question.
(l) Modern dryers use pilotless ignition technology as an improvement over automatic pilot ignition. Is this acceptable to the VA?
Answer – Yes
(w) Some dryers have functional components located underneath the basket to enable the dryer to work in a smaller footprint. As such, these dryers require open space for maintenance below the basket. The space is not fully open, should not be used for storage, and should be kept free of debris while equipment is not running during routine plant blowdown and maintenance procedures. Is this acceptable to the VA?
Answer – Yes
