Question: 15 - Electrical - One Line Is there a single line electrical diagram available for the hospitals infrastructure that would include solar?
Yes, please find attached pdf drawing in folder Q15.
Question: 16 - Electrical - Load What is the hospitals minimum electrical load, net of Solar PV contribution?
Please find attached documents in folder Q16.
Question: 17 - Electrical - Load Is there an (8760) annual electrical load profile available for the hospital?
The Medical Center does not have 8760 profile. Please find attached spreadsheet in folder Q17.

The correct Standard Size is $38.5M.
Question: 19 - TC Identifiers Attachment J-3 lists the ESPC Technology Categories (TCs). Attachment J-15 provides the VISN 21 “Wish List” of ECMs, with each ECM identified by a TC#. However, the TC#s listed in Attachment J-15 do not correlate directly to the ESPC TCs described in Attachment J-3. Question: Will the Government please clarify the TC identifiers listed in Attachment J-15 – can these TCs be re-defined to correlate with the TCs described in Attachment J-3 or are the TCs stand-alone identifiers used for chronological ordering of the ECMs?
Please reference TCs in Attachment J-15 for the Las Vegas ECMs
Question: 20 - Additional Scope of Work The VA has outlined specific ECMs for this ESPC that are essential to advance the VISN’s energy goals. Would the VA consider adding additional facilities/sites to the scope of work, if necessary, to expand the energy savings opportunities that can be leveraged to offset the longer paybacks associated with the desired ECMs?
This is Las Vegas specific ESPC only. We are limited to the Campus only.
Question: 21 - Details of Solar PV Power Generation.
1. Please provide details on the solar PV power generation.
a. Connected kW – AC and DC. Total of 4,363 kW/AC & 5,062 kW/DC, our solar PV have three different designations:
b. Carport (2,636KW/AC & 3,059.1KW/DC)
c. Ground Mount (1577.33kW/AC & 1800.48kW/AC)
d. Water Tank (172.4kW/AC & 200.2 kW/DC).
b. Please provide details of interconnection or PPA documents. Please see attached CO3-Standby Service Agreement in folder Q21.
c. Description of connection points. Include riser diagrams if possible. Please see attached pdf drawing in folder Q15.
d. Generation available by year. Please see attached folder Q21.
e. Generation used by year. Please see attached folder Q21.
If more available than used – why? The General Contractor is still in the process of tweaking our solar production. The Solar PV was not generating in March 2017, few days in April, and wasn’t generating in May of 2017.
Our Solar PV was commissioned last year. The first online timestamp was Dec 28, 2016.
f. Hourly generation for 1 day for January, April, July and October. Please find attached documents in folder Q21.
g. Current maintenance procedures and annual cost. There’s service maintenance contract in place, service response time has been established, and scheduled cleaning twice a year, and the annual cost is $116,500.
Please see attached documents in folder Q21.
Question: 22 - Electrical Bill History Please provide copy of the hospital’s last 12 months of electrical bills or at a minimum a table with kWh, peak kW (on and off peak if billed for both), RKVA, Fuel Cost, etc. Please include a breakdown of cost if bill copies are not provided.
Please see attached documents in folder Q22.
Question: 23 - Interval Electrical Data Please provide, if available, interval electrical data for 1 day for January, April, July and October.
Please see attached documents in Folder Q23.
Question: 24 - Natural Gas Bill History Please provide natural gas bills for the past year.
Please see attached pdf file in folder Q24.
Question: 25 - Schedule and Financing Plan for Operating Room AC Project What is the schedule (design to completion) for the project to break out the Operating Room (OR) AC? What is the financing plan for this project?
Based of the AE schedule, Construction is anticipated to be completed in 120 days from NTP. This is a SCIP approved project, projected to be awarded hopefully, by the later part of FY18 1st Qtr., if not FY 18 2nd Qtr. This project has already been submitted currently under Network Contracting Office for review.
Question: 26 - Reason for excluding OR AC from main HVAC System What are the drivers for taking the OR AC off the main HVAC system?
The VASNHS Medical Center utilizes a single chilled water loop to feed all areas of the hospital, including HVAC and equipment. Imaging equipment (MRI, CT, PET/CT) require strict tolerances in water temperature to support usage and maintenance. Water temperature deviate from these tolerances during increased energy drawn by HVAC and chiller maintenance activities, affecting the usage of imaging modalities and the integrity of the MRI helium reserve.
Question: 27 - Load information for OR AC project Please provide load information regarding the OR AC project. How much load be taken off the existing system?
The new operating criteria for the new OR chiller system. The new chilled water system will consist of one (1) chiller having five (5) eighty-five (85) nominal ton chiller modules with five (5) remote air cooled condensers, primary, secondary and tertiary circulation pumps, water treatment systems, air elimination, expansion compensation and distribution systems.
Question: 28 - 2017 Energy Audit If possible, please provide the energy audit that was completed earlier this year.
Facility Engineering Service prefer we don’t provide the Energy Audit. Engineering Service prefers that each of the ESCO provide their recommendation based on their own analysis and recommend the best solution providing new technology and not to rely on the Energy Audit.
Question: 29 - Oral Presentations I acknowledge the date has passed for RFI's, but with the holidays fast approaching, will the oral presentations be deferred until January?
Dates for Oral Presentations have yet to be determined. ESCOs will be provided with at least a two week notice of the scheduled dates.
