Nashville Upgrade Electrical Distribution System Project # 626-16-201 Questions and Answers 11-30-2017
1. I attended the Site Visit for the above-named project and have a question on the qualifications for bidding the project as the Prime Contractor. We are certified as a SDVOSB contractor and certified by the State of Tennessee as a General Contractor (23XX) capable of bidding all work as the prime contractor if the required specialty trade contractor is listed as the designated subcontract for that particular specialty code. So, for clarification purposes, will we be able to bid this project as the prime contractor with a qualified 238210 subcontractor as the designated Electrical Contractor and Other Wiring Installation Contractor?
a. No. The prime that is awarded a federal contract is the entity that ALWAYS has to own the NAICS code for the purposes of qualifying as a small business under a small business set-aside.
2. RFP states referenced experience projects should be the same for Factor 3, Sub-factors 3.1 & 3.2, Factor 4, and Factor 5. However these factors/sub-factors have inconsistent relevance criteria (completed in last 5 years vs. completed in last 10 years; provide 3 projects vs. 5 projects). Please provide clarification regarding number of projects required and relevance standards for those projects.
a. Each factor is independently evaluated. Provide the criteria based on each factor to your best knowledge Factor 3 details 3+ projects of similar complexity, completed in Hospitals/Healthcare facilities around $3M Factor 4 details 5 projects involved in major electrical upgrades completed within 10 years anywhere Factor 5 details 3 issues/problems that the Hospital can experience during this Electrical upgrade project and how to mitigate them.
3. RFP states “The offeror’s and electric sub-contractors previous experience will be evaluated on…” Does the Government require us to ensure our past experience examples include projects for both the Prime and electrical subcontractors?
a. Yes.
4. If subcontractor projects are included, does the subcontractor experience need to include performance as a Prime Contractor (as stated in Factor 4 Standard of Acceptability on page 13)?
a. No
5. Evaluation factor on GC license. Kentucky does not require or even have a GC licensure program and we never need it outside of KY because it is not something typically required for Federal contracts since they are not typically bound by state requirements. Our approach on the proposal would be to highlight our American Society of Healthcare Engineer’s CHC certification for Healthcare Constructors. Will this factor be reconsidered?
0. Yes, the GC license is not required for the Prime.
6. There are very few electrical contractors who carry a GC license. I doubt that there are hardly any (and maybe no) SDVOSB electrical contractors who carry both GC and electrical licensure. Will this factor be reconsidered?
0. Partially as addressed in Question 4 above, No GC license is required but the Electrical contractor, whether they are the Prime or sub, must have a valid State Electrical license.
7. The solicitation states period of performance is 210 calendar days for bid items.
However, Amendment 1 state period of performance 120 calendars in his notes on the Pre-Proposal Meeting.
a. 120 Days
8. RFP states proposals “limited to a maximum of fifty (75), single-sided, single-spaced, and numbered pages.” Is the page limit 50 pages or 75 pages? Does this mean we have a 75-page limit for the Technical Proposal and a 75-page limit for the Price Proposal, or is this the combined page limit both proposals?
a. 50 pages
