QUESTIONS AND ANSWERS
VA101V-17-Q-0442 A00002
1. Reference SOW 3.2.7: Epoxy flooring to travel approximately 6 inches up the wall. In certain areas the tile goes up 12 inches. What is the intent of the VA in these areas and how would the VA like to make the transition?
ANSWER – 6” base tile in kitchen area will be removed and filled in with Puma-Crete HF urethane system.
NOT an epoxy product. The 12” base tile in serving area will remain and the Puma-Crete HF urethane will come up 6” of the 12” tile.
2. Would it be acceptable to exhaust our HEPA vent out the exhaust vent inside the kitchen area (not over fryers)?
ANSWER – No, the contractor will be required to run an exhaust tube out of the building via the plenum above the suspended ceiling. Distance to nearest exterior window is approximately 60’. See attached drawing
– new kitchen layout.
3. Reference SOW 3.1.1: It states that prior to performance of the work required in the SOW, the contractor must complete all training as required for badging and identification. The current requested period performance is 45days from NTP. Typically it can take up to 30 days to get the background checks back. Will the VA adjust the allowable period of performance accordingly?
ANSWER – The Privacy and Information Assurance training will be conducted in a single evening and because this project’s period of performance is less than 180 days, a non-PIV badge is not required. The SOW has been revised to remove the requirement for a non-PIV badge.
4. Reference SOW 3.2.10: The lead time for the trend walls could be 6 to 8 weeks depending on the color selection and submittal approval time. Can the allowable period of performance be adjusted for the lead time of the materials?
ANSWER – The period of performance will be modified to allow 90 days after receipt of the Notice to Proceed for completion. This should allow adequate time for submittals, and the ordering and delivery of supplies and material. Please note however that the kitchen cannot be closed for more than 30 days.
5. Reference SOW 3.2.3: It is required that the contractor provide storage containers for the kitchen equipment. Is it a possibility to coordinate with the VA to block off part of the dining facility to store equipment (existing flooring can be protected and equipment covered with dark plastic)? This will save time and money, and potential damage to old equipment.
Please note that some of the equipment (three compartment sink and serving carts) in the kitchen area seemed too large to go down in the freight elevator.
ANSWER – Yes, in lieu of providing storage containers, the contractor may move equipment to the area adjacent the kitchen designated by the COR. The contractor will need to provide a visqueen barrier NLT 8’ tall around this area for employee safety and traffic control. Please see attached kitchen layout drawing.
6. Reference SOW 3.2.10: Does the government have a color for the trend wall?
ANSWER – Color will match as close as possible to the existing trend wall color. Please see the attached photograph titled “Trend Wall”.
7. What type of epoxy flooring is the VA looking for?
ANSWER – The requirement for epoxy has been changed to cementitious urethane mortar floor. The heaviest duty cementitious urethane overlays are troweled, and applied at 1/4to 3/8 inch, with a seam free matte finish. The VA is requiring the Puma-Crete HF urethane system. 8. Along the storage room wall is diamond plate, is the intent of the VA to replace the diamond plate or reuse it
ANSWER – Contractor will replace the diamond plate with new diamond plate.
9. In the storage room there are food containers & food items on the shelving. Will the VA be responsible for removing those items or is the responsibility to the contractor to remove them? If it is the responsibility of the contractor, will the contractor be responsible for the provision of an air-conditioning storage for the food?
ANSWER – The contractor is responsible for relocating food containers, food items, and shelving, to the 1st floor warehouse to an area identified by the COR. After the kitchen floor is completed the contractor will be responsible for the return of the food containers, items, and shelving, to the kitchen supply room. The contractor will coordinate with the COR the relocation of supplies BEFORE moving any product.
10. Will power sources of 480/3-phase/50 amp and 220/single phase/30 amp, be available on-site?
ANSWER – No, the contractor will need to provide their own power sources.
11. How far away from the kitchen area is the nearest place for ventilation of the area to be routed to as stated in the
SOW?
ANSWER - See answer to question #2 above as well as the attached drawing.
12. Item 3 on page 6 (Offer Requirements and Evaluation) specifies that offerors’ quotes shall include best terms from a “price and technical approach”. Please clarify if a technical approach is required for this opportunity, in addition to pricing. (Will be answered by the C.O.)
ANSWER – No technical approach is required.
13. Will there be a specification for the products thickness, waterproofing, etc.?
ANSWER – The VA is requiring the Puma-Crete HF urethane system. Preferred thickness is ¼”.
14. Where the tile on wall base is to be removed, will epoxy base need to be flush with the existing wall tile, or will it be recessed?
ANSWER – Epoxy has been changed to cementitious urethane mortar floor, and recessed is acceptable.

15. In the Service Line area, there is not a base tile around the edge (there is only 12 X 12 inch tiles on the wall).
How should the base transition up the wall?
ANSWER – See answer to question #1 above.
16. Is there a setting bed under the floor tile? (After our job-site meeting, our understanding is that the tile is adhered to concrete with thin-set and approximately 1/4th of an inch thick). With this type of flooring and the adjacent rooms that will not receive epoxy flooring, we will not be able to add slope. The flooring will follow the slope and grade of existing concrete.
ANSWER – Epoxy has been changed to cementitious urethane mortar floor. Per the revised SOW, Section 1.2, the new urethaned floor must traverse up the perimeter wall approximately 6 inches as well as the floor have an appropriate grade / pitch towards the existing kitchen drains allowing water to flow by gravity to the all floor drains.
17. Are the existing drains adjustable as to be lowered to adjust for the removal of tile and mortar (approximately 1/4 inch)?
ANSWER – Existing drains are not adjustable.
18. What will be done around the cooler for base since the epoxy will not adhere to the side of the cooler?
ANSWER – Epoxy has been changed to cementitious urethane mortar floor. The contractor must apply the product up the wall(s) to include the cooler/freezer in a manner that is consistent with customary commercial practices.
