BACKGROUND

U.S. Department of Veterans Affairs (VA) identified support for requirements to continually reduce and potentially eliminate manually intensive business processes to improve efficiency and standardization for VA’s performance management function.

The Performance Management System automates the management of employee performance guidance and business workflow (i.e. planning, developing, monitoring, rating, and rewarding employee contributions), including sending completed performance forms directly to the electronic Official Personnel Folder (eOPF) as stated in Handbook VA 5013. As a system of record, the Performance Management System provides consistency in automated business processes and optimize process improvements throughout VA. The automated system results in improved organizational performance, increased employee productivity and retention, and a clearer understanding by employees of the importance of their contributions to the VA’s organizational goals and objectives, an attribute critical to effectively serving our Veterans.

Enterprise Performance Management System (ePerformance) is within the Enterprise Human Capital Management (HCM) portfolio and has been identified as a capability to be adopted within the HCM Modernization platform. VA is seeking continued sustainment of the current ePerformance solution to maintain continuity of capabilities until the HCM modernization.
