About this file
This document contains a pre-solicitation notice and questions and answers from an industry day regarding the preliminary and contract design of a motor vessel. The U.S. Department of Transportation Volpe Center anticipates issuing a contract for naval architecture and marine engineering services to complete the preliminary and contract design of Motor Vessel Ranger IV. The completed contract design will be used in a future solicitation for detail design and construction. Interested vendors attended an industry day on June 16, 2022 to discuss requirements and tour current vessels. The anticipated solicitation will require a preliminary design, stamped drawings, construction specifications, and cost estimate. It is expected to be published in late summer or early fall of 2022. The pre-solicitation notice provides an overview of anticipated requirements to identify interested parties and gather industry feedback, but does not constitute a commitment to solicit offers or award contracts.

Text version
1. Regarding model testing, Mr. Mannheim mentioned it was desired for Standard resistance as well as seakeeping and maneuvering – what, if any, particular issues or concerns are there for the maneuvering? Are there particular situations that RANGER III experiences that should be considered?
Turn radius and backing ability are specific concerns. Due to the shoreside layout of the Rock Harbor dock, it may be desirable to back into the Rock Harbor dock to maintain separation of passenger and cargo movements on the dock. Environmental factors can make maneuvering into Rock Harbor difficult in certain wind and wave conditions.
2. Captain Aaron mentioned he sees up to 4ft of ice in winters – is that 4ft of ice shelving?
Additionally, what kind of service or performance is desired during the extreme ice conditions?
Is it ice breaking service?
Large-scale ice breaking is not the goal. Earlier this spring, Ranger III broke through 4-foot thick shelf ice along the dock. The Park does not intend to take a future Ranger IV into a field of unbroken 4' thick plate ice.
3. Will the Government allow the winner of the conceptual design to participate on the Detail
Design and Construction contract, either as a prime or sub?
This pre-solicitation notice is only for the preliminary/contract design. The Government will not answer questions about potential future construction contracts at this time.
4. Is it the Government’s intent to solicit the Detail Design and Construction contract for full and open competition, or as a small business set-aside?
answer questions about potential future constructions contracts at this time.
5. Can the list of Industry Day attendees be shared?
Please find the list of attendees on the next page.
7. Will the Preliminary/Contract Design Awardee be precluded from participating on a Detail Design and Construction Industry Team to avoid the Awardee having a conflict of interest?
answer questions about potential future constructions contracts at this time.
8. Can the Total Small Business Set Aside stipulation be removed to maximize industry participation and the best value solution for the end-user?
The industry day was held for market research purposes while the Volpe Center Acquisition team finalizes this requirement and determines method of procurement.
