About this file
This document is a Questions and Answers addendum for bid S22-020-O issued by the University of Wisconsin-Milwaukee (UWM) for Autonomous Underwater Vehicle (AUV) Systems, Controls, and Software. The Q&A clarifies bidder requirements and specification details related to the procurement. Key clarifications include the definition of prompt payment discounts (2/15 meaning a 2% discount if paid within 15 days rather than the standard 30 days), the distinction between base unit price and extended cost calculations on the cost sheet, and allowances for bidders to submit supplemental sheets for optional offerings without modifying the primary cost sheet template. The document confirms that responses to mandatory questions in Section 4 are required, though answering "No" will not result in automatic rejection. The remote control/surface unit communication range requirement of 2 kilometers refers to a single surface unit for air-based communication with the AUV for recovery purposes, though bidders are encouraged to include underwater communication specifications as supplemental information. UWM requested that vendors provide both freshwater and saltwater ballast system options with corresponding quotes, despite the vehicle's anticipated primary use in freshwater environments.
The pricing structure allows bidders to present multiple options and corresponding costs through supplemental documentation. Exhibit B of the cost sheet distinguishes between base pricing and extended costs, with extended costs calculated by multiplying unit price by quantity. The mandatory response requirement in Section 4 pertains to providing an answer to the question rather than mandating a specific response, ensuring bidders cannot avoid the question but allows for flexible answers including "No" responses without penalty.

Bid S22-020-O Autonomous Underwater Vehicle (AUV) Questions and Answers January 6, 2022 Q1: “Exhibit A- Bidder Mandatory Response”, “Section 4: Specific Bid Related Information” asks whether bidders” offer prompt discounts such as 2/15”. We do not understand this term well, can you develop this point and eventually give us an example to better understand what it means?
Answer: “2/15” means if UWM would pay a vendor in 15 days instead of the normal 30 days, UWM would receive a 2% discount.
Q2: “Exhibit B-Cost Sheet” has two different sections, one for “Base unit price”, and one for “Extended cost”. Shall we understand that the items in the second section are optional and will not necessarily be purchased?
Answer: Base Price would be the price of the item. Extended Cost is the total cost of each line item multiplied by the number of items E.g., 2 submarines at 10,000 each = 20,000.
Q3: In case several options are available to fulfil a specific requirement, is the bidder allowed to indicate all of these options and the corresponding costs? Can we modify the cost sheet template for this?
Answer: If there are additional options, please attach a separate sheet with any supplemental materials necessary without modifying the cost sheet.
Q4: Section 4 below includes the word (Mandatory). In this case, does this mean that a response is mandatory, or that a “Yes” response is mandatory? (In other words, is Net 30 mandatory?)
If we check No, will our response be rejected?
Answer: The “mandatory” question in section 4 is that it is mandatory to respond to the question.
The response will not be rejected.
Q5: “Exhibit C- Requirements” mentions “Remote control/surface unit range: minimum range of 2 km/2000 meters”. It is unclear to us if this line refers to a single device or two different devices (=one remote control + one surface unit), can you please clarify?
Answer: This refers to a single unit - the surface unit. Range to communicate with vehicle on the surface for recovery purposes.
Q6: Does the “minimum range of 2 km / 2000 meters” refers to communication in air, in water or both? Shall underwater communication between a device on the surface and the AUV be included?
Answer: As above – at surface in air. Including the underwater communication specifications would be useful.
Q7: We understand that the use of the drone will be mainly in fresh water; bust should we provide a ballast system for use in salt water as well?
Answer: Yes, although the unit will be used almost exclusively in freshwater, the option and a quote for a salt water ballast system would be considered image1.png
