About this file
This is a training services quote from McCoy and Associates, Inc. to the Illinois Environmental Protection Agency for a three-day in-person RCRA (Resource and Recovery Act) seminar. McCoy will provide one instructor per day to deliver training using standard modules selected from McCoy's five-day public enrollment seminar curriculum. The seminar will include course materials for each attendee, including one copy of McCoy's RCRA Reference regulations guide, one copy of McCoy's RCRA Unraveled guidance manual, one binder containing course notes, and certificates of attendance upon request. The training dates are to be mutually determined. No specific response dates, bidder conferences, or site visits are mentioned in the quote.
The base cost for the three-day seminar is $45,000 plus approximately $3,000 in out-of-pocket travel expenses, payable net 30 days after completion. The price includes UPS ground shipping of materials. Additional attendees beyond the base capacity are charged at $600 per person if total attendance exceeds 75 people. Optional upgrades include replacing printed books with McCoy Sherpa electronic products at $200 per attendee or adding Sherpa access alongside books at $295 per attendee, though the seminar is taught using books only. The Illinois Environmental Protection Agency is responsible for providing the meeting room, audio-visual equipment with two HDMI-compatible projectors and screens, wireless microphone, sound system, and an A/V specialist, as well as food and beverages. A tiered cancellation fee structure applies, ranging from $4,500 if cancelled before January 7, 2026, to the full $45,000 if cancelled on or after March 18, 2026. Force majeure events excuse performance by either party.

McCoy 2026 Quote
February 11, 2026
Nolin Moon Section Manager Illinois Environmental Protection Agency 2520 W Iles Avenue P.O. Box 19276 Springfield, IL 62794-9276
Dear Nolin:
This contract sets forth an agreement between Illinois Environmental Protection Agency (hereinafter “Client”) and McCoy and Associates, Inc. (hereinafter “McCoy”) regarding training to be provided by McCoy for Client. McCoy will provide a 3-day RCRA in-house seminar for Client on mutually satisfactory dates to be determined.
Payment Client will pay McCoy a base cost of $45,000 for the training plus out-of-pocket travel expenses of approximately $3,000. Client will provide the meeting room and other accommodations (details below).
Client understands that custom content, course materials upgrades, additional course materials, and other items out-side the scope of the base cost will increase the total amount due. This amount shall be payable in a lump sum due net 30 days after completion of the McCoy in-house seminar. The base cost of $45,000 includes the following:
One McCoy instructor for each day of the seminar;
One copy of the RCRA regulations for each attendee: McCoy’s RCRA Reference;
One copy of our RCRA guidance manual for each attendee: McCoy’s RCRA Unraveled;
One binder for each attendee containing course notes for each day;
UPS ground shipping costs for the materials noted above; and A certificate of attendance for each attendee, if desired.
Additional attendees Additional attendees are welcome. However, if more than 75 people attend the 3-day seminar, the incremental charge over the base cost (noted in the Payment section above) is $600 per person.
Agenda The in-house seminar agenda will consist of standard modules that Client selects from McCoy’s current 5-day RCRA public enrollment seminar agenda. Custom content developed by McCoy for Client will be provided at a mu-tually agreeable additional cost.
Registration and certificates McCoy does not manage registration and relies upon Client to manage registration and control attendance (i.e., maintain an attendee list and check attendees in). After completion of the in-house seminar, McCoy will generate certificates from the Client-provided roll call document and/or attendee list if Client requests certificates.
Continues on Page 2
Optional upgrades The two books, RCRA Reference and RCRA Unraveled, noted in the bullets above, may be upgraded to a McCoy Sherpa (our electronic product) instead of books at an additional cost of $200 per attendee. A McCoy Sherpa may be added to the two books for an additional cost of $295 per attendee. NOTE: We recommend all attendees have books because our seminar is taught using ONLY the books. We do not use the McCoy Sherpa during training because not everyone has one, the flow is different, and books never create user technical issues.
Cancellation SAMPLE DATES ARE “TBD” FOR QUOTE DISCUSSION ONLY: If Client cancels the in-house seminar, the can-cellation fee will be determined according to the following schedule:
Before January 7, 2026, the cancellation fee will be $4,500.
On or after January 7, 2026 and before February 4, 2026, the cancellation fee will be $11,250.
On or after February 4, 2026 and before March 4, 2026, the cancellation fee will be $22,500.
On or after March 4, 2026 and before March 18, 2026, the cancellation fee will be $33,750.
On or after March 18, 2026, the cancellation fee will be $45,000.
Force majeure If a force majeure event prevent this agreement from being fulfilled, the agreement shall be terminated, and the party and/or parties suffering from the force majeure event (e.g., acts of God, pandemic, natural disaster, act of war or ter-rorism, riot, labor condition, governmental action, and internet disturbances, etc.) shall not be liable for the afore-mentioned termination of the agreement caused by the force majeure event. If part of the agreement cannot be per-formed or is delayed to be performed due to force majeure, the party and/or parties affected by the force majeure event shall not be liable for any breach of contract for such part of the agreement that cannot be performed or that is delayed to be performed.
Signatures Please indicate your approval of this contract by signing and returning this letter to me by fax, email, or mail. Thank you for your time and consideration.
