About this file

This is an Amendment 2 Questions and Answers document for RFB-UWL-2402 Custodial Temporary Help Services issued by the University of Wisconsin-La Crosse through its Purchasing Services Department. The University seeks bids for temporary custodial staffing services to support its Custodial Services Department. The document addresses clarifications requested by prospective bidders regarding contract terms and operational responsibilities. The Q&A submission deadline was January 19, 2024, at 4:30 PM. Bidders were required to submit electronic responses through the ShopUW+ Sourcing Event Module, with any significant ambiguities, errors, or discrepancies to be reported by the specified deadline. Any revisions or additions to the RFB were to be posted through the Sourcing Module and linked on VendorNet. Direct contact with University employees concerning the RFB was prohibited except with the designated BUYER, Kurtis Bock, to avoid disqualification.

The Amendment 2 document clarifies three substantive issues regarding contractor responsibilities and oversight. In response to Q1, the University clarified that it follows merit-based recruiting and cannot direct-hire contractor staff based on a defined employment period, as is customary in the staffing industry. Questions Q2, Q3, and Q4—regarding onsite management oversight of temporary employees, contractor responsibility for coverage when temporary workers call in sick, and responsibility for work performance oversight including inspections, quality, and attendance—were noted as received after the deadline and therefore not addressed in this amendment. Pricing terms, set-asides, incumbent contractor information, and specific funding amounts were not included in this Questions and Answers document.
