SCOPE DOCUMENT
Universal Waste Management and Disposition
1.0 General Scope Requirements
Depending upon the option chosen, the subcontractor may be responsible for the collection, storage and/or shipment of UW. Depending upon the option chosen, SRNS or the subcontractor shall provide all materials and equipment necessary to perform these services (to include materials handling equipment, vehicles, fuel for vehicles, personal protective equipment, routine office supplies, etc.).
1.1 Offsite Turn Key Operation (Option 1)
The subcontractor shall provide all necessary raw materials, labor, supervision, vehicles and administrative equipment to collect UW from the onsite generators and take the UW directly offsite to be recycled. All work shall be performed in accordance with the requirements of 40 CFR 273 and 49 CFR.
1.2 Onsite Operation (Option 2)
SRNS shall deliver the UW to the CAA and provide all necessary materials and office space to operate the CAA. The subcontractor shall operate the CAA. This shall include logging in quantities and types of UW, maintaining the UW in a safe state, periodic monitoring to ensure container integrity and inventory control, repackage the UW as necessary to meet DOT requirements, provide documentation of UW shipped and on-hand inventory, and ship the UW. All work shall be performed in accordance with the requirements of 40 CFR 273, 49 CFR and all SRS safety requirements. SRNS shall provide general RCRA training, facility specific UW training as well as general site access training.
2.0 Recycling Facility Evaluation
Subcontractor shall provide prior to subcontract award, an environmental program description for review and approval. The required attributes of the program are detailed in the attachment to this RFI (“TSDF/RF Evaluation Questionnaire”). Criteria to be reviewed include: permit/license information, regulatory status and history, financial information, recycling operation, prior experience etc. These criteria will be subject to verification of implementation by SRNS.
3.0 Scope – Offsite Turn Key Operation (Option 1)
The subcontractor shall provide all necessary raw materials, labor, equipment and vehicles to pick up, and transport UW to their offsite facility. The facilities are spread out across 310 square miles and is approximately a 30-mile round trip to get to most of the facilities that generate UW.
Coordinate UW Pick Up
The SRNS Subcontract Technical Representative (STR) will notify the subcontractor when UW is ready for pickup. The STR and subcontractor will work out the details of where to pick up the UW, the recommended route and estimate of quantity and type of UW.
Subcontractor Preparation for Final Shipment
The driver shall proceed to the badging office to receive a security badge (if needed) prior to coming on site. (The STR shall make badging arrangements prior to the driver coming on site.) At the time and location agreed upon with the STR, the subcontractor will go to the appropriate generator location(s) and package and weigh the UW for shipment offsite. The subcontractor shall supply the necessary new containers (including DOT packaging compliance documentation) and other packing materials. The UW shall be packaged to meet all DOT requirements. The weight and volume will be provided to the STR for inventory tracking purposes and development of the “release” paperwork. It is expected that in most cases, the packaging and shipping offsite will not occur on the same day.
Collection and Transport Offsite
At the time and location agreed upon with the STR, the subcontractor will return to SRS to collect and transport the UW offsite. The subcontractor shall notify the STR prior to coming to SRS if the driver does not have an SRS issued a security badge. The subcontractor shall go to all the designated generator locations and collect the UW. Prior to leaving the site, the subcontractor shall complete all SRS documents required by the STR stating the amount and type of UW leaving the site and the official release allowing the subcontractor to take the UW offsite.
3.1 UW Annual Volume and Delivery Locations
During calendar year 2018, approximately 24,000 pounds of UW (10,000 pounds of batteries and 14,000 pounds of lamps and mercury containing devices) were collected from approximately 20 site locations. This equates to approximately 32,000 lamps and 120,000 batteries per year. Four (4) shipments were made offsite. The same volume and shipment frequency are expected in the future.
3.2 UW Pick Up Schedule
As stated above, the schedule and location will be developed between the STR and the subcontractor. However, it is anticipated that collection and shipments will need to occur at minimum on a quarterly basis. More frequent shipments are possible and pick-up flexibility is required.
4.0 Scope - Onsite Operation (Option 2)
SRS personnel shall transfer UW from the various generator locations onsite to the CAA in DOT compliant packaging. The subcontractor shall operate the CAA during normal SRS business hours Monday through Thursday from 8am to 4:30pm. The subcontractor shall receive the UW, place the UW in safe storage, periodically monitor and inspect the UW, prepare and ship UW to the offsite facility. SRS shall maintain the facility and provide supplies necessary to operate the facility.
Receiving, Documenting, Packaging UW
Central Trucking shall offload the UW in the designated receiving location. The subcontractor shall maintain a log of all UW coming into and going out of the CAA. The UW shall be checked to ensure safety and integrity, e.g., battery leads are properly taped, or batteries individually bagged. The UW should be moved to an interim safe storage location within the building until ready for shipment offsite.
The UW and any personnel protective equipment generated during the management of UW may be placed in DOT compliant packaging at this time or prior to shipment.
Monitoring and Inspection
On a weekly basis the subcontractor shall document their inspection of the UW and the containers, looking for integrity issues, verifying inventory and verifying that UW has not exceeded the one-year shipment due date. SRS shall supply the inspection criteria. The subcontractor shall maintain copies of all inspection records, training documentation, internal procedures, etc., and be available for SRNS review when requested.
Preparation and Shipment Offsite
The subcontractor shall notify the STR when a shipment is ready, and have information on quantities, and types of UW (to be shipped) available for the STR and Hazardous Material Transportation Representative (HMTR) for review. The STR and HMTR shall complete their review and provide the necessary paperwork to release the UW from the site. Once “released”, the subcontractor shall take the
UW offsite.
4.1 UW Volume
During calendar year 2018, approximately 24,000 pounds of UW (10,000 pounds of batteries and 14,000 pounds of lamps and mercury containing devices) were collected from approximately 20 site locations. This equates to approximately 32,000 lamps and 120,000 batteries per year. Four (4) shipments were made offsite. The same volume and shipment frequency are expected in the future.
5.0 Information Technology (IT) Requirements
Specific IT requirements will be included in a final SOW. The following provides an overview of these requirements.
The subcontractor is required to follow the requirements in the latest version of the 7Q, Security and 10Q, Cyber Security manuals at the time work is being performed. Computer security requirements apply to all IT systems and networks under SRNS’s purview whether located at SRS or subcontractor installations.
When directed, the subcontractor shall assist in the preparation of risk assessments, protection plans, and/or security procedures required for processes, services, equipment, or data related to this scope. The subcontractor shall adhere to all requirements of any Risk Assessments or Protection Plans which apply to systems utilized by, or supported by, the subcontractor.
6.0 Security Requirements
Specific security requirements will be included in a final SOW. The following is an overview of these requirements.
The subcontractor shall be required to have or obtain a positive Foreign Ownership Controlled or Influenced (FOCI) determination. Subcontract personnel shall be badged. Uncleared subcontractor personnel will be escorted at all times by an SRS employee possessing the required clearance when physical access to Limited Areas or higher is necessary, and the location permits access by uncleared personnel with an escort. Initially, an SRS employee with the appropriate clearance will escort the subcontractor personnel.
The subcontractor shall expect delays to occur on each entry or exit into or out of restricted areas. At a minimum, vehicles and personal hand carried items will be subject to inspections/searches when entering or leaving SRS or an SRS facility to preclude the introduction of prohibited articles and to deter the unauthorized removal of DOE property.
7.0 Personnel Qualifications and Certifications
Subcontractor personnel who enter the site must be U. S. Citizens (dual citizenship is not acceptable), hold a valid driver’s license and be able to obtain a general SRS site access badge. Certifications and qualifications as required to perform work must be presented to and approved by the STR prior to personnel starting work.
8.0 SRNS Furnished Materials, Equipment and Services
Under both options described above, SRNS will provide:
Site badging.
