About this file
This document is a Request for Proposal (RFP) issued by the University of Washington ("Project Owner") for the UW Tower Data Center: Upgrade/Integrate Branch Circuit Monitoring System project. The Project Owner is seeking proposals from experienced, licensed electrical or controls contractors to perform the scope of work, which includes procuring and installing a complete Branch Circuit Monitoring System (BCMS) retrofit in 18 existing Remote Power Panels (RPPs) in the data center, validating the functionality of the BCMS points and ethernet cabling, and providing as-built documentation. The work is to be completed with minimal power downtime to the IT equipment and in accordance with specific client-approved Methods of Procedure. Proposals are due by July 31, 2024, and a pre-bid walk-through will be held on July 15, 2024. The contract will be awarded based on the contractor's previous experience, qualifications of the assigned team, the proposed price, and history of meeting project schedules.
The RFP outlines specific requirements for the BCMS system, including local display panels, system status monitoring, and connectivity to the campus Building Management System. Contractors must also provide engineered permit drawings, project management services, and comply with the Project Owner's safety, health, and security requirements. The RFP indicates that no preference will be given for Minority and Women Business Enterprise (MWBE) participation, and voluntary goals for U.S. Small Business participation are set at 15%.

This Scope of Work is to upgrade the existing un-integrated RPP monitoring equipment with a current-generation Branch Circuit Monitoring System (BCMS), which enables continual, centralized monitoring of power used by each circuit in the existing Remote Power Panels (RPP’s) in the data center Rooms 219 &
220. Work includes:
1. The procurement and installation of complete BCMS retrofit kits in 18 existing RPP's in Rooms 219 & 220- including upgraded local touch screen interface display to replace the existing displays.
2. Compatibility validation of the existing updated BCMS systems in each of 9 recently installed RPP's, and the associated network cabling between the these RPP's and the designated central monitoring point.
3. Validation of BCMS System-compatible network cabling from each of the 27 RPP's to the designated central monitoring point for connection to a future Central Monitoring Hub Device (WaveStar Infinity units or Equiv.).
4. CAD-based as-built documentation of each circuit within all RPP panels- including circuit breaker location/naming, physical termination location (rack /server) and power monitoring integrity.
The work is to be accomplished with minimal power downtime to the IT equipment racks while maintaining the highest available system reliability, and completed in a prescribed manner through specific client-approved Method of Procedure’s (MOP’s), which are to be prepared by the Contractor. All work is to be performed per the standard of care for data centers and consistent with the means and methods used within the Tower Data Center facility.
Project Owner is seeking proposals/price quotations from experienced, licensed electrical or controls contractors, in order to select a contractor/team (Contractor) to perform the Scope of Work and all associated work necessary, to provide for a safe, turn-key completion of the work.
Contractor selection is based on price, qualifications/experience, proposed method of execution, and quality.
2.3.1 General Project Information
a) Contractor Selection is to be based upon the contractor’s previous successful experience in similar data center work (15%), the qualifications and relevant experience of the contractor’s assigned team (20%), the price for completing the work (50%), and the history of meeting project schedules (15%). Submitted proposal shall include information that supports the contractor’s qualifications in these categories. Prior to award of contract, contractor will be required to show compliance with license, bonding, and insurance requirements of the Owner.
b) A pre-bid walk-through will be held during the bidding period- to be scheduled by the owner.
