About this file

This is a technical specifications document for the Reams Road Improvement Project—Summerlake Park Boulevard to Taborfield Avenue—issued by Orange County, Florida, covering both roadway and utility improvements with an estimated combined cost of $102,354,355.72. The project specifications detail the installation and replacement of approximately 15,000 linear feet of force main (4-inch to 24-inch), 13,500 linear feet of water main (8-inch to 24-inch), and 6,000 linear feet of reclaimed water main (8-inch to 16-inch) along the Reams Road corridor. The work includes excavation, backfill, compaction, pavement removal and replacement, pipe testing and disinfection, bypass pumping operations, and restoration activities. Sealed bids are due by 4:00 PM EST on Thursday, June 4, 2026, submitted electronically through the OpenGov e-Procurement Platform. The specifications reference multiple standards including AWWA, ASTM, ANSI, and NACE requirements for pipe materials, coatings, linings, and installation procedures, with comprehensive quality assurance and inspection protocols throughout construction.

The project requires contractors to furnish performance and payment bonds, obtain all necessary permits and licenses, maintain traffic control measures throughout construction, and provide comprehensive documentation including as-built surveys, shop drawings, progress schedules using Critical Path Method scheduling, and project record documents. Specialty materials and systems—including ductile iron pipe with epoxy linings for wastewater service, PVC pipe with specific dimension ratios, and HDPE pipe for directional drilling—must be supplied by approved manufacturers listed in Appendix D. Contractors must arrange for qualified field supervision, material testing by County-approved independent laboratories, manufacturer's field service representatives, and specialized training for pipe installation crews. The contract includes provisions for dewatering systems designed by registered geotechnical engineers, erosion and sedimentation control measures, and security requirements for water system facilities, with costs for retesting and corrective measures due to contractor non-compliance deducted from progress payments. Retainage of a minimum 5 percent will be withheld pending substantial and final completion, with final payment contingent upon submission of comprehensive project record documents, warranties, and closeout documentation.

2. Items of material, equipment, machinery, and the like may be specified on the 15 Drawings and not in the Specifications. Such items shall be provided by the Contractor in 16 accordance with the specification on the Drawings. 17

3. The apparent silence of the Specifications as to any detail, or the apparent omission 18 from them of a detailed description concerning any Work to be done and materials to be 19 furnished, shall be regarded as meaning that only the best general practice is to prevail and 20 that only material and workmanship of the best quality is to be used, and interpretation of 21 these Specifications shall be made upon that basis. 22

E. Refer to the Contract for the order of precedence of items and documents. 23

f. Do not use material or equipment for any purpose other than that for which it is 1 designed or is specified. 2

1.11 MANUFACTURER'S SERVICE 3

A. Where service by the manufacturer is specified to be furnished as part of the cost of the item 4 of equipment, the Work shall be at the Contractor's expense. 5

B. The services provided shall be by a qualified manufacturer's service representative to check 6 and verify the completed installation, place the equipment in operation, and instruct the County's 7 operators in the operation and maintenance procedures. Such services are to be for period of time 8 and for the number of trips specified. A working day is defined as a normal 8-hour working day 9 on the job and does not include travel time. 10

C. The services shall further demonstrate to the County/Professional’s complete satisfaction that 11 the equipment will satisfactorily perform the functions for which it has been installed. 12

1.12 INSPECTION AND TESTING 13

A. General 14

1. All materials and equipment furnished by the Contractor shall be subject to the 15 inspection, review and acceptance of the County and meet the requirements as outlined in 16 the Orange County Utilities Standards and Construction Specifications Manual. If in the 17 testing of any material or equipment it is ascertained by the County/Professional that the 18 material or equipment does not comply with the Contract, the Contractor shall be notified 19 thereof, and the Contractor will be directed to refrain from delivering said material or 20 equipment, or to remove it promptly from the Site or from the Work and not accepted by 21 the County shall be replaced with acceptable material, without cost to the County. 22

4. When inspection is waived or when the County/Professional so requires, the Contractor 35 shall furnish to the County authoritative evidence in the form of Certificates of 36 Manufacture that the materials to be used in the Work have been manufactured and tested 37 in conformity with the Contract Documents. These certificates shall be notarized and shall 38 include five (5) copies of the results of physical tests and chemical analysis, where 39 necessary, that have been made directly on the product or on similar products of the 40

01001 - 8 of 19 manufacturer. 1

5. The Contractor must comply with these provisions before shipping any material. Such 2 inspections by the County shall not release the Contractor from the responsibility for 3 furnishing materials meeting the requirements of the Contract Documents. 4

6. All testing equipment to be used on the project shall have an up-to-date calibration 5 certificate. 6

B. Cost 7

1. County shall employ and pay for the services of an independent testing laboratory to 8 perform testing indicated on the Contract Documents, or at the County’s discretion to 9 ensure conformity with the Contract Documents. 10

2. The cost of field leakage and pressure tests and shop tests of materials and equipment 11 specifically called for in the Contract Documents shall be borne by the Contractor. Such 12 costs shall be deemed to be included in the Contract price. 13

3. The Contractor shall notify the County laboratory a minimum of 48-hours in advance 14 of operations for scheduling of tests. When tests or inspections cannot be performed after 15 such notice, the Contractor shall reimburse County for expenses incurred. 16

4. The Contractor shall pay for all work required to uncover, remove, replace, retest, etc., 17 any work not tested due to the Contractor's failure to provide the 48-hours advance notice 18 or due to failed tests. The Contractor shall also provide compensation for the 19 County/Professional’s personnel for required re-testing due to failed or rescheduled testing. 20

C. Shop Testing 21

1. Each piece of equipment for which pressure, duty, capacity, rating, efficiency, 22 performance, function or special requirements are specified shall be tested in the shop of 23 the manufacturer in a manner which shall conclusively prove that its characteristics comply 24 fully with the requirements of the Contract Documents. No such equipment shall be 25 shipped to the worksite until the County/Professional notifies the Contractor, in writing, 26 that the results of such tests are acceptable. 27

2. The manufacturing company shall provide five (5) copies of the manufacturer's actual 28 shop test data and interpreted results signed by a responsible official of the manufacturing 29 company and notarized, showing conformity with the Contract Documents as a prerequisite 30 for the acceptance of any equipment. The cost of shop tests (including the cost of County's 31 representative) and of furnishing manufacturer's preliminary and shop test data of operating 32 equipment shall be borne by the Contractor and shall be included in the Contract price. 33

D. Field Testing: 34

1. The County shall employ and pay for services of an independent testing laboratory to 35 perform testing specifically indicated in the Contract Documents. Employment of the 36 laboratory shall in no way relieve Contractor's obligations to perform the Work of the 37 Contract. The Contractor shall provide compensation for retesting of all failed tests. 38

2. The County may at any time during the progress of the Work, request additional testing 39 beyond that which is specified in the Contract. This testing will be at the County's expense. 40 Contractor shall: 41

a. Cooperate with laboratory personnel, provide access to the Project. 42
