2. Dollar Value and Period of Performance
This Justification and Approval (J&A) seeks authority to increase the contract ceiling for the Special Operations Forces Support Activity (SOFSA) contract with L-3 Communications, Integrated Systems, Joint Operations Group, (L3Com) from the present ceiling of $2.3 billion to a new ceiling of $2.55 billion. This $250 million increase will be applied to year six of the base contract, Fiscal Year (FY) 2009 through FY 2010 and fund a contract extension through 28 February 2010.

4. Authority Cited and Applicability
a. Title 10, United States Code, Section 2304(cXl), as implemented by the Federal Acquisition RegUlation (FAR) 6.302-1(a)(2)(ii) and (iii): Only one responsible source, and no other supplies or services will satisfy agency requirements. This authority applies to L-3Com's continued performance of the SOFSA contract through evaluation of Final Proposal Revisions (FPR), and the subsequent transition period. This authority specifically applies to the SOFSA contract and the conditions stated herein for services -deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements (Trtle 10, Unrted States Code, Section 2304(d) (1) (B»:
b.
