FOR

TRANSPORTATION VISUALIZER (TRANSVIZ) FUNCTIONAL MANAGEMENT
TRANSCOMD005
1. RFI Overview
In 2025, USTRANSCOM plans to have a contract in place for JOPES and TransViz Functional Management Support that will provide daily operational functional support for JOPES and TransViz applications. Tasks include user account management functions, conducting functional user testing, identifying system and data anomalies, resolving data errors, monitor systems availability and connections, managing training requirements, arranging training, conducting training, duties as an application website Gatekeeper, generating metrics, providing assistance to USTRANSCOM personnel including its component commands, and act as a liaison with others outside of USTRANSCOM. USTRANSCOM seeks a solution that will successfully contribute to USTRANSCOM using JOPES and TransViz so it can deliver timely transportation solutions for the Joint Deployment and Distribution Enterprise. USTRANSCOM is seeking information about what solutions currently exist in the market and is interested in learning about what information industry may need to scope a logical roadmap to succeed.
This announcement constitutes an RFI for informational and planning purposes only.
THIS IS NOT A REQUEST FOR PROPOSAL (RFP), nor is it to be construed as a commitment by the Government. No contract will be awarded as a result. Industry’s response to the RFI—or lack thereof—will have no impact on the evaluation of responses to any subsequent RFP or Request for Quote (RFQ) released. The information requested will be used within USTRANSCOM as market research to facilitate decision making (e.g., determining acquisition strategy, small business concerns) and will not be disclosed outside the Government.
Proprietary information submitted shall be appropriately marked. Do not submit confidential information in your response.

2. Background Information
USTRANSCOM conducts globally integrated mobility operations, leads the broader Joint Deployment and Distribution Enterprise, and provides enabling capabilities in order to project and sustain the Joint Force in support of national objectives.
2.1. Scope of the Requirement
The DOD employs applications to plan, optimize, monitor, and execute mobilization, deployment, employment, sustainment, and redeployment activities associated with joint operations. USTRANSCOM uses the Joint Staff managed JOPES and USTRANSCOM managed TransViz applications to conduct transportation feasibility analysis for movement requests and to provide multi-modal transportation solutions as stated in the validated transportation plan in order to meet supported commanders and military Services requirements. USTRANSCOM requires JOPES and TransViz functional management support that contributes to USTRANSCOM in providing common-user transportation for the Joint Force.
JOPES is not just software but includes formally established policies and procedures that guide conventional operations planning and execution. JOPES brings together these policies and procedures with personnel (users as well as those that keep the system operational), communications, and automated data processing systems to provide a total system for contingency and crisis action planning. JOPES incorporates standard data files and applications into a system compatible with the deployment requirements of the war fighter. USTRANSCOM is responsible for Secret components of JOPES.
USTRANSCOM developed TransViz as a transportation requirements and plan analysis tool to work with JOPES for global force movements. The program can give users full access to real-time JOPES data and provide a clear visual environment as well. In TransViz, users can manipulate data in one location and instantly see their changes reflected across one or more collaborative workspaces. Planners in multiple locations can analyze information, share thoughts, evaluate courses of action and, if their JOPES permissions allow, make data changes to fifteen (15) different transportation-related fields. Planners can quickly identify exceptions, outliers, and anomalies, collaborate across organizations to facilitate decision making and then make necessary changes to achieve a transportation solution. The TransViz workspace contains visualization tools that allow collaboration as well as planning what-if analysis.
The pace of current operations, development of applications and system enhancements requires increased emphasis in the following areas:
• Functional Management Support
• Error Identification and Resolution
• Account Administration
• Testing new applications and upgrades
• Research and Analysis support
2.2. Place of Performance
The place of performance is USTRANSCOM at Scott AFB, IL or Government-owned/controlled facilities in the greater Metropolitan St. Louis area. Please see PWS Paragraph 4.1 for additional details.
2.3. Anticipated Award Timeline
The current contract expires 30 September 2025. A follow-on is anticipated to be awarded on or about 30 June 2025.
3. Information Requested
Parties interested in assisting USTRANSCOM with this market research are requested to submit the following information in the format outlined below. Respondents are highly encouraged to submit a tailored response rather than a generic capability statement to ensure the requested information is provided.
