United States Secret Service (USSS) Broad Agency Announcement (BAA)
Open for 12 Months Until 31 January 2026
Background
The United States Secret Service (USSS) performs two statutory missions: protection and criminal investigations (Title 18 United States Code (USC) 3056). Protective missions include the President and Vice President of the United States; their immediate families;
former Presidents of the United States; national leaders; visiting foreign heads of state;
major Presidential and Vice-Presidential candidates; and National Special Security Events (NSSEs). NSSEs are especially large or important events designated as such by the President or their representative, the Secretary of the Department of Homeland Security (DHS); they include United Nations General Assemblies, G-8 summits and other meetings including foreign dignitaries authorized USSS protection. Investigative missions concern the safeguarding of the nation’s currency and financial payment systems.
With an organizational staff of over 8,000 members, the USSS relies heavily on upon information technology (IT) infrastructure and communications systems for the success of their organizational business operations. Mission success is largely dependent on timely personnel identification for event planning and execution, scheduling, reporting, evaluation of historical trends, and other information. USSS personnel must have timely access to current, complete, and accurate business operations information to successfully conduct their mission.
What are the goals of the USSS BAA?
This BAA will be used by USSS to solicit innovative solutions to challenges being experienced within all mission areas within the Service. This BAA will stay open for 12 months, until 31 January 2026. This open call supporting the USSS BAA is a living document which is intended to evolve as time goes on, as the end-state for the solutions to challenges being faced by the agency are not predetermined. Many solutions may require integration with existing USSS applications and technologies. As such, solutions may ultimately require either FedRAMP (https://www.fedramp.gov/) and/or an Authority to Operate (ATO).
All information presented within this document is subject to change. Specifically, the strategic focus areas will be updated throughout the life of the BAA.
This BAA is intended to be used by any of the Directorates within the USSS. For more information regarding the diverse mission space of the USSS, please visit our public website at: https://www.secretservice.gov/
One of the goals of the USSS and benefit to the companies is to ensure fully negotiable award terms including payment, intellectual property and data rights license terms, schedule, milestones, and pricing; and to allow for the potential for multiple awards with single customer, or across multiple customers. This BAA does not have any funding ceilings but individual contracts/agreements may have limitations.
Who Can Participate?
All US-based companies, traditional and nontraditional, large business and small business. The Contractor and his/her employees and sub-contractors must be citizens of the United States. Contract employees will be required to undergo a favorable Suitability Assessment as determined by the USSS.
Contractor may be required to comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12).
Submissions or proposals may be subject to Section 889, the Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment, of the 2019 National Defense Authorization Act as applicable.
To be eligible for award, companies must be registered in SAM.
Initial Strategic Focus Areas
The USSS is seeking video solution pitches which are relevant to one or more of the following strategic focus areas. This initial list of strategic focus areas may evolve as the requirements evolve.
1. Improving decision-making and workflow processes. Digital and data analytics capabilities used to consolidate multiple data sources to assist forecasting and filling protective assignments. These sources include employee location relative to protective assignments, employee skillsets/training levels, and employee availability.
This information would be normalized into a single forecasting model. This capability would aid and equip leaders with increased workflow efficiency and situational awareness.
2. Streamlining business processes. Digital and data analytics capabilities that compiles information from U.S Intelligence Community sources and filters results for next level review. This process will aid in reducing time spent on highly manual, repetitive, and frequent tasks.
3. Assuring cybersecurity. Digital and data analytics capability which preserve the ability to use department encryption to protect data, networks, net-centric capabilities, and/or project power in and through cyberspace through the employment of cyberspace capabilities.
4. Utilization of digital scanning technology. Digital and data analytics capabilities which reduce manual input relating to diagrams of locations and formation into a 2D adjustable configuration, with the ability to incorporate into Geographic Information Systems (GIS) applications.
5. Coordinating multiple situational awareness tools, processes, and capabilities.
Digital and data analysis capability that integrates disparate sensor systems, real-time data feeds, and live-stream video to enhance situational awareness and decision-making. The solution must support advanced data fusion, visualization, and analytics to enable real-time insights, event detection, and actionable intelligence across diverse operational environments.
6. Increasing physical security capabilities. The USSS is interested in evaluating innovative technology processes and methods regarding physical security and access control capabilities. Evaluation of physical measures and capabilities will include but are not limited to those designed to safeguard personnel, prevent unauthorized access to specified/designated areas, and safeguard against physical damage to persons and/or property. The solution(s) can be mobile or fixed, include innovative methods of deployment, novel / innovative materials, and must support physical security needs (material and analysis) in multiple operational domains.
7. High Resolution Banknote Processing System. USSS is interested in evaluating a compact, high-resolution banknote processing system that leverages advanced imaging, optical character recognition (OCR), and AI-based analysis to automate and enhance currency authentication. Utilize a vector-embedding neural network, the system detects and verifies embedded security features while extracting critical text features, serial numbers, Federal Reserve indicators and plate numbers. The integration of these data points forms a comprehensive profile for each banknote, enabling accurate validation and streamlined processing. Designed to accept multiple banknotes and accompanying documentation within a small form-factor unit.
Submission Guidelines
Interested parties may submit one or more video solutions for assessment. The USSS will assess the submitted solution videos to determine whether the solution video qualifies.
Solution videos should be submitted in the following format:
o Videos should be no longer than five (5) minutes in length and uploaded via unique link to YouTube (www.youtube.com) or Vimeo (www.vimeo.com)
Solution videos should (at a minimum) include the following content:
o Identification of the focus area(s) addressed o Description of the solution and relevant application to focus area(s) o Differentiators (company content choice)

How Your Solution Video Submission Will Be Assessed
All video solutions will be assessed within ten (10) business days of submission close date, unless volume levels are abnormally high for a given period. Solutions will be assessed by USSS personnel to determine whether the vendor’s submission has merit relative to evaluation criteria. During the assessment period, the USSS may contact submitting entities to clarify information either within the video submission or within the attachments. Vendors will be notified after completion of the assessment.
Acquisition Pathways for Awardable Video Submissions
The process for award of any video solution will vary based upon requiring activity need, type of solution, solution maturity, and structure/maturity of the solution provider. All solutions which are assessed as awardable have satisfied the competition requirements of the Competition in Contracting Act (CICA) of 1984, FAR/HSAR Part 35; however, the award of such solutions may require the vendor and Government customer to collaboratively develop and negotiate a scope of effort, pricing, project milestones and deliverables, period of performance, relevant terms and conditions and a definition of successful completion for the effort. Ultimately, the choice of the award vehicle will be determined by the nature of the offering and after coordination with the vendor and the expectations of the program and may be awarded by USSS or other activities within DHS under Federal Acquisition Regulation (FAR) procurement instrument or non-FAR authority.
Evaluation Criteria
The following evaluation criteria will be used to evaluate the video submissions.
The evaluation criteria are listed below in order of importance from top to bottom.
Evaluation: Does the submission identify a problem being experienced by USSS under one of the focus areas?
Does the submission describe a viable solution and relevant application to the problem?
Does the company describe differentiators that it brings in the submission?
Vendors that are found to be meritorious may be asked to participate in an interview-style oral presentation (or similar). USSS reserves the right to select all, some, or none of the full submissions submitted under this announcement.
Eventual awards will be made based on the following criteria:
Criterion I: Technical Merit – The potential of the proposed innovative commercial product and/or service proof of concept or viable prototype to meet the project goals as outlined in the focus area(s).
Criterion II: Business Viability – The potential of the vendor, if the proof of concept and prototype are successful, to sustain performance during full implementation using a successful business model. Following selection and notification to vendors, selected vendors will be requested to provide a written statement of work and a price submission.
Criterion III: Price – Whether the price (1) reflects a sufficient understanding of the technical goals and objectives of the general solicitation; (2) is consistent with the vendor’s technical approach; and (3) is developed based on realistic assumptions.
