About this file

This is a Memorandum for Industry issued by the United States Space Force Commercial Satellite Communications Office (CSCO) on 1 May 2026, forecasting anticipated contract opportunities for fiscal year 2026-2027. The CSCO procures satellite communication capabilities through the Future COMSATCOM Services Acquisition (FCSA), which encompasses three service areas: COMSATCOM Transponded Capacity (CTC) for leased bandwidth and power with limited engineering services; COMSATCOM Subscription Services (CSS) for fixed or mobile satellite services billed on a per-use basis; and Complex Commercial SATCOM Solutions (CS3) for large, custom integrated solutions. Additionally, the CSCO may pursue COMSATCOM Satellite Business Solutions (SBS) acquisitions outside FCSA using existing BPAs, IDIQs, or full and open competition.

The memorandum details six anticipated requirements totaling approximately $1.7 billion in estimated lifecycle value. Requirement 001 (CS30025) seeks global enterprise communication services with a $5M-$15M value and August 2026 award date. Requirement 002 (CTC0392) requires 466 MHz Ku-band capacity for ISR platforms valued at $195M-$205M with a March 2027 award. Requirement 003 (EMSS Operations and Maintenance Support) is an operations and management contract valued at $215M-$260M, with RFQ release in August 2026 and award in November 2026. Requirement 004 (CTC0393) is a five-year BPA for airborne ISR COMSATCOM services valued at $45M-$55M with January 2027 award. Requirement 005 (SBS0045) addresses maneuverable geosynchronous orbit (MGEO) satellite services with a $895M-$905M value and February 2027 award date. Requirement 006 (OAH IDIQ) is an Indefinite Delivery Indefinite Quantity contract for Iridium-certified equipment provisioning and 24/7 helpdesk support valued at $150M-$180M with February 2027 award and April 2027 effective date. All requirements utilize SSC/CMK or DITCO as contracting offices and feature one-year base terms with multiple one-year options, except Requirement 004 and 005, which feature five-year base terms.

MEMORANDUM FOR INDUSTRY

FROM: Commercial Satellite Communications Office

SUBJECT: Forecast to Industry – Future Requirements for Fiscal Year 2026-2027

The United States Space Force (USSF) Commercial Satellite Communications (COMSATCOM) Office, or CSCO, presents the following information to industry for preparation of potential Requests for Proposals (RFPs) and Requests for Quotes (RFQs).

All information outlined within is subject to change and based on known near-term competitive requirements for the subsequent 12 months. This document is current as of May 1st, 2026.

The Future COMSATCOM Services Acquisition (FCSA) provides the U.S. Department of Defense (DoD) procurement of satellite communication capabilities from an approved list of contractors. The FCSA covers three (3) service areas: transponded capacity, subscription services, and end-to-end solutions.

COMSATCOM Transponded Capacity (CTC) includes requirements for satellite bandwidth and power, including limited engineering services (e.g., link budgets and transmission plans). CTC enables customer-proposed waveforms and industry-approved solutions to apply leased bandwidth to meet individual requirements. This service area includes monitoring and control of leased bandwidth and incorporates the option for purchased frequency clearances and licenses. CTC falls under the General Services Administration (GSA) North American Industry Classification System (NAICS) code 517410.

COMSATCOM Subscription Services (CSS) are for use with fixed satellite services (FSS) or mobile satellite services (MSS). CSS uses contractor-determined waveforms that are billed on a per-use basis (e.g., dollars per minute, dollars per megabyte, or dollars per month). This service area comprises rates for vendor-defined network management, monitoring, engineering, integration, licensing, and the operations required to deliver services. CSS falls under the GSA NAICS code 517410.

DISTRIBUTION A: Approved for public release; distribution unlimited

Complex Commercial SATCOM Solutions (CS3) allows the DoD to build large, complex, and custom satellite solutions. These solutions may include satellite transport (bandwidth), FSS or MSS, and service-enabling components such as terminals, handsets, and tail circuits with engineering services to integrate, operate, and maintain the solution. CS3 is covered under the FCSA CS3 Indefinite Delivery Indefinite Quantity (IDIQ) contract.

COMSATCOM Satellite Business Solutions (SBS) is another-than FCSA solution for either FSS or MSS. Prospective acquisitions that are not anticipated to use FCSA solutions may utilize existing Blanket Purchase Agreements (BPA), IDIQs, or will be procured using full and open competition in accordance with any combination of Federal Acquisition Regulations (FAR) procedures.
