Requestor information:

United States Sentencing Commission

One Columbus Circle, NE, Suite 2-500

Washington DC, 20002-8002

Procurement point of contact: Simona Eldridge, SEldridge@ussc.gov

Scope of work: The United States Sentencing Commission (“USSC”, “Commission”), an independent agency within the federal judiciary, requests quotes for an off-the-shelf Event Registration Software solution to be used in managing the Commission’s two fiscal year 2025 training seminars with an estimated 1,250 attendees. The Commission requires the software product solution to have the ability to allow the Commission to build: (a) an online event registration website to be used by Commission staff (website/content manager) and conference attendees (website users); (b) a mobile application that is integrated with the online registration website; (c) a survey feature for seminar attendees that is available on the online registration website and mobile application; and (d) gamification capabilities to be integrated with the website platform and mobile application. The software solution must have data analytics capabilities described below. The software solution, including mobile application and survey, must be able to manage two (minimum) separate registration events simultaneously. These requirements include:

A) REGISTRATION

Registration website must be HTTPS-compatible per Federal Government guidelines.

For more information, please visit https://https.cio.gov/.

The Commission will provide a link to the third-party website, from the USSC.GOV main website. The registration website platform must be customizable and include templates which to work from without requiring HTML coding from Commission staff.

Within the registration website, Commission staff must have the ability to upload materials (documents, presentation, and videos) throughout the registration process for attendees to download, as well as the ability to make adjustments to the registration event site throughout the course of the event(s).

Online registration reports for Commission staff must be accessible through the event registration software. Additionally, registrants must be able to modify or cancel their registration status at any time.

Additional features of the online registration website must include (but not be limited to):

o A mechanism allowing attendees to register for specific training sessions.

o The ability for Commission staff to restrict registration to a specified invitation list.

o The ability for seminar attendees to transmit questions to Commission staff during the seminars and individual training sessions.

o A process to automatically send seminar updates to registrants via email.

o The ability for Commission staff to push notifications to the mobile application.

o The ability for Commission staff to set maximum attendees.

o An automatic waitlist feature to place attendees if a training seminar or particular session is over capacity and provide notification if space becomes available

B) MOBILE APPLICATION

The mobile application must allow Commission staff to send reminders and notices about changes in the schedule. Additionally, the mobile application must have RSS-feed (or similar) capability so registered attendees can receive live updates on any seminar changes (i.e., weather updates or cancellation of a breakout session). The mobile application is an additional way for attendees to obtain the agenda and descriptions of all sessions, speaker biographies and contact information, maps of the venues, and local area maps.

Additional requirements for the mobile application include (but not limited to):

o The mobile application must be customizable for the Commission.

o The mobile application must seamlessly integrate with the online registration platform.

o The selected vendor must provide Commission staff with training and customer support.

o The mobile application must be compatible with Apple and Android products and have a web-based platform for laptop users to be able to access the electronic materials.

o The mobile application must allow Commission staff to add surveys and evaluations and allow attendees to complete surveys and evaluations

C) ONSITE MOBILE CHECK-IN

The Commission requires the selected vendor to provide onsite mobile check-in with a dedicated technician providing technical support, for two and a half (2.5) days at the seminar location. For 2025 the seminar location is in Salt Lake City, UT. The Commission estimates 1000 attendees for the August 2025 training seminar.

D) SURVEY

The Commission requires survey capabilities to be streamlined through the online website and mobile application. Creating customizable surveys is critical for Commission staff to improve the training process through real-time feedback via the mobile application. Surveys must be able to be created through the online website with customized questions and pushed to the registrants via the mobile application at the conclusion of each training session. Automatically pushing surveys to seminar attendees is necessary to maximize participants’ response rates and potentially allow Commission staff to make changes to the seminar in real time.

The Commission must be able to create multiple surveys to support each training session, and report on each training session survey results.

Survey results should be instant and available in real time.

E) GAMIFICATION

The Commission seeks modern gamification capabilities to be integrated with the event registration platform and mobile application to enhance attendee engagement and participation during the seminars. The application must support gamification elements such as point systems, leaderboards, achievement badges, and interactive challenges. The application should include features to allow participants to earn points by completing activities such as attending sessions, engaging in surveys, downloading materials, and participating in event-specific tasks (e.g., scavenger hunts or networking goals). Leaderboards and achievement displays must be accessible via the mobile application and customizable to reflect the Commission’s branding. The gamification features must include real-time updates and analytics for tracking participation and must allow Commission staff to manage and customize game rules, incentives, and prizes seamlessly. These capabilities will create a dynamic, interactive experience for attendees while promoting participation in key seminar activities.

F) DATA ANALYTICS

The software solution must have data analytics capabilities, including statistical analysis functions, intuitive data visualization options, the ability to create customized dashboards with real-time updates and reports with dynamic filtering and drill-down options.

The data analytic tools are needed to analyze and interpret the number of registrants, survey results, and outcomes from gaming functions.

Proposal Preparation Instructions

All bidders must have an active account on SAM.GOV and must be in good standing with SAM.GOV at the time of contract award. The proposed solution must be a commercially available, off-the-shelf software application with minimal required customization to meet the stated functional requirements. The vendor must:

3-20 Certification Regarding Debarment, Suspension, Proposed Debarment, and Other Responsibility Matters § 330.10.30(c)

3-20 text

(a) (1) The offeror certifies, to the best of its knowledge and belief, that:

(i) the offeror and/or any of its principals:

(A) are ___ are not ___ presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any federal agency;

(B) have ___ have not ___, within the three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a public (federal, state, or local) contract or subcontract; violation of federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating federal criminal tax laws, or receiving stolen property;

(C) are ___ are not ___ presently indicted for, or otherwise criminally or civilly charged by a governmental entity with, commission of any of the offenses enumerated in paragraph (a)(1)(i)(B) of this provision;

(D) have ___, have not ___, within a three-year period preceding this offer, been notified of any delinquent federal taxes in an amount that exceeds $3,500 for which the liability remains unsatisfied.

(1) Federal taxes are considered delinquent if both of the following criteria apply:

(i) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(ii) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(2) Examples.

(i) The taxpayer has received a statutory notice of deficiency, under I.R.C. § 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(ii) The IRS has filed a notice of federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. § 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(iii) The taxpayer has entered into an installment agreement pursuant to I.R.C. § 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(iv) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. § 362 (the Bankruptcy Code).

(ii) The offeror ___ has ___ has not, within a three-year period preceding this offer, had one or more contracts terminated for default by any federal agency.

(2) "Principal," for the purposes of this certification, means an officer; director; owner; partner or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager;

plant manager; head of a division, or business segment, and similar positions).

This certification concerns a matter within the jurisdiction of an agency of the United States and the making of a false, fictitious, or fraudulent certification may render the maker subject to prosecution under 18 U.S.C. § 1001.

(b) The offeror shall provide immediate written notice to the contracting officer if, at any time prior to contract award, the offeror learns that its certification was erroneous when submitted or has become erroneous by reason of changed circumstances.

(c) A certification that any of the items in paragraph (a) of this provision exists will not necessarily result in withholding of an award under this solicitation. However, the certification will be considered in connection with a determination of the offeror's responsibility. Failure of the offeror to furnish a certification or provide such additional information as requested by the contracting officer may render the offeror nonresponsible.

(d) Nothing contained in the foregoing will be construed to require establishment of a system of records in order to render, in good faith, the certification required by paragraph (a) of this provision. The knowledge and information of an offeror is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.

(e) The certification in paragraph (a) of this provision is a material representation of fact upon which reliance was placed when making award. If it is later determined that the offeror knowingly rendered an erroneous certification, in addition to other remedies available to the judiciary, the contracting officer may terminate the contract resulting from this solicitation for default.

(1) the prices in this offer have been arrived at independently, without, for the purpose of restricting competition, any consultation, communication, or agreement, with any other offeror or with any competitor relating to:

(2) The prices in this offer have not been and will not be knowingly disclosed by the offeror, directly or indirectly, to any other offeror or contract award unless otherwise required by law; and

(3) no attempt has been made or will be made by the offeror to induce any other concern to submit or not to submit an offer for the purpose of restricting competition.

(b) Each signature on the offer is considered to be a certification by the signatory that the signatory –

(1) is the person in the offeror's organization responsible for determining the prices in this offer, and that the signatory has not participated, and will not participate, in any action contrary to paragraphs (a)(1) through (a)(3) of this provision; or
