About this file

This is a Performance Work Statement (PWS) for the North Dakota National Guard (NDNG) Fuel Management and Accountability System project. The Contractor shall provide physical hardware, software licenses, and cloud hosting access to replace aging fuel management infrastructure across up to six locations. The Government retains responsibility for project management, physical installation, data migration, user training, and ongoing technical support. The contract scope explicitly excludes daily fuel operator services.

The system architecture requires a Commercial-Off-The-Shelf (COTS) cloud-based software solution hosted on enterprise-grade commercial cloud infrastructure such as Microsoft Azure, featuring a customizable widget-based dashboard. The hardware must support Wi-Fi as primary communication and include an integrated cellular modem as secondary backup (with the Government responsible for cellular subscription costs). The system must include offline store-and-forward capability to authorize fuel dispensing during total network failure and automatically sync transactions upon connectivity restoration. Security requirements mandate Multi-Factor Authentication (MFA) for administrative access and Role-Based Access Control (RBAC). The fuel island terminal requires a weatherized, minimum 7-inch color touchscreen display rated for continuous operation at -40°F and must integrate with legacy PetroVend card libraries and Phoenix SQL databases. The hardware must accept WEX/Voyager card transactions, RFID key fobs/tags, and manual PIN pad entry; include an Uninterruptible Power Supply (UPS); integrate with Emergency Stop buttons; log physical bypass events; and support direct-wire integration with OPW-protocol Automatic Tank Gauges for real-time leak detection. Software capabilities must include immutable audit trails, preventative maintenance tracking with automated alerts, and custom reporting in PDF, CSV, and TXT formats. Deliverables consist of six Gateway Hardware Kits with cellular modems and installation guides (due 30 days after award), six System Hardware units with UPS and controllers (due 30 days after award), administrative-level cloud dashboard accounts (due 15 days after award), and digital User and Administrator manuals (due 15 days after award). The Contractor must provide standard commercial warranties on all hardware components.

PERFORMANCE WORK STATEMENT (PWS)

Fuel Management and Accountability System North Dakota National Guard (NDNG)

1.0 GENERAL INFORMATION

1.1 Background: The North Dakota National Guard (NDNG) requires a comprehensive Fuel Management and Accountability System to replace existing aging infrastructure across up to six (6) locations.

1.2 Scope: The Contractor shall provide the physical hardware, software licenses, and cloud hosting access as defined in this PWS. The Government (NDNG) shall be responsible for all project management, physical installation, data migration, user training, and ongoing technical support. Note: This contract is for the physical system and software infrastructure, not for daily fuel operator services.

2.0 SYSTEM ARCHITECTURE & COMMUNICATION REQUIREMENTS

2.1 Cloud-Based Platform: The Contractor shall provide a Commercial-Off-The-Shelf (COTS) cloud-based software solution hosted on an enterprise-grade commercial cloud infrastructure (e.g., Microsoft Azure).

The platform's user interface must utilize a customizable, widget-based dashboard.

2.2 Primary Communication (Wi-Fi): The provided hardware must be capable of utilizing a Wi-Fi connection as the primary mode of communication.

2.3 Secondary/Contingency Communication (Cellular): The provided hardware must include an integrated cellular modem as a secondary, backup means of communication. The Government is responsible for procuring and maintaining the cellular data subscription.

2.4 Offline Mode (Store and Forward): In the event of total network failure, the hardware must be capable of authorizing fuel dispensing for valid credentials, storing those transactions locally, and automatically syncing the data to the cloud once connectivity is restored.

2.5 System Security & Access: The cloud platform must require Multi-Factor Authentication (MFA) for administrative access and support Role-Based Access Control (RBAC).

3.0 HARDWARE & INTEGRATION REQUIREMENTS

3.1 Extreme Weather Rating: The fuel island terminal must feature a weatherized, minimum 7-inch color touchscreen display rated for continuous operation in extreme cold (-40°F).

3.2 Legacy Data Migration: The system must be capable of ingesting data from the Government’s existing legacy PetroVend card libraries and Phoenix SQL databases.

3.3 Hardware Integration: The provided system shall be capable of fully integrating with and providing monitoring/control for all site equipment, including fuel dispensers, storage tanks, and automated card readers.

3.4 Authentication Methods: The hardware must be capable of natively accepting and tracking WEX/Voyager card transactions and alternative authentication methods, including proximity (RFID) key fobs/tags and manual PIN pad entry.

3.5 Power Loss & Safety Integration: The hardware controller must include an Uninterruptible Power Supply (UPS) and be capable of integrating with existing site Emergency Stop (E-Stop) buttons.

3.6 Manual Override Logging: The hardware must be capable of logging any physical bypass events and transmitting that data to the cloud platform.

3.7 Environmental Compliance & Alarming: The fuel terminal hardware must be capable of native, direct-wire integration with OPW-protocol Automatic Tank Gauges (ATGs) to poll real-time leak detection and compliance data.

4.0 REPORTING & DATA MANAGEMENT

4.1 Immutable Audit Trails: The system must maintain an unalterable log of all administrative actions within the software.

4.2 Preventative Maintenance Tracking: The software must be capable of tracking throughput and generating automated alerts for maintenance.

4.3 Custom Reporting: The software must be capable of generating scheduled and on-demand reports exportable in PDF, CSV, and TXT formats.

5.0 DOCUMENTATION & WARRANTY

5.1 System Manuals: The Contractor shall provide standard commercial digital copies of the User and Administrator manuals.

5.2 Warranty: The Contractor must provide a standard commercial warranty on all hardware components.
