About this file

This is a Request for Quote (RFQ) issued by the National Guard Bureau's Office of the United States Property and Fiscal Officer for North Dakota on August 14, 2026. The North Dakota Army National Guard (NDARNG) seeks a modern, cloud-based Software-as-a-Service (SaaS) platform to replace aging, locally hosted fuel management software while retaining existing physical site hardware across up to six locations. The small business contractor must provide all software licensing, cloud hosting, data migration services, connectivity gateways if required to bridge legacy hardware, and training for implementing a centralized cloud-based fuel management platform. The procurement is strictly for software, data migration, and connectivity services; no physical fuel dispensers, Automated Tank Gauges (ATGs), or island terminals will be replaced. The estimated funding level is approximately $20,000.

Quotes are due no later than Noon CST on Friday, August 28, 2026, and must be valid for 30 days. This is a Total Small Business Set-Aside requirement. Award will be made to the responsible offeror whose quote, conforming to the RFQ, is most advantageous to the Government, considering price and other factors as approximately equal to cost. Evaluation factors include price, shipping/delivery schedule, warranty, and technical capability. Offerors must submit a technical quote demonstrating how their company meets or exceeds all DX Fleet Fueling System software and parts requirements. All offerors must have current registration in the System for Award Management (SAM) and must submit invoices using the Wide Area Workflow System (WAWF). The primary point of contact is John M. Norway, USPFO for North Dakota, P&C, at john.m.norway2.civ@army.mil or 701-791-3295. The Government reserves the right to make no award.
