About this file
This is a Notice of Intent to Purchase issued by Clackamas County on behalf of its Water Environment Services District through the county's Procurement Division. The notice indicates the county's intention to repair the cogeneration engine at the Kellogg Creek facility utilizing Sourcewell cooperative contract #011723-CAT in accordance with Local Contract Review Board Rules C-046-0440. The estimated total purchase value is $332,468.69. Vendors interested in submitting comments regarding this procurement notice must do so by 5:00 PM within seven calendar days from the notice issuance date of May 12, 2025, with comments directed to Procurement Analyst Juliana Snegireff at jsnegireff@clackamas.us.
The procurement leverages an existing cooperative purchasing contract through Sourcewell, which means pre-negotiated pricing and terms are already established. This approach is designed to expedite the procurement process while maintaining critical infrastructure at the water treatment facility. The use of a cooperative contract framework suggests that vendor qualifications will be limited to those pre-qualified under the Sourcewell agreement for cogeneration engine maintenance and repair services. No specific set-aside designations are detailed in the notice. The compressed timeline, with a response deadline of May 19, 2025, reflects the county's prioritization of maintaining operational capabilities and energy efficiency at the Kellogg Creek facility.
