Question 4: Will there be a site visit scheduled for this project? No site visit is scheduled;
however, images are included at the end of this solicitation amendment.
Question 5: I am reading thru the RFP request and see that you have “COURTOOM CALENDAR” 24 individual LED screens – are these LED LCD screens (not clear on description) and what size portrait mounted units? Here is what I have on the list without the “COURTROOM CALENDAR” signs:
Total screens requested below include a total of 61 units: Server = 1; Wayfinding – 2, 1, 1, 1, 1, 1, 1, 1 = 9 units; Intel i7 Processor and minimum 8GB Memory; Infotainment – 1 = 1 unit; Intel i7 Processor and minimum 8GB Memory; Stand Alone – 1,1, 1, 4, 4, 4, 4, 4, 3 = 26 units; Intel i3 Processor and minimum 4GB Memory; Room Scheduling Screens 10” – 7 = 7 units; E-Ink – 18 = 18 units. The court we will be purchasing and installing 24 48" LED Samsung Screens (the court needs the vendor to provide the signage players for these screens). The only screens the signage vendor will be providing are:18 x e-ink screens; 7 x 10" Room Scheduling Screens. The rest of the hardware consists mostly of signage players. 1 Server; 9 Wayfinding Players; 1 Infotainment Player; 26 Stand Alone Players.
Question 6: C.2.5 – Please define the ODBC compliant database used that you are looking to integrate. IBM Informix
Question 7: C.2.6 -Please define requirement further with more explanation. Please disregard this requirement.
Question 8: C.2.10 – Please define the level of integration requested to utilize SharePoint as a content management interface. Ability to use Sharepoint as a data source to create reports and real-time charts from existing data. (Future deployment).
Question 9: C.2.11 – How many players would receive the news subscription? Two; Jury Assembly area and Cafeteria.
Question 10: C.2.16 – Please further define the desired compatibility with the CDN network, satellite distribution system and enterprise multicast networks? This question relates to C.2.18:
Ability to use services similar to ScreenFeed or BlueFox in the future.
Question 11: C.2.33 – Does the Courts have a CAP compliant system? If yes, what is the name and manufacturer of it? Yes, Everbridge ENS (www.everbridge.com)
Question 12: C.4.2 – Does the current CMECF calendar have the ability to generate a txt file on a recurring basis? Yes. Does the calendar have the ability also provide the case number, case name and time of proceeding? Yes. This information can be provided in csv, html, txt and xml formats according to the court’s IT Staff.
Question 13: C.5.2 – Assuming that the main lobby kiosks will include all of the possible wayfinding destinations – can you confirm? Yes, all wayfinding points will be available. For the seven free standing kiosks – will they have the same maps/wayfinding application? Yes, they will include all wayfinding points. Or will those kiosks only have the maps for their floor? Can you provide any more insight on the scope of each kiosk? These kiosks will be purchased and installed by CACD staff. At this point we have a chosen a freestanding stainless steel kiosk that houses a 22” touchscreen. We do expect small form factor players to be provided by the awarded vendor. These players will be installed by CACD, connected to power, cat 6, and video by a VGA, DVI or HDMI cable.
Question 14: C.7.2 – Can Lotus Notes provide a text file on a recurring basis with the necessary information for the room signs? Vendor shall use its expertise in this area. When will the Exchange conversion be completed? 2016-2018 (Based on a national roll out by the Administrative Office of the US Courts).
Question 15: C.8.1 – Please further define the requirement ‘display badge numbers of potential jurors from JMS? Clarification: Potential jurors check in with mailed juror form. When a pool of jurors are needed, the jury staff member uses JMS to create a random list of jurors for specific Judge/Courtroom. Instead of having the jury staff read the list of names one by one over a microphone, the digital signage system would systematically display the list of jurors and provide some further instructions of where to gather. What type of feed is that or where is that data coming from? It’s generated by a software program called JMS. This software is made by Xerox. https://www.xerox.com/en-us/services/local-government/jury-management-system
Question 16: C.8.1. – Define ‘integration into CACD’s existing JMS? When normal day to day jury staff functions are performed, the digital signage system reacts by displaying the necessary list of jurors. This could be achieved by the use of an API Hook, database integration or by reading a file created by JMS. What type of system is it? JMS by Xerox. What data is desired to be pulled out or displayed? Juror names and reporting location. Is that data available as a web page? Not that the court is aware.

The 2 x 65” NEC Screens in the lobby monument will have RS-232. (Model # unknown at this time). The screen in the cafeteria and Jury Assembly room is a NEC V-652 and has RS-232 Control. Is CACD going to be controlling power to the displays is that expected to be performed/delivered within the project scope? The court requires the awarded vendor to provide screen power control option. Preferably IR control from signage player. Perhaps a USB or Serial to IR bud device. Will there be power, pathways, and network drops provided? Yes.
Question18: It is our assumption, outside of the servers, training, and wayfinding line items, the provided table on pg. 4 is meant to be used to provide the cost of the player PCs exclusively, is this correct? Yes in addition to the other items such as: Server VS VM, Signage Players, e-ink and room booking screens. Please add additional line items as needed. If correct, is the table meant to contain the combined cost of the player PC and the software on a single line item?
Please price players and software separately. If not, where should the cost of the software and any associated annual fees be placed? Add additional line items as needed. Where should professional services (outside of training), news subscriptions, T&E and other costs be placed?
Add additional line items as needed. Who is to provide the server hardware associated with the project – VM or otherwise? The winning signage vendor. Please provide pricing both ways if available. As a complete solution with required server hardware and as a VM solution. Please include a list of the required resources needed to run the VM. We have mapped the line items in the table to sections within the RFP (attached) but want to confirm lines 11, 13, 15, 17, 19 & 21.
We believe these are associated with section 5.4 Courtroom Calendar but this section notes (24) players and these lines total to (23). Is this the correct association and is the count off by one somewhere? The counts are correct. Line 5 Mezzanine Player is the 24th. This floor only has a single courtroom.
Question 19: C.2.3 – What connections to the TV feeds are available? HDMI for sure, possibly component. This TV service has not been installed yet as the building is still under construction.
Question 20: C.2.11 – What items are to be filtered from the news? This is a moving target and may need to be updated frequently by court staff.
Question 21: C.2.18 – Please provide clarification on what compatible means and what is the expected use case? This is more of a future proof request, the court is looking for a current generation signage system with modern features. CACD does not currently have a CDN or Multicast network at this time. CACD does expect the signage system to work with Time Warner Cable or DirecTv in the Jury Assembly Room. (Infotainment)
Question 22: C.2.20 – To confirm, CACD would prefer that the vendor provide this functionality and that CACD does not want this capability to perform this function itself? CACD believes this would be a standard digital signage system component normally accessed via web browser.
Question 23: C.2.33 – What is the format of the external trigger(s)? Everbridge ENS (www.everbridge.com)
Question 24: C.2.33 – What is the external trigger source for emergency message requirements?
Everbridge ENS (www.everbridge.com) Does a browser based interface exist so emergency events can be triggered by someone who’s offsite?
Question 25: C.4.2 - What is the format of the data within CMECF and how will the vendor access it? CMECF uses and IBM Informix Database. Can it be exported in certain formats? Yes, we have been told it’s possible to export into HTML, XML and CSV and possibly some additional formats. Please provide more details around the daily calendar system. The calendar system information we are most concerned with is: Judge Name, Courtroom, Case Number, Case Name, Time and date of court proceeding. What data type does it allow for intergration? ODBC.
Is there an API available? To be determined. Is the case number data located in CMECF for display? Yes. CACD requires authentication at the sign for adhoc staff scheduling? Would this http://www.everbridge.com/ http://www.everbridge.com/ be achieved through RFID? TBD. Where does CACD envision this dashboard that shows current content on all 24 courtrooms being viewed? In a web browser most likely. Perhaps (years) in the future IT will have a few wall mounted screens displaying live data. Is the toggle on/off message system being controlled by a sign (sign controlling a sign) or is this a manual hardware switch?
This may be best achieved by having individual user interfaces for each courtroom sign. This interface (webpage) could be accessed by a web browser. This user would be sitting in a court room and know when to make the adhoc changes to the sign when necessary. Will the displays provided by CACD be RS232 compatible? Some, only the two in the lobby, Jury Assembly Room and Cafeteria are going to RS232 controllable. Will the displays provided by CACD be interactive? The two screens in the lobby will be fully interactive and so will the wayfinding kiosks. The room scheduling provided by the signage vendor are to be touch interactive.

If vendors will be creating maps, are floorplans available? Yes, this is a new building and floor plans and drawings will be available. What is the desired map style? 2D? 3D? To be determined. How many view orientations of the map are needed? To be determined. Are ADA routes required for wayfinding?
Yes, but will only be necessary for a few locations. Are pathing and turn-by-turn directions required for wayfinding? Yes, with alternatives to be determined.
Question 30: C.7.2: Does the CACD have a chosen Room Scheduling software platform with which we would need to integrate with? No, this is part of the RFP. Or, does CACD see this as a custom build through the digital signage software platform? When conducting research at DSE 2015 & InfoComm 2014 CACD observed several signage solutions that offered off the shelf room scheduling. Will MS Exchange be implemented by the digital signage go live date? No. Or, is integration with Lotus Notes required at project start? If integration with Lotus Notes is not available, other alternatives are to be determined. Is CACD requesting a mobile app? To be determined, doesn’t have to be an IOS APP, integration using the built in Apple calendar or mobile friendly browser based are options. Web page design for the full rollout? To be determined. What is the authentication criteria for a participant checking in? None to start, if we observe considerable No-Shows in the future we would like to have the option to turn on some form of authentication. (example are a simple pass code, a employee ID or a badge number).
What is the expected approval process for the user experience at the digital sign? To be determined. How is the pass code validated when scheduling from the touchscreen? To be determined; ODBC connection is one option. Can it be exported in certain formats Yes, possibly export into HTML, XML and CSV and possibly some additional formats.
Question 33: C.8.1:What is the format of the data from the JMS? Informix – see above for additional information. Please further describe the requested user interface to call jury panels?
Clarification, JMS will still be handling all aspects of juror selection. The signage system will only need to display the information created by JMS. How is the call made? An employee of the Jury Department selects options in the JMS software and Jury pool is created. Is there a data source for when a panel is called? Yes, a list of names is created based on the courtrooms need.
(Inside JMS) What is that format? Informix Database, with a possibility to create an HTML, XML or CSV file. An ODBC connection is another option.
Does the CACD have an IPTV solution in place? No. If so, please provide details. If not, please provide details on CACD’s DirecTV setup throughout its facility. This is a new building, at this time all of the cabling and infrastructure is not installed. CACD will work with Time Warner or DirecTV to insure a proper installation. The Jury Assembly room where the Infotainment System is to be installed is located on the 1st floor (Ground Level).
Question 34: C.2.9 Define which widgets – how many and specifically which ones are being requested? After researching several signage solutions at DSE and Infocomm, CACD decided options and flexibility on widget based signage platform offers. Since not all signage vendors think alike or name “widgets” alike, some of the more important widgets are outlined. The amount of widgets will be based on the design of the screens. The offeror should use its expertise to come up with an appropriate design. Example of widgets: Images, Image Slide Show , Test Fields, Date / Time, News, Tickers, Messaging, RSS Feeds (Internal and External Sources) and Weather.

At a minimum the monument (two screens), wayfinding kiosks on floors 4,5,6,7,8,9,10 and the courtroom calendar screens must be fully operational by August 01, 2016.
Question 76: Will there be an opportunity to ask follow up questions after the CACD releases the first round of answers? Additional questions may be submitted; however, due to scheduling and time constraints, responses may or may not be provided.
Question 77: Please provide a list of specific languages that the CACD would like the wayfinding displays to show? English, CACD will consider adding additional languages at later date.
Question 78: Can the CACD reconfirm the number of monitors that they will be supplying?
CACD will be supplying all the monitors except: 7 – Room Scheduling Touchscreens and 18 – E-ink (EPS) Hoteling/Quiet Room Screens.
Question 79: Would the CACD prefer the vendor to include wording that they do, or do not, comply with all specific needs and requirements? Reference USDC16_AV272016 Section L Section L Instructions, Conditions, and Notice to Offerors.
Question 80: Excluding EPS screens, how many display devices will require vendor software?
To be determined; offeror should use its expertise in this area.
Question 81: Does the CACD require the vendor to come on site to install the vendor provided controllers for each of the devices? Onsite installation of media player / digital signage players possibly unnecessary. Media player / digital signage player setup, server or VM Setup and configuration, touchscreen calibration, QR wayfinding testing, training etc. requires awarded offeror to be onsite at some point during project.
Question 82: Can the CACD confirm that power and data will be installed by CACD to each device location before vendor installs complete system, except for locations where battery power is specified? Yes, CACD’s network will be up and running.
Question 83: Does the CACD want the support costs for 1 year, 3 years, or 5 years to be included in the initial proposal? As a separate optional line item. Annual costs should be defined clearly.
Question 84: Does the CACD want training completed on-site? Yes.
Question 85: C.2.2:“Be capable of automated playlist building” Should the software create a playlist without any user intervention? Please disregard this feature request.
Question 86: C.2.3:“Live television feed …” Do they want the same channel on all televisions in the court, or do they want the ability to have different channels on different monitors? The only area that will have access to DirecTv and / or Time Warner will be the Jury Assembly Room.
Only need the option to view one channel at a time.
Question 87: Is the court interested in getting pricing for the option of being able to control the jury infotainment area through a touchscreen monitor? Not at this time, the jury assembly will be outfitted with other A/V equipment including a touch screen from a well known automation company.
Question 88: C 2.7 “…system shall provide the ability to interact with external devices ( i-beacon )” What is the anticipated functionality of the i-beacon solution? To be determined; in the future we may want to use i-beacon to track conference room usage / occupancy. What is the anticipated functionality of the RF-ID solution? To be determined; in the future we may want to use RF-ID to track conference room usage / occupancy or to check-in / checkout of conference rooms.
Question 89: If court would like the vendor to develop the app what content does the app need to contain? This is not necessary at this time.
Question 90: “…system shall provide the ability to receive triggers from external data sources to change templates and animate content” Can the court provide a list of the type of external sources they would like to use? The Court’s own system.
Question 91: C.2.19 If the CACD creates their own HTML objects, will scripting be required?
Future proofing request. CACD plans to expand the usage of digital signage across multiple building.
Question 92: C.2.35 “…system shall provide the ability to render both buildings and maps in 2d or 3d.” Who will be providing the maps? CACD will supply floor plans in .pdf form. CACD may also have access to .CAD drawings. What file format will the maps be if the CACD is providing them? CACD will not provide maps, only drawings that maps can be created from.
Question 93: C5.2 How many interactive units will be a part of this project? 2 x 65” Touchscreens (CACD provided);7 x 22” Touchscreen Kiosks (CACD provided); the screens list above will each require a digital signage player provided by the awarded offeror; and 7 x 10” (approximately) Room Scheduling Screens (players are built into the screens)
Question 94: C.7.3 “Touchscreens should be approximately 10-inches in size” Is the vendor responsible for providing the seven (7) 10-inch monitors? Yes, see question above. Would the CACD like the vendor to supply a cost option for framing or enclosures? None of the 10” screens CACD has seen on the market have required framing or enclosure to have a finished appearance. Will the CACD accept monitors larger than 10-inches? 10” is the optimal size for our application, expected usage and installation locations. Offeror should use its expertise in this area.
Question 95: C.7.5 Does the CACD have a preferred EPS provider? CACD does not have a preferred EPS provider, long warranties and extended battery life are favorable. In the instance of the vendor providing battery powered EPS devices, will the court be providing the WiFi signal? CACD will have a building wide internal WIFI network that can be used to communicate with the EPS devices. Be aware our wireless network does require authentication. This authentication process will only be discussed with the awarded offeror. If RF communication to the EPS devices is available it may allow for easier installation.
Question 96: Does the Contractor need to be registered businesses in the State of California? No;
however, reference Section I Contract Clauses, Clause 3-300, Registration in the System for Award Management (SAM) ( April 2013)
Question 97: Does the Contractor need to be licensed (for electrical, etc) in the State of California? No, the awarded offer isn’t required to perform any line voltage work.
Question 98: Please confirm that Contractor will not be responsible for any physical install work including Electrical, Data, or Screen cabling. This is correct. CACD will install signage vendor supplied media players, EPS Signs, Room Scheduling Screens and cabling.
Question 99: Instructions for the screens that should be sourced by the Contractor are not clear.
The RFP reads that certain equipment and mounts will be sourced and installed by CADC, while others should be provided by Contractor (eg. e-paper screens). See updated chart below for screens that are to be supplied by awarded offeror. Please confirm which screens (and confirm what size) Contractor should include in proposal. Please specify if Mounting or Kiosk/Stand hardware should be included in the proposal. Section B:
Screens Sourced by Contractor
ITEM
ITEM NAME QTY
7 Room Scheduling Screens
10” All In One
With LED Indicator Lights
Running Windows OS
8 Electronic Paper Screens
Hoteling/Quiet Room Screens
+ Hardware to communicate with EPS Screens.
Question 100: Please confirm that all Signage players (or All-In-One touch screens) should be sourced by Contractor Yes, this is correct. Keep in mind the wayfinding kiosks we have already have the 22” screens installed and only require the wayfinding signage players.
Question 101: Please confirm that HDMI or USB cables will be sourced by CACD and should not be included in the proposal. CACD assumes the video cables should be provided by the awarded offeror to connect the signage players to the screens.
Question 102: (C.2.6) External APIs – please specify what APIs would CACD like to integrate with? Please disregard this requirement.
Question 103: (C.2.7) External Device Interaction – what devices would CACD like the digital signage to interact with? To be determined; in the future we may want to use i-beacon or RFID to track conference room usage / occupancy.
Question 104: (C.2.18) Content Delivery Network – What type of content or data is this? This is more of a future proof request, for a current generation signage system with modern features.
CACD does not currently have a CDN or Multicast network at this time. CACD does expect the signage system to work with Time Warner Cable or DirecTv in the Jury Assembly Room.
(Infotainment)
Question 105: Can you send a description and sample feed if available? No, solution to be determined.
Question 106: (C.2.33) External Trigger for Emergency Alert – What Triggers would CACD like to allow for? SMS Text? Email? Manual update within Digital Signage Software? All of the above? Offeror should us its expertise in this area. Should Emergency Messaging also be possible on Staff Desktops? Offeror should use its expertise in this area.
Question 107: (C.2.34) QR for External Wayfinding – should hours for campus map design or BING Map wayfinding be included in the proposal? Offeror should use its expertise in this area.
Wayfinding hours should be included. Please refer to Wayfinding destinations in section C.6 Please specify exact use case for “locations outside the courthouse” Reference Section C.6.2 for locations outside the courthouse.
Question 108: (C.4.2) 24 LED Screens – what type of screens is the CACD providing? 24 x Samsung UN48J5000. Should contractor provide pricing for media players for these 24 screens in our response? Yes, See C.4.1
Question 109: (C.4.2) CMECF – What type of data is this? CMECF uses and IBM Informix Database. Is this Lotus Notes? No. Can you send a sample export? The awarded offeror will have access to this data.
Question 110: (C.7.5) E-Paper Screens – Is the District Court open to other meeting room sign solutions that run on tablets as opposed to e-paper? This RFP is for two different types of room scheduling screens. Please refer to section C.7.3 for POE powered interactive touchscreens and section C.7.5 for EPS sign requirements. We suggest more feature rich solutions (and future proof) while maintaining an affordable price. Note that current e-paper technologies will run separately from fully functional digital signage systems; another reason to use tablet/All In One hardware. Noted, CACD is aware of the technical differences and likes the functionality, flexibility, ease of installation and cost of e-ink / e-paper products for hoteling and quiet room screens.
Question 111: (C.8.1) JMS – What type of data is this? Text, in an Informix Database. Can you send a sample export? No, sample data will be provided to awarded offeror only. Screen size for the Jury Infotainment and Jury Notification Screens? 65”
