About this file
This document is a Questions and Answers record from a USCIS FY26 Q4 Industry Call held on July 28, 2026, covering pre-call submitted questions and during/post-call questions across the Operations and Technology Divisions.
Operations Division Requirements: The document addresses multiple contract opportunities including Contact Center Tier 1 (CCT1), Records Operations Support Services (ROSS), VER Outreach and Education Services, Business Process Improvement and Management Support Services (BPIMSS), Language & Interpretation Support Services, and Security Support Services (3S). CCT1 (APFS 2024068175) will be fully unrestricted competition with an industry day planned before final RFP release on GSA eBuy; the Performance Work Statement will model closer to the existing contract with changes still under editing. ROSS will evaluate services on existing systems only, with RFI issued February 2026. BPIMSS award is anticipated before the September 30 period of performance start date. Security Support Services will be issued on GSA MAS 541611 with an 8(a) set-aside, without a draft RFP. Technical and Mission Support Services (TAMSS) is anticipated as an SDVOSB set-aside. EIS Contact Center II will have market research and solicitation under the EIS Contract vehicle without on-ramping opportunities.
Technology Division Requirements: Multiple cybersecurity and biometrics opportunities are outlined with varying acquisition strategies. Immigration Biometrics and Identity Services (IBIS, APFS F2026074005) is forecasted as a small business set-aside on GSA MAS, incorporating elements of APIS, BIMS, and ESIS with no anticipated future solicitations for those programs. Security Operation Analytics Rigor (SOAR, APFS F2026073388) is currently anticipated as a small business set-aside following market research finalization. Cyber Security Support Services Operations II and Architecture II will be GSA HACS 8(a) set-asides with RFQs distributed to selected vendor pools via email. Information Assurance Security Services III (IASS3, APFS F2025070005) with estimated release 9/21/2026 has not finalized strategy. Outcome-Based Delivery and DevOps Services (ODOS IV) evaluations remain ongoing. USCIS will not publicly disclose participant lists for limited distribution solicitations but will update APFS records when solicitations are issued to GSA MAS contractors under GSAM Subpart 538.71 procedures; contractor names and quantities will not be released.

Associate Chief CO Requirement Slide # Draft / Final
Question Response
When USCIS conducts a market-research poll or other capability screening under FAR Part 10, will USCIS publicly disclose when that process has been completed and whether USCIS has identified a group of contractors for additional market-research engagement? Will USCIS commit to publishing the number and names of contractors invited to participate in a capability demonstration, one-on-one meeting, follow-on RFI, or other individual market-research engagement under FAR Part 10?
Market research methods and approaches to be employed are dependent on the specific facts and circumstances of each procurement; this includes the scope and manner of any public or targeted sharing of information related to the market research methods utilized.
If additional information is sought related to a particular requirement, it is recommended that you reach out to the cognizant Contracting Officer, who will provide any appropriate information depending on the specific facts and circumstances of the issue at hand.
When USCIS uses RFO FAR Subpart 8.4 and GSAM/R Subpart 538.71 to determine which FSS contractors will receive an RFQ, will USCIS publicly disclose when the RFQ recipient pool has been established? Will USCIS commit to publishing the number and names of the FSS contractors identified to receive the RFQ?
Thank you very much for your inquiry. USCIS will not publicly disclose the number and/or names of the specific participant list for solicitations. However, in the future, we will be using the public acquisition forecast system (APFS) to inform industry that solicitation issuance has occurred.

Draft Slide #39 Could USCIS confirm that the CCT1 procurement will be full and open/unrestricted? USCIS is currently in progress for approvals on business size for the solicitation.
Ryan Pregot David Hershey Contact Center Tier 1 (CCT1) (APFS Number: 2024068175)
Draft Slide #39 Does USCIS anticipate having a dedicated industry day for the CCT1 procurement before issuing the final RFP?
After a pre-solicitation has been issued we plan on holding an industry day before the solicitation is released.
Ryan Pregot David Hershey Contact Center Tier 1 (CCT1) (APFS Number: 2024068175)
Draft Slide #39
During previous industry day Q&A sessions, USCIS indicated that the overall strategy and design of the CCT1 scope of work may evolve to incorporate “further automation.” Can USCIS provide an update on its current thinking and advise whether Offerors should anticipate any significant changes to the PWS?
The PWS will have some changes from the previous contract. The PWS will model closer to the previous PWS from the existing contract.
Ryan Pregot David Hershey Contact Center Tier 1 (CCT1) (APFS Number: 2024068175)
Draft Slide #39
The March 2025 draft PWS included multiple references to process improvement, including a dedicated key personnel position for this function. However, this position no longer appears in the January 2026 draft PWS. Does USCIS anticipate including this position as a key personnel role in the final RFP?
The draft PWS from January is currently under editing and key personnel has not been fully vetted. Please also see the previous question, our PWS will resemble / model more of the existing contract methods and delivery.
Ryan Pregot David Hershey Contact Center Tier 1 (CCT1) (APFS Number: 2024068175)
Draft Slide #39 Does USCIS anticipate releasing the RFP on GSA eBuy, SAM.gov, or both? GSA eBuy is where the solicitation will be posted.

Jonathan Latson Jonathan Latson Immigration Biometrics and Identity Services (IBIS) (APFS Number: F2026074005)
Draft Slide #71
With the performance and compliance expectations described as “stringent”, requirements of “mature, high-performing DevSecOps teams” and the level of FTE’s required, would the government reconsider making Immigration Biometrics and Identity Services (IBIS), slide 57, a full & open/unrestricted opportunity with a potential of high small-business content (30-40%) to meet the mission?
The procurement strategy for IBIS has not been finalized. However, at this time, the government anticipates there are sufficient small businesses capable of meeting the government's need. If that changes, APFS will be updated accordingly.
Disclaimer: The response to the questions provided herein may differ from the solicitation that is released for the requirement. Industry should reference the released solicitation and not hold the government liable for any responses listed herein.

PRE-CALL SUBMITTED QUESTIONS
General OCON
Jonathan Latson Jonathan Latson Immigration Biometrics and Identity Services (IBIS) (APFS Number: F2026074005)
Draft Slide #71
Regarding the USCIS Immigration Biometrics and Identity Services opportunity (IBIS, APFS Record No. F2026074005), has USCIS completed a market-research poll, capability screening, or other process under FAR Part 10 to identify contractors for a capability demonstration, one-on-one government-industry meeting, follow-on RFI, or other individual market-research engagement? If so, can USCIS provide the number and names of those contractors?
Following the release of the IBIS RFI to GSA e-Buy, the government did meet with a number of small and large GSA MAS contract holders to conduct additional market research. The number and names of those GSA contract holders will not be released at this time.
Jonathan Latson Jonathan Latson Immigration Biometrics and Identity Services (IBIS) (APFS Number: F2026074005)
Draft Slide #71 Regarding IBIS, has USCIS made any preliminary or final determination under RFO FAR Subpart 8.4 and GSAM/R 538.7103-3(a)(2) concerning which FSS contractors would receive an RFQ? If so, can USCIS provide the number and names of those FSS contractors?
The specific GSA MAS contract holders that the government will solicit under the new RFO procedures has not been finalized. Once vendors are selected, the government does not anticipate releasing their names nor the number of contract holders solicited.
Jonathan Latson Patricia Simon Security Operation Analytics Rigor (SOAR) (APFS Number: F2026073388)
Draft Slide #72 Could you please clarify if the SOAR opportunity will be a small business set-aside or unrestricted opportunity. APFS indicates small business but the USCIS slides say "TBD".
https://apfs-cloud.dhs.gov/record/73388/public-print/.
Although market research has not been finalized, the agency currently anticipates that the SOAR requirement will be suitable for competition among small businesses.
Jonathan Latson Patricia Simon Security Operation Analytics Rigor (SOAR) (APFS Number: F2026073388)
Draft Slide #72 Have 1:1 sessions been held for SOAR or will there be sessions scheduled prior to FRFP? I heard there were 1:1 session held with small businesses for IBIS.
One-on-one sessions are not anticipated at this time for SOAR.
Jonathan Latson Patricia Simon Security Operation Analytics Rigor (SOAR) (APFS Number: F2026073388)
Draft Slide #72
Regarding the USCIS Security Operation Analytics Rigor opportunity (SOAR, APFS Record No.
F2026073388), has USCIS completed a market-research poll, capability screening, or other process under FAR Part 10 to identify contractors for a capability demonstration, one-on-one government-industry meeting, follow-on RFI, or other individual market-research engagement? If so, can USCIS provide the number and names of those contractors?
USCIS released an RFI and did not intend to release the names or number of the contractors that responded, however we will consider the request to see if it is feasible.
Jonathan Latson Patricia Simon Security Operation Analytics Rigor (SOAR) (APFS Number: F2026073388)
Draft Slide #72
Regarding SOAR, has USCIS made any preliminary or final determination under RFO FAR Subpart 8.4 and GSAM/R 538.7103-3(a)(2) concerning which Federal Supply Schedule (FSS) contractors would receive an RFQ? If so, can USCIS provide the number and names of those FSS contractors?
The Government has not finalized its acquisition strategy for SOAR. Should the agency continue with a procurement under FAR Subpart 8.4, a solicitation will be issued in accordance with the FAR, GSAM, and Agency procedures.
Are there contracting vehicles that USCIS uses most often?
The agency uses market research, including acquisition history and RFIs, to determine the acquisition plan. The agency also considers vehicle Tier/Best in Class rankings. There's not one generic answer to this - each requirement is unique.
Does USCIS plan to continue releasing solicitations by invite only to select RFI respondents for the foreseeable future?
Whether or not USCIS elects to utilize the procedures in GSAM Subpart 538.71 will depend upon the circumstances of each individual acquisition.
For acquisitions sent to a subset of vendors, specifically for MAS task orders, can USCIS confirm that FAR 8.404(f) is applicable and and schedule contractor can request a copy of the solicitation? Or is that OBE with the RFO?
In situations where USCIS elects to use the procedures in GSAM Subpart 538.71, it will directly solicit GSA MAS contract holders. In general, USCIS will not provide an RFQ to a schedule contract simply because it requests it.
We understand and respect that USCIS will not announce who has been selected for a Limited Distribution. However, if an industry member responded to the RFI, would USCIS be able to confirm to the industry member that they have [or have not] been selected... even if that decision is preliminary ?
The USCIS Contracting Officer may elect to update the APFS record to reflect when a solicitation has been issued to GSA MAS contract holders (when using GSAM Subpart 538.71 procedures).
Additional notice(s) to GSA MAS contract holders not receiving the solicitation are not anticipated to be given.
Does USCIS have a plan to look at SEWP VI as a vehicle for purchasing with the closing of CIO-
SP3?
USCIS reviews numerous GSA (including the FSS) and GWAC offerings (including SEWP) when exploring potential sources of goods and services.
How will potential invitees to these bids know they are part of the invitee pool so they can start building strong teams?
A GSA MAS contractor solicited under the GSAM Subpart 538.71 procedures will know they have been selected to participate when they receive the solicitation. No advanced notice will be given.
If bidders are not aware of an opportunity until after RFIs are due, can industry submit market research for USCIS' consideration after the RFI window has closed, or is the RFI now the de facto gate for these proposals if industry wants to receive the RFQ?
The RFI process is a targeted market research tool. The government conducts both tactical and strategic market research of the marketplace, including identification of potential sources for goods and services. A vendor is always free to submit a list of its capabilities to the government.
The government may or may not expend resources in reviewing this information if it's not part of a specific RFI process.
What became of USCIS Fraud Investigation National Security Coordinated Heuristics (FINCH)? FINCH was awarded in fiscal year 2022.
General
During and Post Call Questions and Answers
When you say the selected pool of vendors, is that everyone who responded to the RFI? Or is it a subset of specific respondents to the RFI?
In general, USCIS will identify sources for solicitation through its market research efforts. These may include distribution of an RFI and review of responses, one-on-one vendors discussions, and other market research tools available to USCIS. Based on the circumstances of the individual acquisition, and results of the market research, the Contracting Officer will determine a procurement strategy. If that strategy includes use of the procedures at GSAM Subpart 538.71, the CO may directly distibute the solicitation to a select group of GSA MAS contract holders. This group may contain contractors who submitted RFI responses, but is not limited to RFI respondents. The Contracting Officer may elect to solicit other sources identified during market research that did not respond to the RFI.
Will USCIS release the number of vendors who've been selected to receive solicitations (since we know you won't release names of vendors)?
It is not anticipated that USCIS will release the quantity of vendors solicited for each solicitation.

Immigration Biometrics and Identity Services (IBIS) / Security Operation Analytics Rigor (SOAR) Final Slide #57-58
(SOAR / IBIS) Will IBIS or SOAR be limited distribution RFQs? How can prospective offerors determine if they were downselected to receive the RFQ? Will USCIS share a list of bidders downselected?
It is anticipated that IBIS and SOAR will use the GSAM Subpart 538.71 procedures, and that solicitation to select GSA MAS contractors will occur directly. Selected contractors will be notified via email. Non-selected GSA MAS contractors, including any who may have responded to RFI(s), will not be directly notified of non-solicitation. It is anticipated that the APFS records will be updated to reflect that solicitation has occurred, so that non-selectees can deduce that they will not receive a copy of the solicitation.

Final Slide #57-58 (SOAR / IBIS) This applies to SOAR and IBIS... We know that you will not announce who has been selected for a Limited Distribution. However, if we responded to the RFI, would you be able to confirm we have or have not been selected... even if that decision is preliminary ?
We have not made a final selection on who will be solicited for SOAR and IBIS.

Final Slide #58 (SOAR) At the RFI stage SOAR was released as F&O then changed to SB, will large businesses be notified as well? This way we can look at teaming options.
Should the agency continue with a procurement under FAR Subpart 8.4, a notification(s) will be provided in accordance with the FAR, GSAM, and Agency procedures.

Final Slide #58 (SOAR) Does the government plan to put out another RFI for SOAR since the original RFI appeared to convey that the RFP would come out full and open, which caused a lot of small businesses to decide not to respond? This is relevant since USCIS may well only send the solicitation to those who responded to the RFI, and will have a larger pool of SBs to choose from if they release another RFI giving those SBs who did not originally respond another chance to respond.
The RFI issued on GSA eBuy was not limited to large businesses, and was solely for market research purposes in accordance with FAR Part 10 to assist the Agency in understanding industry capabilities and informing acquisition planning. To support mission needs, RFI responses were time sensitive. Submission of a response to the RFI was voluntary and was not prerequisite for consideration under any future acquisition. The Government has not finalized its acquisition strategy.

Final Slide #58 (SOAR) Does the scope of SOAR requirement encompass the scope previously contemplated for FINCH? If so, has SOAR replaced the FINCH requirement, such that USCIS no longer anticipates issuing a separate FINCH solicitation?
SOAR is a new USCIS requirement, although it may include elements previously included in the FINCH Operations and FINCH Analytics task orders. At this time, USCIS does not anticipate releasing a future FINCH solicitation.

Final Slide #58 (SOAR) For SOAR, is the decision on SB set aside final? Or is there still discussion about it moving to UNR?
Market research has not been finalized, the agency currently anticipated that the SOAR requirement will be suitable for competition among small businesses.

Final Slide #58 (SOAR) Since the SOAR procurement changed from an unrestricted (large business) acquisition to a small business set-aside after the RFI was issued, does USCIS anticipate releasing a revised RFI to reflect the new acquisition strategy? Additionally, does the Government plan to release a draft RFP or draft Performance Work Statement for industry review prior to issuing the final solicitation?
At this time, USCIS does not anticipate posting a Draft PWS or a Draft RFQ to GSA e-Buy or SAM.gov.

Final Slide #58 (SOAR) The Upcoming RFIs slide for Technology showed RFIs coming out for SOAR and IBIS in Q3, and 2 others coming out in Q4; Sara Putnam said all 4 are still expected to come out; pls clarify if SOAR and IBIS are still expected to come out
SOAR and IBIS RFIs were already released. SOAR was released to SAM.gov, and IBIS was posted to GSA e-Buy.

? N/A What new cybersecurity and governance capabilities will USCIS expect from the next generation of ISSOs as AI/ML becomes more prevalent across USCIS systems?

With regard to the "Enterprise Open-Source Intelligence Software Solution" APFS record F2026074600 originally published on July 24 and updated today but not in this presentation.
Can you let me know on what office is publishing this need and is there an intention to drop an RFI or Draft Solicitation?
USCIS is still identifying all applicable internal stakeholders and requesting offices for this effort.
The agency is in the process of defining its requirements; once we enter the market research phase, USCIS will determine the appropriate market research methods, which may include an RFI or draft solicitation, in accordance with applicable acquisition policies.
