About this file
This document contains Q&A responses from USCIS's FY26 Q3 Industry Call held on April 28, 2026, addressing pre-submitted and real-time questions from vendors regarding upcoming procurement opportunities.
The document covers multiple USCIS procurement initiatives across Operations and Technology divisions. Key opportunities discussed include: Contact Center Tier 1 (CCT1) Support Services (APFS F2024068175), with a draft solicitation planned for June 2026 and anticipated small business set-aside determination; Financial Systems Modernization (APFS F2026072674), a recompete with procurement strategy still pending vehicle and NAICS code selection; Immigration Biometrics and Identity Services (IBIS), a new requirement posted to GSA eBuy under SIN 54151S using RFO Part 8 procedures; and Cyber Security Support Services (C3S) Architecture II and other cybersecurity contracts emphasizing Zero Trust architecture, ZScaler solutions, and AWS infrastructure. Additional opportunities include Security Operations Analytics Rigor (SOAR) with RFI released April 29, 2026 (closed May 11, 2026) via GSA e-Buy; Enterprise Gateway and Integration Services III (EGIS III), a small business set-aside recompete targeting January 2027 solicitation on GSA MAS; Cyber Security Support Services Operations II (C3S-OPS II), estimated $100M+ 8(a) opportunity with April 2026 solicitation; and various other IT, financial, and operational support services. The document clarifies USCIS's use of multiple contract vehicles including GSA HACS 8(a), 8(a) STARS III, OASIS+, MAS, and agency initiatives, with vehicle selection based on market research and requirement-specific factors. Regarding market research approaches, USCIS indicates RFIs may not always be publicly posted and encourages vendors to monitor APFS for acquisition planning information and engage through designated Small Business Specialists or Industry Liaison contacts.

Immigration Biometrics and Identity Services (IBIS)
Final Slide #s TBD
Could USCIS share additional information on the anticipated procurement plans for recently issued RFIs, including the Digital Immigration Document Solution, Document Authentication and Identity Verification Tools, and Immigration Biometrics and Identity Services (IBIS)?
Specifically, can USCIS provide expected solicitation timelines, competition approach, estimated value, and planned contract vehicles for these opportunities?
The DHS Acquisition Planning Forecast System (APFS) is utilized to provide publicly available information related to acquisition planning for forecasted procurements meeting the criteria for publication (generally, valued above the Simplified Acquisition Threshold). We recommend that you monitor APFS for the potential future publication of records for the referenced potential requirements, which would include information such as estimated dollar value range, expected competition status, anticipated solicitation release date, and notional contract ordering vehicle (if any).
(Note: RFI are commonly utilized for the purpose of assisting with requirement development or refinement. As such, an RFI may precede the creation of an APFS record; in those instances, the time between RFI issuance and publication of an APFS record may vary and, in some instances, an APFS record may never result from the market research.)
N/A N/A N/A N/A
USCIS uses a mix of GSA HACS 8(a), 8(a) STARS III, OASIS+, MAS, and agency initatives across cyber, operations, and outreach requirements. How do you decide which requirements go to which vehicle, and where do you still see gaps you’d like industry to help fill? Will you continue to use the 8(a) program?
The decision of whether to use an ordering vehicle, as well as which ordering vehicle to utilize, is done in alignment with Revolutionary FAR Overhaul (RFO) 8.104 (Use of existing contracts) and as informed by market research. Variables considered when assessing appropriateness of particular contract vehicles include, but are not limited to, the scope of the contract, the performance period of the contract, the terms and conditions of the contract, the technical capability of contract holders and the pool of apparently capable contract holders, and the degree of expected competition.
With respect to the continued use of the 8(a) program, as can be seen within the respective slides for multiple requirements within the Q3 Engagement slide deck, USCIS currently plans to continue utilizing the 8(a) program, in accordance with RFO 19.101 & 19.108 and in alignment with DHS small business goals.
N/A N/A N/A N/A
We have been interested and engaging with USCIS on requirements asking if an RFI is coming.
This actually while USCIS sent an RFI (Architecture) to a group of vendors and it never publicly posted. How do we include ourselves on these shortlisted RFIs that are not release on sam.gov or a vehicle?
Market research methods and approaches are dependent on the specific facts and circumstances of each procurement. As such, the decision of whether to utilize an RFI, the specific information requested via an RFI, as well as the location for posting and/or the pool of recipients for an RFI is dependent on the specific facts and circumstances of that procurement.
N/A N/A N/A N/A How do you prefer vendors to engage between quarterly industry calls...through the Small Business Specialist, the Industry Liaison mailbox, program-specific RFIs, or other venues?
While engagement is a matter of vendor discretion, it is important to note that feedback (e.g., written submission) in response to specific requests for such feedback (e.g., RFI) will be considered as part of the market research in making determinations for the appropriate acquisition approach. Engagement via Small Business Specialist or Industry Liaison, while certainly welcome, is not guaranteed to be considered as part of acquisition planning considerations.
N/A N/A N/A N/A Given the public posting of Q&A to SAM.gov, are there particular topics you encourage industry to ask about at these sessions versus saving for one-on-one meetings?
While the approach to seeking further information related to particular procurements or to operations in general is a matter of vendor discretion, we welcome questions in relation to (before or during) these sessions as the Quarterly Engagements are geared toward fostering engagement (and we will respond as appropriate for public disclosure). The availability of one-on-one meetings will generally be dependent on the assessed market research or broader engagement needs of a particular procurement or program.
(Note: It is important to remember that the information available to be shared will vary depending on the circumstances of each procurement as well as where the procurement stands on the acquisition timeline (e.g., planning vs. post-solicitation issuance).)
David Hershey (Acting) Way Goodman Financial Systems Modernization
(APFS: F2026072674)
Final Slide #s TBD
Could the government please confirm the following for the Financial Systems Modernization opportunity (APFS Number: 2026072674):
1- That this opportunity is no longer considered a recompete? It was previously listed on APFS as a recompetition.
2- That the combination of NAICS 541219 and OASIS+ Small Business is correct? It is our understanding that this NAICS is not listed under the existing NAICS for the OASIS+ Small Business Domains.
1. This requirement is still considered a recompete.
2. The procurement strategy for this requirement is still pending. Please continue to monitor APFS for all updates on vehicle type and NAICS code selection.
Disclaimer: The response to the questions provided herein may differ from the solicitation that is released for the requirement. Industry should reference the released solicitation and not hold the government liable for any responses listed herein.

OPERATIONS DIVISION
PRE-CALL SUBMITTED QUESTIONS
General OCON
David Hershey (Acting) David Hershey Contact Center Tier 1 (CCT1)
(APFS : F2024068175)
Final Slide #s TBD
Below, we have outlined our questions regarding the upcoming Contact Center Tier Support Services (CCT1) solicitation (APFS #2024068175) and the status of the Request for Proposal release:
1. Draft Solicitation:
Would USCIS consider releasing a draft solicitation to enable bidders to develop comprehensive and well-informed responses to both written and oral requirements?
2. Timeline for Responses:
Several questions related to innovation, modernization, transition, etc., were submitted by industry as part of the USCIS SS-RFI 70SBUR25I00000003 response. With the understandable delays caused by the government shutdown, does USCIS have an updated timeline for posting responses to these questions?
3. Industry Partner Roles and Evaluation Criteria:
How does the Government envision the role of various industry partners—both large and small businesses—in supporting CCT1’s mission? Will risk evaluation be a component of the evaluation criteria?
4. Task Complexity and Staffing Model:
How will the Government assess the relationship between task complexity and the agent experience levels outlined in proposed staffing models for the CCT1 solicitation?
There is a plan to release a draft solicitation approximitally 2 - 3 weeks before the final solicitation si to be released. We are currently in the development phase. All RFI responses have been evaluated and all questions have been taken into consideration. Evaluation criteria, task complexity, and associated experiance is being created and evalauted. The draft solicitation will have all elements from the PWS, evaluation criteria, and how proposals will be evaluated.
Comments and questions from that will help in development of the final solicitation.
Celina Hemingway Celina Hemingway Cyber Security Support Services (C3S) – Architecture II
(APFS: F2025070335)
Final Slide #s TBD
Questions:
1. What is the expected communication protocol USCIS is going to follow for the C3S architecture?
• APFS Number: F2025070335
2. During the market research phase, does the Office of Contracting facilitate meetings between the program office and interested industry partners?
| 3. | Are RFIs distributed broadly, or issued to a select group of vendors? |
| 4. | For companies that responded to an RFI but were not selected to participate in the |
subsequent RFP, is any form of feedback or high level debrief available?
USCIS communicates the requirement status through the APFS record. Once a strategy is determined that will be shared via the APFS record. OCON can facilitate meetings if they program is still in the market research phase and they determine they would be beneficial. For C3S Architecture II a formal RFI was not conducted, but the program did request capability statements from HACS 8(a) vendors during market research. The RFP has not been issued yet but once it is the APFS record will be updated to advise industy that it has been.

Final Slide #s TBD IASS III: does USCIS intend to release an RFI for this opportunity? Or, is USCIS conducting its own market research to determine which 8(a) STARS III firms will receive the final solicitation (assuming that any final RFQ will not be released to all STARS III prime contractors)?
STARS III ordering guide states FAR 16.505 will be used for task orders off of the vehicle, so it is anticipated the solitioin will go out to all vendors under the determined pool.
TECHNOLOGY DIVISION
Jonathan Latson Patricia Simon Security Operations Analytics Rigor (SOAR)
TBD, depending on requirement under question
OIT Support Services: we replied to an RFI for OIT Support Services on 1/22/2026 (the RFI was sent to Mr. Nicholas Barrett). Was this RFI in support of a new or an existing DevSecOps requirement? For example, was the RFI released to support the existing Accounts Public and ID Proofing Services program, which is slated to expire in December 2026? Please let us know the RFI is related to a specific USCIS program.
This is a new requirement based on evolving USCIS mission requiremetns. It is not a follow on to the current APIS contract in administration.
How does USCIS choose which vendors to release the limited RFPs to? Based on results of the market research Are these upcoming contract opportunities listed on APFS? All upcoming contract opportunities are listed on APFS In the future, for awarded contracts it would be nice to provide the awardee and the socio-economic set-aside if any.
Is there an established process for submission of an unsolicited proposal? Yes, please see: https://www.dhs.gov/unsolicited-proposals Is this being recorded, if so, will a recording be sent out ? Yes, video recording is available on this sam.gov notice Global question: With the current funding situation (or lack thereof) how do you expect that to effect the acquisition cycle for CISA, ICE and CBP teams?
We can't speak to other components' situation.
Could you talk about the process used for selecting the companies under RFO Part8.4 Each requirement stans alone based on its unique circumstances can the procurement org include a new data field for the slides to indicate if 8.4 will be used.
We can make this a suggestion to DHS.
What are cyber challenges USCIS faces today?
In the future, would it be possible to add a data field to the slides to include "Limited Sources" ? We can make this a suggestion to DHS.
When market research is based upon RFI responses, is it possible to notify responders they are included or excluded from the limited sources lists ? If its not possible, is it possible to alert responders of their likelihood to be included or excluded from the Limited Sources" distribution ?
We can take this under consideration
For the GSA Schedule opportunities, have schedules been determined? Not always, no. It will depend on results of market research.
Beyond RFIs and industry days, what mechanisms does USCIS use to engage industry early enough to inform the development of acquisition strategy and requirements, leveraging current and evolving technical solutions, processes, and industry capabilities? Does USCIS welcome vendor-initiated capability briefings or technical exchanges, and what is the preferred process for scheduling such discussions?
Market research methods and approaches to be employed are dependent on the specific facts and circumstances of each procurement; this includes research to support requirement development/refinement, including research into potential technical solutions and industry capabilities. USCIS does utilize vendor capabilities briefings and technical exchanges. However, the decision to conduct such briefings/exchanges based on vendor outreach will depend on the assessed appropriateness and need, considering the specific facts and circumstances of the individual requirement.
As you may already know, the Acquisition Planning Forecast System (APFS) provides forecasted contracting opportunities with an estimated value exceeding the Simplified Acquisition Threshold (SAT) for USCIS as well as for the other components within DHS. (Note: All projected procurements are subject to revision or cancellation. Final decisions on the extent of competition, small business participation, estimated value, or any aspect of the procurement action will not be made until each procurement is initiated.) APFS can help to identify upcoming requirements that may be a good fit for your company and provides projected acquisition planning information such as contract vehicle, estimated timelines, and small business utilization. APFS is also the best way to identify points of contact; at USCIS, generally, the primary POC is someone from the requiring program office and the alternate POC is the Contracting Officer/Specialist. We recommend utilizing the above resource in order to research the current USCIS acquisition forecast and to investigate requirements that may align to your company’s capabilities and engaging where capabilities and interest align. (And, again, the decision on that part of the Government to seek further engagement or information will depend on the specific facts and circumstances of the individual procurement, including where the procurement currently stands in the acquisition process and the assessed need for additional information.)
