SCOPE OF WORK
U.S. COAST GUARD
USCG Station Bellingham Front Gate Replacement

SECTION 1 –GENERAL INFORMATION
1.0 Scope of Work: The contractor must provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform as defined in this scope of work. The contractor must perform to the standards in this contract.

1.1.5 Contact for questions:

1.1.5.2 All requests for site visits must be scheduled through the POC. Requests can be submitted via phone call or e-mail.
1.1.5.3 A site visit is highly suggested but not mandatory.
1.2 Contractor Personnel
1.2.1 Contract Manager
The contractor must provide a contract manager who must be responsible for the performance of the work. The name of this person, and an alternate or alternates, who must act for the contractor when the manager is absent, must be designated in writing to the contracting officer.
1.2.1.1 The contract manager or alternate must have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
1.2.1.2 The contract manager and alternate or alternates must be able to read write, speak, and understand the English language.
1.2.2 Contractor Employees
The contractor must not employ persons for work on this contract if such employee is considered by the contracting officer to be a potential threat to the health, safety, security, general well –being, or operational mission of the installation and its population.
1.2.2.1 Contractor personnel must present a neat appearance and be easily recognized as contractor employees.
1.2.2.2 The contractor must not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor must not employ any person who is an employee of the U.S. Coast Guard unless such person seeks and receives approval according to U.S. Coast Guard regulations.
1.2.3 Security Requirements
Due to heightened Security at USCG Facilities, all contractor employees performing tasks related to this scope of work, while onboard a Coast Guard facility, shall wear identification badges. The identification badges must, at a minimum, contain contractors’ business name, contractor employees’ name and contractor employees’ picture. Time spent undergoing entrance to USCG facilities will not be considered a government delay of work or differing site condition.
1.3 Hours of Operation
1.3.1 The contractor must perform the tasks as required by the scope of work under this contract during normal working hours. Work must be performed during the following hours: Monday through Friday between 8:00am and 4:00pm unless other times are specified in advance to the Contracting Officer.
Requests for work on the weekends shall be submitted through the Contracting Officer and will be approved on a case by case basis.
1.3.2 Holidays: If applicable
1.3.3 Special event, or adjusted work hours: If circumstances should arise wherein the contractor desires a different work schedule as required in section 1.3.1 above, the contractor must request same in writing. Submit written request to the government Point of Contact a minimum of 24 hours before the requested adjusted work schedule. If the desired schedule change is to be effective on a Monday, the request must be submitted to the COR/COTR prior to 8:00am on the Friday prior to commencement of work.
1.4 Award
It is the governments’ intent to make award to the low cost responsive and responsible offeror through issuance of a firm fixed price contract.
1.5 Invoicing
Invoices must be mailed in to address as per the contract. To insure proper payment, all invoices shall have requisition number/order number, company name and address, DUNS number, invoice number and date clearly indicated on your invoice. It is recommended that the offeror attach a copy of the Purchase Order/Contract to their invoice(s).
SECTION 2 – DEFINITIONS
2.1 General Definitions
When the scope of work, solicitation provision or contract clause uses a word or term that is defined in the Federal Acquisition Regulations (FAR), the word or term has the same meaning as the definition as contained in section 2.101 of the FAR. The FAR index is available via the Internet at http://www.acqnet.gov at the end of the FAR, after the FAR Appendix.
2.1.1 Defective Service: A service or commodity output that does not meet the standard of performance requirement specified in the contract for that service or commodity.
2.1.2 Quality Assurance: A planned and systematic pattern of all government actions necessary to provide confidence that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved. Quality assurance refers to actions by the government assurance functions for a contracted service.
2.1.3 Technical Definitions: Not applicable to contract.
SECTION 3 – GOVERNMENT FURNISHED PROPERTY AND SERVICES
The Government must provide the facilities, equipment, and materials, and services listed here.
3.1 Government Furnished Facilities – None
3.2 Government Furnished Equipment – None
3.3 Government Furnished Utilities - The following utilities are available for use at no cost by the contractor:
Electricity: 120 Volt, single phase Potable Water: Sink or standard garden hose connection
3.4 Government Furnished Material – None
SECTION 4 – CONTRACTOR FURNISHED ITEMS AND SERVICES
Except for those items, services, or commodities specifically stated in Section 3 as Government Furnished, the contractor must furnish everything needed to perform this contract according to all its terms.
SECTION 5 – SPECIFIC TASKS
5.1 General: Provide labor, equipment and materials to perform the below described Restroom to Nursing Room retrofit.
5.1.1 Check with operating personnel for deficiencies.
5.1.2 Furnish and install one 6 ft tall Black Ornamental style track gate for a 24 foot opening driveway using a 29 foot long gate assembly.
5.1.3 Gate frame will be constructed using a 2x4 rectangular 11g steel bottom horizontal rail with two integrated 6 inch v track wheels installed, Upper horizontal frame members and vertical frame members to be two inch square 11 g steel. 5/8 square 16g steel pickets are to be installed vertically spaced 2 ¼ inches apart. A 24 inch tall by 39 inch long tail will be installed for gate operator attachment. New gate will use existing “V” track installed in driveway, gate will be painted black in color
5.1.4 Replace one 72 inch tall black 3 inch square post at leading end of gate.
5.1.5 Remove existing Operator and install a HySecurity Slide Driver II SD50F, 2-3 FPS Operator
5.1.6 Install replacement Direct drive rail, grooved 14 foot.
5.1.7 Install UL325 Safety Edge Wireless
5.1.8 Install UL325 Draw Post Wireless
5.1.9 Install UL325 Safety Beam Upgrade
5.1.10 Re Connect existing Loop Detector to new operator
5.1.11 Adjust and tune existing laser loop to conform with unit standards
5.1.12 Return gate and operator to existing level of operation and test with unit Engineering Petty Officer.
5.2 Location and Equipment:
5.2.1 United States Coast Guard / Station Bellingham

5.3 CONTROL AND DISPOSAL OF WASTES: With the exception of materials specifically indicated or specified to be salvaged for reuse in construction, or turned over to the Government, all wastes and demolished materials become the contractor’s property and shall be removed from the job site daily in accordance with all local, state, and federal environmental regulations.
5.4 Safety: During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by OSHA Safety and Health Standards, 29 CFR Part 1926 – Safety and Health Regulations for Construction.
5.5 Operations and Storage Facilities: The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the on site representative with the concurrence of the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor’s performance.

Publications and forms that apply to the PWS are listed below. The publications and forms have been designated as either mandatory or informational. The contractor is obliged to follow those publications and use those forms designated as mandatory to the extent specified in other sections of this PWS. The contractor must be guided by those publications or use those forms designated as informational to the extent necessary to accomplish requirements in this PWS.
