About this file

This is a Statement of Work (SOW) for gym membership services for the United States Coast Guard Cutter (USCGC) Yellowfin. The U.S. Coast Guard requires twelve blanket memberships to be shared and managed by personnel stationed in Abbeville, Louisiana, to comply with mandatory physical fitness standards requiring a minimum of three hours per week during the workday. The primary gym facility must be located within reasonable proximity to Abbeville, Lafayette, and Morgan City, Louisiana, and must provide substantial cardio equipment (treadmills, ellipticals, stationary bikes, stair climbers, rowing machines), extensive free weights and resistance-training equipment, and adequate open floor space for functional fitness and High Intensity Interval Training (HIIT) workouts. Group fitness classes are preferred but not required, and additional amenities such as 24-hour access, nationwide reciprocal access, locker rooms, showers, saunas, and swimming pools may contribute to the Government's assessment of best value.

The base period of performance runs from August 1, 2026, through July 30, 2027, with four optional one-year renewal periods extending through July 31, 2031. This is a firm-fixed-price service agreement with a 60-day cancellation notice requirement prior to any renewal. The solicitation is set aside 100% for small businesses, and all contractors must be actively registered in SAM.gov. Quotes will be evaluated based on price, technical acceptability, and past performance, with award to the lowest priced technically acceptable offer. Contractors must submit quotes addressing price, technical approach, and past performance to Ronnie.E.Liles@uscg.mil by the deadline specified in the solicitation.

STATEMENT OF WORK (SOW)

Gym Memberships for USCGC YELLOWFIN

1. Title of Project:

Gym Memberships

2. Scope of Work:

The United States Coast Guard (USCG) has set policy stating that all members must be allotted a minimum of three hours per week during the workday to maintain physical fitness and weight standards. The gym facility must provide a sufficient quantity of cardio equipment, including low-impact machines such as elliptical machines, stationary bikes, treadmills, and rowing machines. The facility must also provide an extensive complement of weightlifting equipment, including both free weights and machine weights.

Additionally, the facility shall provide adequate space for personnel conducting High Intensity Interval Training (HIIT), functional fitness, and operational readiness workouts. Group fitness classes are preferred but not required.

Due to the operational schedule of USCGC YELLOWFIN personnel, including travel, temporary duty assignments, and port calls, memberships must allow access to multiple gym locations nationwide when operationally required.

3. Background:

There is no Coast Guard-owned workout facility reasonably accessible to USCGC YELLOWFIN personnel stationed in Abbeville, Louisiana. The nearest military fitness facilities are located significant distances away and are not practical for routine use during the workday.

Due to the unit’s isolated location and operational tempo, local commercial gym memberships are required to ensure personnel can comply with Coast Guard mandatory physical fitness standards and maintain operational readiness.

Additionally, USCGC YELLOWFIN personnel routinely conduct operations, temporary assignments, and port calls outside the immediate Abbeville area. Therefore, the Government requires memberships that provide access to participating gym locations nationwide to support personnel fitness during operational travel and mission requirements.

4. Type of Contract Contemplated:

This will be a firm-fixed Service Agreement.

5.1 Membership Type and Volume:

The Government requires twelve (12) blanket memberships to be shared and managed by USCGC YELLOWFIN personnel.

The Coast Guard shall assign a membership manager who will manage issuance of memberships and maintain accountability to ensure only authorized USCG personnel utilize memberships.

Memberships must permit personnel access to participating gym facilities nationwide due to operational travel, port calls, temporary duty assignments, and changing mission requirements.

5.2 Geographical Location:

The primary gym facility must be geographically located within reasonable proximity to Abbeville, Lafayette and Morgan City, Louisiana, in order to minimize travel time away from USCGC YELLOWFIN operations and duty schedules.

5.3 Fitness Equipment:

The gym must provide a substantial selection of both high- and low-impact cardio equipment including treadmills, ellipticals, stationary bikes, stair climbers, and rowing machines.

The gym must also provide a substantial complement of both free weights and resistance-training equipment.

Additionally, the facility shall provide adequate open floor space or athletic training space for functional fitness and High Intensity Interval Training (HIIT) workouts.

5.4 Group Fitness Equipment:

The gym may provide instructor-led fitness classes such as aerobics, cycling, kickboxing, yoga, or similar fitness programs at no additional charge.

5.5 Additional Facilities:

Additional amenities such as 24-hour access, nationwide reciprocal access, locker rooms, showers, saunas, athletic courts, or swimming pools may contribute to the Government’s assessment of best value.

6.0 Cancellation Policy

The Government shall provide the Contractor a 60-day cancellation notice prior to the start of any renewal agreement.

7.0 Safety

The Contractor shall maintain all gym facilities, sidewalks, entrances, and parking areas in a safe condition free from hazards that could impact USCG personnel access.

8.0 Miscellaneous

The Government/U.S. Coast Guard shall not be liable for any miscellaneous charges or damages incurred by individual members. The Government/U.S. Coast Guard is only responsible for services specifically outlined in this Statement of Work and any resulting agreement.
