Scope of Work

For

USCG Air Station Clearwater (ASCW)

Storm Water Outfall Rehabilitation

GENERAL REQUIREMENTS

PART 1 – General:

United States Coast Guard Air Station Clearwater is planning to enter into negotiations with a contractor. The USCG is in need of a qualified contractor to clear out vegetation in the (Outfall) designated area. Prior to submitting a quote, it is mandatory to examine the SOW and it is highly recommended to visit the facility to take field measurements, evaluations, etc., and become familiar with existing conditions under which the work will be performed. After the award of contract, a pre-conference will be held prior to starting the work at Coast Guard Air Station

Clearwater. After work is completed, the area will be inspected and if any damage is incurred then the contractor will be liable for repairs.

PART 2– Location:

PART 3 – Existing Utilities:

The Contractor shall field verify all utility locations before commencing work. This shall include, verifying access limitations for contractor equipment.

PART 4 – Facility Operating Hours:

The facility shall remain in operation throughout the service. Contractor access to the service site shall be limited to the following: 7:00am to 5:00pm, Monday through Friday, excluding holidays. Access to the site shall not be permitted on the weekends without prior written approval from the Contracting Officer (COR).

PART 5 – Security Requirements:

1. Contractor shall provide a list of names to the Coast Guard POC for access to the base.

2. All personnel shall present ID to the security personnel at the entrance to the base.

3. Contractor and personnel shall, at all times, wear company identification.

PART 6 – Safety:

During the execution of this contract, the contractor shall conform to the rules and regulations as set forth by OSHA Safety and Health Standards, 29 CFR Part 1926 – Safety and Health

Regulations for Construction. When the standards differ, the more restrictive standard shall apply.

PART 7 – Scope of Work:

Contractor shall provide all labor, materials, transportation, and equipment necessary to complete the following unless noted below (Prices shall include transportation and labor costs).

1. Apply for and obtain all necessary Federal, State, and Local permitting required to complete the job.

2. Remove all vegetation and debris from the C130 and H60 outfall canals.

a. Ensure turbidity barriers and sediment controls are in place.

b. Restore original function outfall canals, ensuring proper storm water flow.

c. Address erosion as necessary and ensure any debris or sediment that would interrupt storm water flow from intersecting storm drains or swales is repaired.

3. Rehabilitate Swale and storm drain between the entrance to the base and facilities engineering to include the outfall canal from base entrance to property line.

a. Ensure turbidity barriers and sediment controls are in place.

b. Restore swale by removing accumulated sediment and re-locating it to the slope adjacent to the swale returning it to its original design. Use techniques and materials in this area to help reduce future erosion.

c. Remove tree stump at fence line and rebuild the slope using techniques and materials in this area that will reduce future erosion.

d. Remove and dispose vegetation from outfall canal from the base entrance to property line.

PART 8 – Final Inspection and Acceptance:

1. When the contractor has completed all of the work, they shall notify the Coast Guard

(COR) for a final inspection. If the work is accepted, the contractor shall submit final invoice to the Coast Guard (COR).
