About this file
This is a Request for Information (RFI) issued by the United States Coast Guard (USCG) seeking information on dual point davit systems for launching and recovering small boats on cutters. The RFI targets marine davit systems that can meet specific technical and performance requirements, including shipboard interface dimensions (maximum 30 feet long, 22,500 lbs), ability to operate in sea state 4 or greater with temperatures ranging from -20°F to +125°F, and emergency launch/recovery capabilities. Respondents are asked to provide vendor cutsheets, detailed system specifications, operating requirements, capacity details, launch and recovery operation descriptions, past performance information, and a 20-year life cycle cost estimate for 50 davit systems.
Responses must be submitted electronically by 5:00 PM EDT on June 20, 2025, to two USCG contacts using a specific email subject line format. Submissions should include vendor cutsheets (maximum 10 pages) and collective responses to additional requirements (maximum 5 pages). The USCG emphasizes that this is a market research effort under FAR Part 10 and does not constitute a commitment to issue a future Request for Proposal. Respondents will not be compensated for their submission, and marketing brochures, telephone/voicemail responses, and late submissions will not be accepted.

REQUEST FOR INFORMATION (RFI)
Dual Point Davit System for USCG Cutters
1.0 DESCRIPTION
This notice is a Request for Information (RFI) only. This RFI is issued by the United States Coast Guard
(USCG) for information and planning purposes, pursuant to Federal Acquisition Regulation (FAR) Part
10, Market Research. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Participants are advised that the Government will not pay for any information or administrative costs that result from responding to this RFI; all costs associated with responding to this RFI will be at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
2.0 PURPOSE
The launch and recovery of small boats at sea is a core competency of the Coast Guard, with over 50 dual point davits actively deployed on multiple USCG cutters and a demand for an additional 50 davits to support operational missions on future surface fleet assets. In support of this, the US Coast Guard is interested in evaluating the cost, performance, and sustainment opportunities with replacing all dual point davit boat launch and recovery systems across the major cutter fleet with a current state-of-the-market marine davit system.
Specifically, the USCG seeks to understand what operational Dual Point Davit Launch and Recovery
Systems exist that satisfy or closely satisfy the below capability parameters to support Search and Rescue, Law Enforcement, Flight Deck and Rescue Boat operations. "Operational" in this context refers to existing technologies and equipment that are currently used in commercial and/or Government (law enforcement or Department of Defense) application.

Capable of a minimum line speed of 177 feet per minute.
Capable of operating continuously for not less than 5 minutes.
Maximum displacements of the fore and aft wires capable of occurring independently of the other.
Corrosion Protection
Paint and coatings capable of providing durable corrosion protection in a marine environment, withstanding continuous saltwater spray and UV exposure.
Use of Composite Material in locations prone to mechanical strikes and abrasion for corrosion protection and mitigation.
Service History Direct traceability to davit with at least five (5) years in a marine environment.
Design & Testing
Requirements
Meets SOLAS LSA 'Rescue Boat' davit or equivalent standards, such as DNVGL-ST-0498.
Davits that marginally deviate from these values should still be included as part of the response, however if a proposed solution does not meet any of the specified limitations, please explain the necessity of the difference and any potential mitigation strategies.

3.0 REQUESTED INFORMATION
The following information, or best available estimate, is requested for each proposed solution. If multiple solutions are presented by the same entity, the information should be specific to each solution.
1) Vendor cutsheet(s) detailing the general design characteristics and capabilities of the davit system that meet or exceed the technical and performance requirements listed in Section 2.0 herein.
Additionally, request the cutsheets(s) also include:
