AIRBOATS CONDUCTING OPERATION RIVER WALL
Ref: (a) Boat Operations and Training (BOAT), Volume II, COMDTINST 16114.33 (series)
1. PURPOSE. This memo provides guidance for issuing provisional interim certifications to personnel operating airboats for Operation River Wall on the southern border. This process enables rapid certification of existing coxswains (COXN) and boat crew members (BCM) despite potential training limitations stemming from the operational tempo and resource constraints unique to this deployment.
2. ACTION. The Coast Guard Forces Commander will ensure all boat crew personnel assigned to OP RIVER WALL are aware of this memo and its contents regarding the provisional interim certification process of airboats.
3. DIRECTIVES AFFECTED. This memo provides supplemental guidance specific to the use of airboats in situations where standard certification pathways and training timelines are temporarily unavailable or insufficient to meet the demands of surge operations on the southern border. It does not supersede existing certification requirements for general boat operation unless explicitly stated herein.
4. DISCUSSION. During surge operations on the southern border, certifying crews on airboats due to the dynamic operating areas is paramount. Standard training timelines and the availability of qualified instructors may be impacted. Therefore, this provisional interim certification process outlined below addresses this challenge while maintaining safety and operational effectiveness. The following guidance is for members that hold current boat crew certifications (e.g. COXN, BCM) who may be tasked with operating airboats for this operation. This guidance includes the COXN and BCM interim certification process, operating parameters, and a standard outfit list.

5. GUIDANCE.
a. Provisional Interim Certification Authority: The authority for airboat provisional interim certifications resides with the Coast Guard Forces Commander, OP RIVER WALL, CG FORCES RIO GRANDE; this authority may be delegated in writing but remains higher than the unit CO/OIC.
b. Airboat Provisional Interim Certification Process for COXN and BCM:
i. Complete the tasks below prior to conducting border operations on an Airboat.
1) Deck Watch Officer Exam (COXNs only)
2) Physical Fitness Test (May be waived by OPCON)
3) Risk Management (May be waived by OPCON)
4) First Aid and CPR (May be waived by OPCON)
5) Survival Swim (May be waived by OPCON)
6) Complete enclosure (1) AIRCOXN BQH Tasks for COXNs/AIRBCM BQH
Tasks for BCMs as applicable
7) Review enclosures (2) and (3)
c. Airboat Provisional Operating Parameters: Airboat crews will adhere to the operating parameters specified in Enclosure (2). Any deviation from these parameters requires an operational waiver request submitted to the Coast Guard Forces Commander.
d. Airboat Provisional Standard Outfit List: Airboats will be outfitted in accordance with the standard equipment list detailed in Enclosure (3).
e. Contingency and Oversight: Provisional interim certifications issued under this guidance are specifically tied to the support of OP RIVER WALL on the southern border. Upon release from deployment or assignment to this specific operational theater, the provisional interim certification will be rescinded. Personnel must then pursue and complete standard certification pathways to maintain currency for boat operations outside of this designated surge operation.

TASK AIRCOXN-01-01-TYPE: State the Operational Characteristics and Limitations of the Air Boat
Reference a. Special Purpose Craft – Airboat (SPC-AIR) Operators Handbook / Owners Manual
Conditions Task should be performed at any time, onboard the unit’s boats. Trainee must accomplish task without prompting or use of a reference.
Standards In response to the instructor, the trainee must, without error, state the basic principles of boat handling as outlined in the steps listed below.

TASK AIRCOXN-01-02-TYPE: Locate and State the Characteristics of the Components and Accessories of the Air Boat’s Propulsion System
Conditions Task should be performed at any time onboard each boat type. Trainee must accomplish the task without prompting or use of a reference.
Standards In response to the instructor, the trainee must, without error, point out and state the characteristics of the boat’s propulsion system components as outlined in the steps listed below.
4. State the engine type and manufacturer.
2. State the horsepower of the engine.
3. State the direction of the shaft rotation for the engine.
4. State the maximum shaft RPMs for the engine.
5. Locate the gauges and state the normal readings for the engine at idle and at cruising speeds:
a. Water temperature in º Fahrenheit.
b. Lube oil pressure in pounds.
c. Marine gear oil pressure in pounds.
6. Locate and state the purpose of the emergency engine cut-out stop control.
7. State the type of fuel used in the engine.
8. Locate and state the maximum capacity of the fuel tank in gallons.
9. State the capacity of the lube oil system in quarts.
10. Locate and state the type of cooling system used on the engine.
11. State the freshwater capacity of each engine in gallons.
12. State the purpose of the engine alarm system.
13. State the composition and diameter of the propeller in inches.
14. State the number of blades on the propeller.
15. Locate and state the purpose of the Hydraulic System.
16. Locate the bilge pump and state the gallons per minute capacity.
TASK AIRCOXN-01-03-TYPE: Trailer the Air Boat
Conditions Task should be performed during both day and nighttime conditions while pierside after the boat has been operated for a minimum of 45 minutes. Trainee will conduct all of the procedures necessary to secure the boat after operations. Trainee must accomplish the task without prompting or use of a reference.
Standards Trainee must, without error, secure the boat after operations. Task must be accomplished in the order of presentation.
5. Conduct securing procedure in accordance with applicable Boat Operator Handbook.
6. Participate (lead) as an AIRCOXN in the trailering of an air boat (SPC-AIR).
3. Conduct the following engineering checks:
a. Top off fuel tank(s).
b. Check oil levels in the engines, marine gears, and add if necessary.
c. Check hydraulic steering oil and add if necessary.
d. Pump bilges using shore-side equipment and wipe down engines.
e. Make a visual check of all hoses, wiring, belts, and other items subject to wear.
4. Stow all gear in accordance with the boat’s daily check-off list.
5. Secure all doors and windows.
6. Wash boat down with freshwater.
7. Energize shore-tie panel main power breaker and place battery charger and engine heater (hot starts) power switches in the on position.

TASK AIRCOXN-01-04-TYPE: Launch the Air Boat

Conditions Task should be performed during both day and nighttime conditions on a flat surface and directly into the water at an adequate boat launch ramp.
Standards Trainee must perform the task without casualty to personnel or boat in accordance with the steps listed below. Task must be accomplished within five minutes of beginning the evolution.
7. Brief crew on the trailer/launch procedure and their duties.
8. Connect the trailer to the towing vehicle.
9. Transport to the launch site.
10. Maneuver the trailer into position.
11. Prepare the Air Boat for launch.
6. Conduct engine test run before launch. (Coxswain remains in the Air Boat)
7. Back trailer until water touch the rear wheels (boat ramp only)
8. For level, obstruction-free launch, release spring-loaded pins so tongue can be lowered.
9. Remove winch control box from trailer utility box, ease tension and remove cable from bow eye.
10. Tilt Trailer (level, obstruction free launch)
11. Back trailer slowly until partially submerged and boat starts to show floatation from the trailer. (ramp)
12. Start engine, allow to idle and push the Air Boat off the trailer.
13. Let out cable allowing Air Boat to slide down trailer onto flat surface. (level, obstruction-free launch)
14. Pull empty trailer up the boat ramp and park in suitable area.
TASK AIRCOXN-01-05-TYPE: Maneuvering an Air Boat in Rivers and Open Areas
Conditions Tasks should be performed while operating during day and nighttime conditions, and within specified weather limitations. Trainee must accomplish task without prompting or use of a reference.
Standards Trainee must perform the task to the minimum standards in accordance with the steps listed below.
12. Transit a river system and state the effect on the SPC-AIR when transiting with current and against current.
13. Maneuver the Air Boat in open water and conduct standard turns, tight turns, emergency stopping, station keeping.
14. State the Air Boat’s operation speed consideration when operating in vessel wake or choppy sea state.
15. Maneuver the Air Boat in shallow and deep water.
TASK AIRCOXN-01-06-TYPE: Stop the Air Boat a Safe Distance from Object/Structure
Conditions Tasks should be performed while operating environments during day and nighttime conditions, and within specified weather limitations. Trainee must accomplish task without prompting or use of a reference.
Standards Trainee must perform the task to the minimum standards in accordance with the steps listed below.
1. Brief crew on procedure to be used and their duties.
2. State momentum considerations when planning to stop alongside an object or structure.
3. Describe the reasons why the indirect approach method is preferred over the direct approach method.
4. State expected effects of the wind and current on the Air Boat when stopped.
5. State the effect on steerageway when RPMs are reduced.
6. Safely approach an object/structure utilizing appropriate “bursts” of power.
7. Ensure sufficient maneuvering room exists for safe departure prior to stopping.
TASK AIRCOXN-01-07-TYPE: Transit the Air Boat in Various Terrain
Conditions Task should be performed on various terrain, during both day and night. Trainee must accomplish the task without prompting or use of a reference.
Standards In response to the instructor, the trainee must, without error, state the concerns in transiting over various terrain.
The Trainee must demonstrate sound judgment in choosing best route to avoid rough terrain while maintaining safe speed.
1. Transit over dirt.
2. Transit over logs.
3. Avoid steep climbs and large obstacles.
4. Transit from land to water.
5. Transit from water to land.
6. Transit over grass and marsh
7. Transit over rough terrain.
8. Transit over small obstacles
9. Execute emergency stop on land.
TASK AIRCOXN-01-08-TYPE: Recover a Person from the Water Using the Indirect Pickup Method
Conditions Task should be performed in various conditions, during both day and night. Trainee must accomplish the task without prompting or use of a reference.
Standards In response to the instructor, the trainee must, without error, state the concerns in transiting various conditions.
The Trainee must demonstrate sound judgment in choosing best route to avoid rough terrain while maintaining safe speed.
1. Coxswain receives report of MOB.
2. Deploy life ring and strobe light correctly if used.
3. Depress MOB button on the GPS/
4. SPC-AIR comes about toward the side from which the MOB fell or in a safe manner.
5. Pointer is assigned and positioned, and Coxswain is informed of MOB’s position.
6. Brief crew on indirect pickup method.
7. Base approach to vicinity of MOB on prevailing weather conditions.
8. Effectively utilize wind/current and short bursts of power to safely maneuver SPC-AIR within safe proximity of MOB.
9. Secure SPC-AIR engine when deploying rescue swimmer and while recovering MOB.
10. Recover MOB within 6 minutes.
11. Notify unit.
TASK AIR COXN-1-09-ANY: MANEUVER the Boat Alongside Another Boat, with Way-On, and Transfer Personnel

7. Identify handholds, egress points, and routes.
a. Identify position handholds, primary egress point handles and latches, and route to safe water.
b. Identify alternate egress point, route to safe water, and handholds along route.
c. Rehearse, with eyes closed, the actions completed for the restrained position, up-to and including releasing restraints.
d. Visualize in the minds-eye completing the rest of the egress. Remember, in a capsized boat, the crewmember wearing flotation will likely be buoyed upward, toward the deck, making the use of handholds along the overhead critically important for maintaining orientation and egress.
8. Demonstrate primary egress (to maximum extent feasible)
a. Cue: “Brace for impact, going over.”
b. The trainee makes and maintains handhold(s).
c. The trainee takes a deep breath and holds breath for duration of performance:
• Maintain handhold
• Release restraints.
• Using hands to maintain reference points, exit from under the boat hand-over-hand technique.
NOTE: Since the training vessel is not capsized in the water, the trainee will not experience the in-water effects of inverted orientation, buoyancy, turbulence, etc. For window egress points, trainees need only demonstrate the initial movement of the body through the egress point (e.g.
upper torso).
TASK BCM-03-02-TYPE: Locate and Identify the Purpose of the Equipment Aboard the Boat

Standards In response to the instructor, the trainee must move to his/her correct Station and perform the task steps without hesitation.
