This is a combined synopsis solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

offers are being requested, and a written solicitation will not be issued. This solicitation is being issued as a request for quote.

The solicitation number is 70Z03126QALAM2001

Provisions and clauses incorporated into this solicitation are those in effect through Federal Acquisition Circular 2025-06 dated 1 October 2025.

This action is set aside for small businesses.

The NAICS for this action is Code 611430, Professional Development Training, with a size standard of $15 million. The services in this solicitation are best represented by PSC Code U006, Education/Training - Vocational/Technical.

The purpose of this requirement is to have the contractor provide training to a class of 10 to 15 students using the task list for airboat coxswains and crew members located in the USCG Airboat Crew CG-731 OP River Wall Airboat Training Guidance Package. See the attached training guidance for more details. This training shall be completed during a 7-day period and shall be conducted on USCG-owned airboats in and around Rio Grande City, TX. The contractor shall provide sufficient personnel to ensure the class can be completed within a 7-day period. Contractor personnel conducting the training must have completed a National Association of State Boating Law Administrators (NASBLA) boating education course prior to start of the training event.

USCG graduates from the Train the Trainer course shall be able to train other Coast Guard members on the safe operation of airboats. Classes may be taught every two months over the next 12 months depending on exercise of option line items. The contractor shall conduct Airboat Train the Trainer courses starting no later than the week of 27 October 2025.

FOB for this requirement is Destination. FAR provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, applies to this action. Offerors must be registered on the SAM.gov website at the time of offer submittal and have a completed FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, on file. FAR clause 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services, applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Products and Commercial Services, applies to this acquisition. The following clauses cited in 52.212-5 apply to this acquisition: 52.222-50, Combating Trafficking in Persons; 52.226-8, Encouraging Contractor Policies to Ban Text Messaging While Driving; 52.232-33, Payment by Electronic Funds Transfer – System for Award Management; and 52.222-41, Service Contract Labor Standards. System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in this solicitation.

The contracting officer will not consider the following representations when making award decisions or enforcing requirements: paragraphs (d) and (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services and paragraphs (b)(33), (b)(34), (e)(1)(ix), and (e)(1)(x) of 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Products and Commercial Services. Additionally, in 52.212-5(b)(46), E.O. 14057, does not apply.

Entities are not required to update their entity registration to remove these representations in SAM.

Submitted offers shall contain the name, title, email address, and telephone number of the company point of contact who can legally bind the company contractually. The offeror shall also identify individuals authorized to negotiate with the government. The offer shall contain an acknowledgement of the solicitation and any issued solicitation amendments. Submitted prices shall include pricing for all line items including the option line items. Pricing may be submitted in any format that provides the price per line item and a total offer price. Submission of the specified documentation will constitute the offeror's acceptance of the terms and conditions in this solicitation and any attachments to the solicitation.

The offer shall include a statement that all representations and certifications are current, complete, and accurate in the System for Award Management (SAM) as of the date of the offer submission. The offeror shall submit only those representations not already uploaded to SAM.gov with their offer. Offers shall be emailed to shawn.t.jenkins@uscg.mil and angela.m.barker@uscg.mil.

The government intends to make a single award based on selection of the technically acceptable offer with the lowest evaluated price. Pricing for optional CLINs shall be included in the total amount used for evaluation purposes.
