About this file

This is an Asbestos and Lead Survey Report for the United States Coast Guard Air Station San Francisco facility located at 1020 North Access Road, San Francisco, California. The survey was conducted by Advantage Environmental & Safety Services (AESS) on July 8, 2026 (initial survey) and July 30, 2026 (supplemental sampling), with the report issued August 3, 2026.

The survey identified asbestos-containing materials (chrysotile) in two locations within the women's restroom and locker areas: a 12" x 12" green floor tile containing 0.75% chrysotile by point count (confirmed by resample), and the black layer of multi-colored vinyl sheet flooring containing 1.25% chrysotile. Thirty bulk samples representing 66 material layers were collected and analyzed by Polarized Light Microscopy (PLM) in accordance with EPA Method 600/R-93/116 and 40 CFR Part 763. No asbestos was detected in the remaining 28 samples, including baseboard and glue, drywall/joint compound, ceramic tile systems, carpet glue, and epoxy flooring. Ten bulk samples were submitted for lead analysis via flame atomic absorption spectroscopy (EPA Method 7000B), with no lead detected above laboratory reporting limits in any samples, including painted drywall and ceramic tile/glaze materials. AESS recommends removal of the identified asbestos-containing materials by a licensed abatement contractor in accordance with applicable federal, state, and local regulations prior to any renovation or demolition activities. The survey was limited in scope to specific designated areas and does not constitute a comprehensive building-wide hazardous materials survey; materials of similar appearance in inaccessible or concealed areas were not inspected.

1.0 Executive Summary

Advantage Environmental & Safety Services (AESS) was retained to perform an asbestos- and lead-containing materials survey of designated interior areas at the United States Coast Guard (USCG) Air Station San Francisco, located at 1020 North Access Road, San Francisco, California 94128 (the “Site”). The initial survey was performed on July 8, 2026 by Alfred Myers, Certified Site Surveillance Technician (CSST) and Lead Sampling Technician, of

AESS, and consisted of representative bulk sampling of suspect asbestos-containing materials (ACM) and suspect lead-containing building materials within the men's and women's restroom, locker, and shower areas identified on the sample location diagram provided as Figure 1 (Section 5.3). Supplemental bulk samples were collected on

July 30, 2026 by Matt Bailey, Certified Site Surveillance Technician (CSST) and Lead Sampling Technician, of AESS, to obtain point-count confirmation of suspect positive materials and to sample additional flooring installations within the same areas.

Thirty (30) bulk samples (representing 66 individual material layers, submitted under Schneider Laboratories

Order Nos. 696517 and 700298) were collected and submitted for Polarized Light Microscopy (PLM) analysis of asbestos content. Chrysotile asbestos was detected in two homogeneous materials: a 12″ x 12″ green floor tile located in the Women's RR Locker area (Sample CGSF-3, 0.75% by point count; confirmed by resample CGSF-23, 0.75% by point count), and the black layer of a multi-colored vinyl sheet floor covering located in the Women's

RR Entryway (Sample CGSF-6, 1.25% chrysotile). No asbestos was detected in the remaining 28 samples/layers.

Ten (10) bulk samples were collected and submitted for lead analysis by flame atomic absorption spectroscopy

(EPA Method 7000B, Schneider Laboratories Order No. 696515). No lead was detected above the laboratory reporting limit in any of the ten samples.

A summary of findings and AESS recommendations is provided in Sections 5.0 and 6.0 of this report. Complete laboratory analytical reports, chain-of-custody documentation, and the sample location diagram (Figure 1) are included as Appendices A and B, with applicable personnel certifications provided in Appendix C.

2.0 Introduction and Scope of Work

This report presents the results of a limited asbestos- and lead-containing materials survey conducted by AESS at the request of the United States Coast Guard in connection with planned maintenance, renovation, or abatement-related activities at Air Station San Francisco. The purpose of the survey was to identify the presence and approximate concentration of asbestos and lead in designated suspect building materials so that appropriate handling, abatement, and disposal procedures can be planned prior to disturbance of those materials.

The scope of work performed by AESS included the following:

• A visual survey of designated interior spaces (men's and women's restroom, locker, and shower areas) to identify homogeneous areas of suspect asbestos-containing and lead-containing materials.

• Collection of twenty-one (21) representative bulk samples of suspect ACM on July 8, 2026 by Alfred Myers, in general accordance with 40 CFR Part 763 (AHERA) and EPA Method 600/R-93/116 sampling protocols

(Schneider Laboratories Order No. 696517).

Advantage Environmental & Safety Services | Confidential – Prepared for U.S. Coast Guard | Page 3 of 28

• Collection of nine (9) supplemental bulk samples of suspect ACM on July 30, 2026 by Matt Bailey for point-count confirmation of suspect positive materials and to sample additional epoxy and resilient flooring installations (Schneider Laboratories Order No. 700298).

• Collection of ten (10) representative bulk samples of suspect lead-containing materials (paint and ceramic tile/glaze) on July 8, 2026 by Alfred Myers (Schneider Laboratories Order No. 696515).

• Submission of all samples under chain-of-custody to Schneider Laboratories Global, Inc. (Richmond, Virginia), an AIHA-LAP, LLC and NVLAP accredited laboratory, for analysis.

• Preparation of a sample location diagram and this summary report of findings.

This survey was limited to the specific materials, locations, and areas identified by AESS field staff and shown on the sample location diagram in Figure 1 (Section 5.3). AESS did not perform a comprehensive, building-wide hazardous materials survey. Refer to Section 7.0, Limitations, for additional information regarding the scope and applicability of this report.

3.0 Site Description

The Site is the USCG Air Station San Francisco facility located at 1020 North Access Road, San Francisco, California, within the hangar building identified by the “Guardians of the Golden Gate” signage at the facility entrance. The areas surveyed include the women's and men's restroom, locker room, and shower facilities located along the west side of the hangar, together with associated entryways and stairs, as depicted in the sample location diagram (Figure 1, Section 5.3). Suspect materials sampled included resilient floor tile (12″ x 12″, multiple colors) and associated mastic, vinyl sheet flooring, ceramic wall and floor tile with associated setting materials (grout, mortar, thin-set, backer board), epoxy flooring, rubber baseboard with adhesive, stair tread and glue, carpet glue, and painted drywall/joint compound systems.

4.0 Survey Methodology

4.1 Asbestos Sampling and Analysis

Suspect ACM was identified by visual inspection and grouped into homogeneous areas based on material type, color, texture, and apparent date of installation. Representative bulk samples were collected from each homogeneous area using wetting techniques and dedicated sampling tools to minimize fiber release, double-bagged, labeled, and submitted under chain-of-custody to Schneider Laboratories Global, Inc. Samples were analyzed by Polarized Light Microscopy (PLM) in accordance with EPA Method 600/R-93/116 and 40 CFR Part

763, Appendix E, Subpart E. Materials composed of multiple layers (e.g., tile / mastic, or drywall / joint compound) were analyzed and reported by individual layer. At AESS's request, positive and select non-detect samples (Samples CGSF-3, CGSF-6, and CGSF-23) were verified by the EPA point-count method.

4.2 Lead Sampling and Analysis

Suspect lead-containing painted surfaces and ceramic tile/glaze were sampled by removing a representative bulk chip or section of material. Samples were submitted under chain-of-custody to Schneider Laboratories Global, Inc. and analyzed for total lead content by flame atomic absorption spectroscopy in accordance with EPA

Advantage Environmental & Safety Services | Confidential – Prepared for U.S. Coast Guard | Page 4 of 28

Method 7000B. Results are reported in milligrams of lead per kilogram of sample (mg/kg, equivalent to parts per million) and as percent lead by dry weight.

5.0 Summary of Findings

6.0 Conclusions and Recommendations

6.1 Asbestos

Asbestos-containing material (chrysotile) was identified in two homogeneous materials within the areas surveyed: (1) 12″ x 12″ green floor tile and associated mastic in the Women's RR Locker area (0.75% by point count, confirmed on resample), and (2) the black layer of multi-colored vinyl sheet flooring in the Women's RR

Entryway (1.25% chrysotile). These materials are regulated ACM and are subject to applicable notification, handling, and abatement requirements under 40 CFR Part 61 (NESHAP), 40 CFR Part 763 (AHERA), and Cal/OSHA asbestos regulations (8 CCR 1529) prior to disturbance, removal, or renovation activities affecting these materials.

• The identified green floor tile and vinyl sheet flooring should be removed by a licensed asbestos abatement contractor in accordance with applicable federal, state, and local regulations prior to any renovation or demolition activity affecting these materials.

• No asbestos-containing material was identified in the remaining 28 sampled materials/layers (baseboard and glue, taping mud/drywall, stair tread, ceramic tile systems, carpet glue, and epoxy flooring) in the sampled locations; no special handling requirements are triggered for these specific materials based on these results.

This finding applies only to the specific materials and locations sampled. Per the note on the sample location diagram (Figure 1), any suspect material encountered outside the scope of this survey that is not represented by a collected sample should be presumed to contain asbestos or should be sampled and analyzed prior to disturbance.

6.2 Lead

No lead was detected above the laboratory reporting limit in any of the ten samples collected (painted drywall and ceramic floor/wall tile). Based on these results:

• The sampled painted drywall and ceramic tile materials are not classified as lead-containing or lead-based paint and are not subject to lead-specific handling requirements based on these results.

• As with asbestos, any suspect painted or glazed material outside the scope of this survey should be presumed to contain lead or should be sampled prior to disturbance.

7.0 Report Limitations

This report has been prepared for the exclusive use of the United States Coast Guard for the specific Site, scope, and purpose described herein. The findings and conclusions are based on conditions observed and materials sampled at the time of the July 8, 2026 and July 30, 2026 field surveys and on the analytical results provided by

Schneider Laboratories Global, Inc. AESS did not sample every material or every location within the facility;

materials of similar appearance located in inaccessible or concealed areas were not inspected. Actual conditions may vary from those described in this report, and this report should not be relied upon as a comprehensive, Advantage Environmental & Safety Services | Confidential – Prepared for U.S. Coast Guard | Page 9 of 28 building-wide hazardous materials survey. This report is not intended, and should not be used, as a bidding or specification document for abatement work without further review and, if necessary, additional sampling by

AESS.
