Descriptions/Specifications/Statement of Work
C-1 Requirements
C.1 Background The Administrative Office of the United States Courts (AOUSC) is the administrative arm of the federal judi-ciary, supporting the performance of AO's critical work. The AOUSC has approximately 1,000 employees who provide administrative support, program management, and policy development on behalf of over 30,000 court employees in over 600 locations. The Judiciary Data & Analysis Office (JDAO) within the AOUSC is respons-ible for collecting, processing, analyzing, and reporting on federal court caseload data. JDAO provides support to the United States Federal Courts, which consists of 90 Bankruptcy Courts, 94 District Courts, and 13 Appel-late Courts.
In 2016, JDAO initiated an effort to make data more visible, valuable, and accessible to Judiciary users. To ac-complish this goal, JDAO implemented the Enterprise version of Tableau, a commercial off-the-shelf (COTS) visualization client and server software product. The implementation of Tableau enabled JDAO to transition away from an IT-centric, reporting-based platform to a user-driven analytics platform. This transition has en-abled users to view, query, and interact dynamically with their data without downloading hundreds of static PDF report tables.
C.2 Current Environment JDAO designs, develops, continuously enhances, maintains, and provides full lifecycle support for users that leverage Tableau, a commercial off-the-shelf (COTS) visualization client and server software product. JDAO has installed Tableau in a distributed server environment, which are comprised of three production servers and two testing servers. Each server utilizes Tableau v. 10.4, Microsoft Server v.12 operating systems with MS SQL v. 14 as the database. The servers reside in a Cloud-based environment located within the AT&T Data Center in Ashburn, VA. JDAO has been designing and developing Tableau dashboards to serve stakeholders within the judiciary as well as the public.
C.3 Scope JDAO requires full Business Intelligence (BI) development lifecycle support for our full Business Intelligence/ Analytics stack to ensure stability, scalability, and the delivery of intuitive and valuable dashboard through the Tableau client, web, and server software.
The contractor shall design, develop and deliver a publicly accessible dashboard using bankruptcy program stat-istical data. This effort requires the contractor to gather requirements, design, develop, test, implement, main-tain and support the bankruptcy dashboards and the data extraction processes, (e.g., extract, transform, and load
USCA18BPAC1011 - Page 2 of 8
(ETL) jobs and stored procedures). JDAO’s Tableau server content will be accessed and consumed by internal users and external users, (e.g., the public). This effort requires the Contractor to work in collaboration with the Government to ensure that the bankruptcy program area data visualization is accessible from the internet without comprising the internal network of the federal judiciary. The Government requires the contractor to assess the complexity of this effort and propose a detailed project schedule for performing the work. In addi-tion, the contractor shall provide weekly and monthly project status reports, as well as monthly financial reports for resources associated with the work as outlined within this BPA Call.
C.3.1 Develop and Deliver a Packaged Workbook and Interactive Tableau Dashboard The contractor shall design, develop, test, and deliver an impactful data visualization using Tableau. The con-tractor shall deliver a publicly accessible dashboard that will visually display statistical data compiled and pub-lished by the AOUSC.
The dashboard shall visually represent statistical data collected and reported by the AOUSC on the bankruptcy program. A publicly available data table the contractor needs to design, develop, and publish as a Tableau dash-board is an annual report required by the Bankruptcy Abuse and Prevention and Consumer Protection Act of 2005 (BAPCPA). A summary and the 2016 report can be found at: ht-tp://www.uscourts.gov/statistics-reports/bapcpa-report-2016. The contractor shall assist the Government with developing a packaged workbook and an interactive dashboard that includes single screen - no scrolling func-tionality, sorting, filtering, geocoding, and embedded views leveraging Tableau software. The contractor shall assist the Government in all phases of testing.
The contractor shall assist the Government with embedding and testing interactive data visualization dashboard and views leveraging Tableau software. The dashboard shall be placed on the intranet for the Federal Courts (J-NET), as well as on the uscourts.gov website, which may require customizing the JavaScript code generated by Tableau in order to enable the views. At a minimum, data for the dashboard shall be automatically refreshed on a quarterly basis.
The contractor shall develop and deliver all required documentation, and participate in all stages of the data visualization project system development life cycle (SDLC), which involves requirements analysis, design, de-velopment, testing, and implementation, as well as the operations and maintenance of the dashboard in the lower environments (development and testing servers). Validation and verification of the dashboard functional-ity shall be required after each monthly server maintenance process has been executed. The contractor shall be expected to engage with JDAO's business owners, IT staff, and other stakeholders to validate the data and dash-board performance. In addition, the contractor shall assist users with accessing and interacting with the bank-ruptcy program data visualization and dashboards that shall reside on the Tableau server. In addition, the con-tractor shall provide industry standards and best practices for the design and development of the data visualiza-tion (dashboard), which shall include best practices for migrating and/or promoting the dashboard or visualiza-tion data and code across a distributed server environment.
The contractor shall develop an understanding of JDAO’s services and systems and JDAO’s data structure in order to facilitate internal data practices and promote the effective use of data for decision-making, as it relates to the bankruptcy program data and dashboard. This includes working with a project team to determine the pur-pose, goal, scope, data requirements, design, development, testing and implementation of the data visualization.
C.4.1 Specific Requirements C.4.1.1 Project Schedule: The contractor shall prepare a detailed project schedule for performing activities re-lated to the development of the bankruptcy program area data visualization/dashboard in accordance with F-1 Deliverables. The schedule shall include summary level and detailed tasks that include the assigned resources and durations for each task.
C.4.1.2 Functional, Technical, and Security Requirements: The contractor shall perform activities required to gather and document the Functional and Technical Requirements for the dashboard. The contractor shall pro-duce one combined Functional and Technical Requirements document, which shall include the approved func-tional, performance and security requirements. The document shall be peer reviewed by the contractor and sub-mitted to the Government for approval before proceeding into the design phase.
