Civil Justice Reform Act (CJRA)
CJRA:

Refers to the Civil Justice Reform Act of 1990 (CJRA) requires the Director of the Administrative Office of the United States Courts (AO), under 28 U.S.C. § 476, to prepare a semi-annual report showing, by U.S. district judge and U.S. magistrate judge, all motions pending more than six months, all bench trials that have remained undecided more than six months, and all civil cases pending more than three years. In accordance with the policy of the Judicial Conference of the United States, this report also presents data on bankruptcy appeals pending more than six months (Rpt. of Proc. of JCUS, Mar. 10, 1998, at 11) and Social Security appeals pending more than six months (Rpt. of Proc. of JCUS, Sept. 15, 1998, at 63). The reporting requirements under the CJRA are designed to help reduce both costs and delays in civil litigation in the district courts. The information also may be used to evaluate demands on the district courts’ resources

The DNSW reporting requirement set forth in 18 U.S.C. § 3103a (d) requires judges to report any “warrant authorizing delayed notice (including any extension thereof) entered under this section or the denial of such warrant (or request for extension)....” Accordingly, the new statutory reporting requirement specifically applies only where :( 1) the search instrument requested is a warrant (or an analogous search instrument that falls under the requirements of Fed. R. Crim. P. 41), and (2) the judge acts on a request for delayed notice in conjunction with the search. The AO is required to file annual reports to Congress summarizing data received from judges on delayed-notice search warrant applications. A report must be submitted to the Administrative Office each time a judge rules on a request for delay or for an extension to a previously authorized delay.

District court caseload figures are divided by the number of authorized judgeship positions in each court to provide caseload per judgeship, whereas caseload figures in the courts of appeals are shown per panel, as these cases are generally handled by panels of three judges.
