SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 INTRODUCTION
The United States Agency for Global Media (hereby designated as USAGM) operates MW and FM broadcast transmitter sites throughout the country of Afghanistan. Each of these locations have Caterpillar Diesel Generators which provide AC electrical power for USAGM transmitter systems which operate 24 hours a day / 7 days a week.
C.1.1 Project Objective:
The objective of this Indefinite Delivery, Indefinite Quantity (IDIQ) contract is to acquire maintenance, repair, spare parts, and consumable supplies for USAGM owned Caterpillar Generators located in Afghanistan that support USAGM Radio Transmission Operations. USAGM has Diesel Generators located in 17 locations within the borders of Afghanistan.
Contractor will be responsible for all equipment and tools needed to complete the work. The aforementioned is not intended to direct the vendor as to how they will perform the required work, but notes general provisions of work that are needed.
C.1.2 Scope:
USAGM is seeking an IDIQ vehicle with Individual Task Orders (TO) to acquire a myriad of maintenance services, repair services, spare parts, and consumable supplies for various models of Caterpillar Generators that support power generation for radio broadcasting operations. Most of the Caterpillar Generators under this contract provide prime power generation to USAGM radio transmitters and are critical to the successful transmission of USAGM and its programming partners radio programs.
C.2 BASIC TERMS AND CONDITIONS
C.2.1 The U.S. Government intends to establish Indefinite Delivery/Indefinite Quantity (IDIQ) contract/s with one or more responsible companies that can supply required Caterpillar generator parts, services and supplies.
Establishment of an IDIQ contract will be based on the most advantageous prices and delivery times along with other positive performance factors presented by the Contractor. Discussions may be held with companies if there is a need to do so. Contractors are advised that while the Government may establish multiple IDIQs, we will only establish the number of IDIQs believed to be sufficient to meet our needs and regulatory competition requirements.
C.2.2 If a need arises, the Contracting Officer may issue a Task Order or Delivery Order following the procedures outlined in the IDIQ. If the IDIQ-holder accepts the order, then a binding contract between the Government and IDIQ-holder will exist for that specific order. If the IDIQ-holder refuses to accept orders or furnish quotations in compliance with the terms of the Contract, then the Government reserves the right to cancel the contract with that IDIQ-holder.
C.2.3 The Government shall only be obligated to the extent of authorized purchases actually made under this IDIQ. The IDIQ-holder shall not provide supplies or perform any work without an IDIQ Task or Delivery Order issued to the IDIQ-holder by an authorized ordering official.
C.3 PERIOD OF PERFORMANCE
C.3.1 The effective date of this IDIQ shall be for a five-year period from the date of award. This Contract will remain in effect until terminated by either party.
C.3.2 Completion of IDIQ: An IDIQ is considered complete when all authorized purchases made under it equal the IDIQ’s total maximum dollar limitation, if any, when its stated time period expires or in the event the IDIQ is cancelled by either party.
C.4 GENERATOR REPAIR, OVERHAUL, REBUILD AND PROCUREMENT SERVICES
